In October 2017, Canada will become the Chair of the Executive Committee of the United Nations High Commissioner for Refugees (UNHC). This group of nearly 100 states is responsible for guiding UNHCR in its task of ensuring protection for refugees and finding a solution to their plight. Given this position, what priorities should Canada pursue as Chair of ExCom? What are the opportunities and constraints? What vision can Canada pursue for its place in the global refugee regime for the years to come?

Presenters will include:

  • James Milner is currently an Associate Professor in the Migration and Diaspora Studies unit and Department of Political Science at Carleton University. Dr. Milner has been a policy advisor, practitioner, and researcher on a variety of issues pertaining to refugees, African politics, and the United Nations system. He has also worked as a Consultant for the United Nations High Commissioner for Refugees (UNHCR) in India, Cameroon, Guinea and its Geneva Headquarters.
  • Jean-Nicolas Beuze is the UNHCR Representative in Canada. Mr. Beuze has over 19 years of international humanitarian and human rights experience, having worked with various United Nations Agencies including the Office of the United Nations High Commissioner for Human Rights (OHCHR), the Department of Peacekeeping Operations (DPKO) and the United Nations Children’s Fund (UNICEF).
  • Heather Jeffrey is currently the Director General of the International Humanitarian Assistance Program at Global Affairs Canada.
  • Jessie Thomson is Senior Director of the Humanitarian Assistance and Emergency Team at CARE Canada. Prior to joining CARE, Ms. Thomson worked as a Protection Delegate with the International Committee of the Red Cross (ICRC) in Pakistan, as a Senior Policy Advisor in the Humanitarian Affairs and Disaster Response Group at the Department of Foreign Affairs and International Trade Canada, and as a Senior Policy Advisor in the Refugees Branch at Citizenship and Immigration Canada.
