On November 3rd<\/sup>, Dr. Clara Portela, from the University of Valencia, the inaugural Konrad Adenauer Visiting Scholar on Transatlantic Relations, presented an EU Policy Talk<\/em> on the effectiveness of the European Union\u2019s sanctions.<\/p>\n

Dr. Portela provided an overview of EU sanctions and how they fit into the global political arena alongside sanctions imposed by international organizations such as the United Nations (UN). Globally, Dr. Portela sees sanctions imposed by three leading international actors – the UN, the EU and the United States. The cumulative number of sanctions regimes imposed by the EU has fluctuated over the years, but the EU has never had less than six sanctions active in its sanctions practice.<\/p>\n

Following the introduction, Dr. Portela guided the audience through the methodology behind her most recent research project which can be seen in her PowerPoint presentation below. In the remaining portion of her presentation, Dr. Portela discussed the evolution of sanctions practice and research. Sanctions have become more targeted rather than comprehensive throughout the global political arena to relieve the humanitarian consequences of sanctions and to target elites within the receiving nations.<\/p>\n
