One recent <a href=\"http:\/\/www.thestar.com\/\" target=\"_blank\">Toronto Star<\/a> reporter asked CES&#8217;s <a href=\"http:\/\/www.socialsciences.uottawa.ca\/api\/professor-profile?&amp;id=476\" target=\"_blank\">Patrick Leblond<\/a> about his opinion on recent\u00a0negotiations. In the Article Professor Leblond said:<\/p>\n<p style=\"text-align: left; padding-left: 30px;\">\u201cThe end is always the most difficult part because you keep all the hot issues, the most politically sensitive ones to the end. That\u2019s where a lot of horse-trading and compromises get made.\u00a0The ideal scenario is we conclude our deal with the Europeans. Then the Europeans say, \u2018We did our deal with the Canadians.
