Contribuant \u00e0 un nombre croissant de recherches sur cette question, le PCPOB a r\u00e9cemment men\u00e9 une enqu\u00eate pour explorer comment les organismes de bienfaisance canadiens int\u00e8grent ces nouveaux outils dans leurs pratiques quotidiennes. Malgr\u00e9 des obstacles tels que l&#8217;augmentation du co\u00fbt de la vie et les crises mondiales, nos r\u00e9sultats r\u00e9v\u00e8lent un engagement envers l&#8217;int\u00e9gration num\u00e9rique parmi les organismes de bienfaisance, bien que plusieurs d&#8217;entre eux n&#8217;aient toujours pas de strat\u00e9gie num\u00e9rique compl\u00e8te.<\/p>\n\n\n\n<p><strong><strong>L&#8217;\u00e9tat actuel de l&#8217;adoption des technologies<\/strong><\/strong><\/p>\n\n\n\n<p>La reconnaissance du r\u00f4le essentiel des outils num\u00e9riques dans le secteur caritatif s&#8217;est renforc\u00e9e ces derni\u00e8res ann\u00e9es. Le <a href=\"https:\/\/uploads-ssl.webflow.com\/630e3aceced5730797294f62\/65fb05472386450b6d4b2d9f_How%20digital%20are%20Canadian%20charities%20now%20-%20CanadaHelps%20CGA%20March%202024.pdf\">Rapport sur les comp\u00e9tences num\u00e9riques 2023 de CanaDon<\/a> indique une plus grande sensibilisation des organismes de bienfaisance aux risques importants de n\u00e9gliger les solutions num\u00e9riques, comparativement au m\u00eame sondage men\u00e9 en 2021. <a href=\"https:\/\/www.canadahelps.org\/media\/Digital_Skills_Survey_Results_2021.pdf\">Le rapport de 2021<\/a> r\u00e9v\u00e9lait que plus de la moiti\u00e9 des organismes de bienfaisance avaient d\u00e9j\u00e0 int\u00e9gr\u00e9 la technologie num\u00e9rique dans leurs activit\u00e9s quotidiennes ou avaient \u00e9tabli des plans et des budgets sp\u00e9cifiques pour le faire.<\/p>\n\n\n\n<p>Nos r\u00e9sultats refl\u00e8tent un changement similaire dans la perspective des organismes de bienfaisance : pr\u00e8s de la moiti\u00e9 de nos r\u00e9pondant.e.s (48 %) ont augment\u00e9 leur investissement dans les ressources num\u00e9riques, et 45 % ont d\u00e9velopp\u00e9 une compr\u00e9hension plus approfondie des avantages que ces technologies apportent. Une grande majorit\u00e9 des organismes de bienfaisance utilisent mod\u00e9r\u00e9ment ces outils (62 %) ou explorent leurs options (16 %). Cependant, il ne s&#8217;agit que d&#8217;une int\u00e9gration partielle, puisque seulement 17 % des organismes de bienfaisance adoptent pleinement les technologies et les outils num\u00e9riques disponibles.<\/p>\n\n\n\n<p><strong><strong>L&#8217;\u00e9cart critique : pr\u00e8s de 90 % des organismes de bienfaisance canadiens n&#8217;ont pas de strat\u00e9gie num\u00e9rique<\/strong><\/strong><\/p>\n\n\n\n<p>Malgr\u00e9 des signes d&#8217;\u00e9volution positive, notre enqu\u00eate indique que de nombreuses organisations caritatives ont encore du mal \u00e0 utiliser efficacement les technologies num\u00e9riques. Seulement 28 % d&#8217;entre elles ont donn\u00e9 la priorit\u00e9 aux outils num\u00e9riques au sein de leur organisme ou ont accru leur confiance dans l&#8217;utilisation de ces technologies. De plus, seulement 27 % des organismes de bienfaisance font \u00e9tat d&#8217;un soutien accru de la part des dirigeants \u00e0 l&#8217;\u00e9gard des initiatives num\u00e9riques. Fait inqui\u00e9tant, seulement 11 % des organismes ont \u00e9labor\u00e9 un plan strat\u00e9gique num\u00e9rique, ce qui fait que pr\u00e8s de 90 % d&#8217;entre eux n&#8217;ont pas de strat\u00e9gie globale pour l&#8217;adoption des technologies num\u00e9riques. \u00c0 titre de comparaison, <a href=\"https:\/\/charitydigitalskills.co.uk\/wp-content\/uploads\/2023\/07\/Charity-Digital-Skills-Report-2023.pdf\">au Royaume-Uni, environ 50 % des organismes de bienfaisance disposent de tels plans<\/a>, mais m\u00eame ce pourcentage plus \u00e9lev\u00e9 est consid\u00e9r\u00e9 comme insuffisant.