The Strategic Compass, a document released in March 2022, is an attempt to streamline the EU&#8217;s security and defence strategy. It seeks to support the establishment of credible crisis management capabilities, including limited military instruments, but stops short of establishing a military force to manage international conflict. <a href=\"https:\/\/carleton.ca\/ces\/wp-content\/uploads\/Ratti-EU-Policy-Brief-Strategic-Compass.pdf\">Please read the policy brief here.<\/a><\/p>\n<p>Luca Ratti is Associate Professor of History of International Relations at the University of Rome 3 and Adjunct Professor of International Relations at the American University of Rome. His research and teaching interests lie U.S.-European relations, NATO\u2019s evolution, European security and defense policies, and international relations theory.
