This is an update from tonight’s Board of Governors meeting.
2017-18 Budget
The Board of Governors approved the 2017-18 budget totaling $470 million. Various budget-related documents were approved, including:

Report from the Board Chair
Chris Carruthers, chair of the board, provided a brief update on the executive compensation framework.
Strategic Mandate Agreement (SMA)
President Runte highlighted opportunities for post-secondary education in light of the recent federal budget. She summarized some of the characteristics that define Carleton and reviewed some of the proposed metrics which are being discussed for inclusion in the SMA.
Committee Reports
Dale Craig, chair of the Building Committee, provided updates on the progress of the ARISE, Health Sciences and business school projects. He also updated the board on the cogeneration facility and other renewal projects on campus.
Linda Ann Daly, chair of the Community Relations and Advancement Committee (CRA), updated the board on the recent Talk Exchange forum and highlighted how the report on the forum will be presented at the next CRA meeting.
Ken Evans, chair of the Governance Committee, noted that at their next meeting on May 10 the mandate of the compensation sub-committee will be reviewed, as well as the guidelines for the appointment of administrators.
Appointment of University Secretary
The Board approved the appointment of Amanda Goth as University Secretary. Board chair Chris Carruthers and President Runte offered their congratulations and thanked her for her contributions during her acting assignment.
Indigenous Programs and Initiatives
The Board received presentations on Indigenous Programs and Initiatives from Prof. Kahente Horn-Miller, Rodney Nelson, coordinator of the Aboriginal Enriched Support Program, André Plourde, dean of the Faculty of Arts and Social Sciences and Wally Clement, acting dean of the Faculty of Arts and Social Sciences.
Their presentations outlined a proposal to construct a “Truth and Reconciliation Park” at the existing location of Carleton’s amphitheater, near the Paterson Building. The presenters also shared information about other universities’ initiatives to create Indigenous spaces and identities on their campuses. An overview of the graduate programs in the Indigenous Policy and Administration (IPA) was provided, including the leadership team, program structure and enrolment, initiatives underway to build the Indigenous community and IPA graduate success stories. An overview of the evolution of the Indigenous and Canadian Studies programming was provided.
Board of Governors Award for Outstanding Community Achievement
The board approved the recipient of its Board’s Outstanding Community Achievement Award, to student Gabriela Bernal Astrain. This award recognizes the spirit of student volunteerism and substantial community contributions by a student while at Carleton University.
The jury noted Bernal Astrain’s volunteer contributions at the Science Student Success Centre where she has played a leadership role, becoming the first coordinator of the Science Learning Communities and as team coordinator for the Kick-Start into Science program. Astrain has played an important role in helping first-year students in the Faculty of Science to become acclimatized to university life. In Ottawa, she has volunteered at the Children’s Hospital of Eastern Ontario and Acceso International, and remains an active volunteer at her former high school.
In addition to her volunteer work, she has held multiple part-time positions as a Peer Assisted Study Sessions Facilitator, Peer Assisted Study Coach in Chemistry and a Teaching Assistant at Carleton. Her nomination noted that in addition to her leadership and volunteer support, Bernal Astrain has maintained her academic studies and achieved a solid GPA of 11.17.
The Outstanding Community Achievement Award includes a $2,000 bursary and will be officially presented at the June Convocation.
