Policy brief<\/a>\u00a0(July 2014) by Artan Karini.\u00a0 Southeastern Europe (Western Balkans) represents an interesting case in\u00a0terms of the relationship between the politics of EU accession and absorption of international aid to support reform processes in the region.\u00a0 By addressing some of the challenges encountered in the policy transfer towards PA reform, this\u00a0policy brief argues that\u00a0the attention of\u00a0the EU (and other donors) should focus more on HRM reform rather than almost exclusively on compliance with ‘acquis communautaire<\/em>‘.\u00a0 As such, the brief\u00a0may\u00a0provide a context for considering the role of Canadian aid in policy reforms in the developing world.<\/p>\n
