Read the policy brief <strong><a href=\"https:\/\/carleton.ca\/caneunet\/wp-content\/uploads\/Rostoks-policy-brief-04-2021.pdf\">here<\/a><\/strong>.<\/p>\n<p>Professor Rostoks shares his insights from his teaching experience at higher education institutions in Latvia and explores several mainstream IR theories, Realism, Liberalism, and Constructivism, to explain Russia&#8217;s foreign policy behaviour with Ukraine, the impact of domestic influences on Russia&#8217;s foreign policy and the impacts of sanctions on Russia and the relationship with Europe and globally.<\/p>\n<p>Toms Rostoks\u00a0is Associate Professor in international relations at the Department of Political Science,\u00a0<a href=\"https:\/\/www.lu.lv\/en\/\">University of Latvia<\/a> and a faculty member of the university&#8217;s <a href=\"https:\/\/www.lu.lv\/cets\/jeanmonnet\/jmceexperts\/\">Jean Monnet Centre of Excellence<\/a>. He is also a Senior Researcher at the <a href=\"https:\/\/icds.ee\/en\/autor\/toms-rostoks\/\">Centre for Security and Strategic Research<\/a> at the <a href=\"https:\/\/www.naa.mil.lv\/en\">National Defence Academy of Latvia<\/a>.<\/p>\n<p><em>This policy brief is based on a presentation at the Network workshop, The EU and Canada in the Face of Changing US Global Policy, held on March 25, 2019, at Carleton University.
