You can read the publication in <a href=\"https:\/\/carleton.ca\/canadaeurope\/wp-content\/uploads\/2009-12-15-CanadianClimatePolicyPaterson.pdf\" target=\"_blank\">English<\/a> and in <a href=\"https:\/\/carleton.ca\/canadaeurope\/wp-content\/uploads\/2009-12-15-KlimapolitikPaterson.pdf\" target=\"_blank\">German<\/a>.<\/p>\n<p>In comparison with most other countries who have already developed more ambitious climate policy measures, the US and Canada are extremely decentralized political systems.