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"848\" height=\"504\" src=\"https:\/\/carleton.ca\/cicp-pcpob\/wp-content\/uploads\/sites\/26\/image-7.png\" alt=\"\" class=\"wp-image-3174\" srcset=\"https:\/\/carleton.ca\/cicp-pcpob\/wp-content\/uploads\/sites\/26\/image-7.png 848w, https:\/\/carleton.ca\/cicp-pcpob\/wp-content\/uploads\/sites\/26\/image-7-200x119.png 200w, https:\/\/carleton.ca\/cicp-pcpob\/wp-content\/uploads\/sites\/26\/image-7-400x238.png 400w, https:\/\/carleton.ca\/cicp-pcpob\/wp-content\/uploads\/sites\/26\/image-7-768x456.png 768w\" sizes=\"auto, (max-width: 848px) 100vw, 848px\" \/><\/figure>\n\n\n\n<p><a href=\"https:\/\/charitydigital.org.uk\/topics\/how-to-plan-for-digital-transformation-11346\">Laura Stanley, de UK Charity Digital<\/a>, souligne que l&#8217;absence de strat\u00e9gie initiale peut faire \u00e9chouer jusqu&#8217;\u00e0 70 % des efforts de transformation num\u00e9rique. <a href=\"https:\/\/thephilanthropist.ca\/2024\/04\/the-case-for-integrating-tech-considerations-into-strategic-planning\/\">Katie Gibson et Marc-Andr\u00e9 Delorme<\/a>, experts en technologie et politique num\u00e9riques pour les organisations caritatives, ont \u00e9galement soulign\u00e9 r\u00e9cemment dans le Philanthropic Journal que les initiatives num\u00e9riques mal planifi\u00e9es entra\u00eenent souvent un gaspillage de ressources.<\/p>\n\n\n\n<p><strong><strong>Principaux obstacles \u00e0 l&#8217;adoption des technologies<\/strong><\/strong><\/p>\n\n\n\n<p>Les commentaires ouverts de notre enqu\u00eate donnent un aper\u00e7u des multiples difficult\u00e9s rencontr\u00e9es dans l&#8217;adoption de la technologie num\u00e9rique.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"880\" height=\"444\" src=\"https:\/\/carleton.ca\/cicp-pcpob\/wp-content\/uploads\/sites\/26\/image-8.png\" alt=\"\" class=\"wp-image-3177\" srcset=\"https:\/\/carleton.ca\/cicp-pcpob\/wp-content\/uploads\/sites\/26\/image-8.png 880w, https:\/\/carleton.ca\/cicp-pcpob\/wp-content\/uploads\/sites\/26\/image-8-200x101.png 200w, https:\/\/carleton.ca\/cicp-pcpob\/wp-content\/uploads\/sites\/26\/image-8-400x202.png 400w, https:\/\/carleton.ca\/cicp-pcpob\/wp-content\/uploads\/sites\/26\/image-8-768x387.png 768w\" sizes=\"auto, (max-width: 880px) 100vw, 880px\" \/><\/figure>\n\n\n\n<p>Les deux obstacles les plus souvent cit\u00e9s sont les contraintes de ressources &#8211; en particulier le temps et le financement &#8211; et les lacunes en mati\u00e8re de comp\u00e9tences. Les organismes de bienfaisance soulignent constamment le besoin d&#8217;avoir plus de temps et de financement pour couvrir les co\u00fbts num\u00e9riques essentiels, y compris la dotation en personnel et le d\u00e9veloppement des comp\u00e9tences. Ce probl\u00e8me est particuli\u00e8rement aigu pour les organismes de bienfaisance de petite taille ou dirig\u00e9s par des b\u00e9n\u00e9voles :<\/p>\n\n\n<div class=\"not-prose cu-quote cu-component-spacing\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cSmall non-profits really have little funds, people, time or access to digital technology. Ideas are few on how such technology can help a small organization and how to integrate them into existing activities.\u201d<\/em>\u00a0<\/p>\n\n\n\n<p><em>Nous n&#8217;avons pas de personnel sp\u00e9cialis\u00e9 en technologie. Il nous faut suivre des formations pour apprendre et choisir les logiciels.<\/em><\/p>\n\n\n\n<p><em>It&#8217;s hard for us to find skilled staff, and even harder, skilled staff who can adapt to new technologies.<\/em><\/p>\n\n\n\n<p><em>In a volunteer-run and supported organization, no one seems to fully understand what a digital transformation could do for the organization in support of its mandate.<\/em><\/p>\n<\/blockquote>\n<\/div>\n\n\n<p>Les organismes de bienfaisance soulignent \u00e9galement que le soutien externe, y compris de la part des bailleurs de fonds, du gouvernement ou de sp\u00e9cialistes externes, est un d\u00e9fi majeur auquel ils sont confront\u00e9s dans leurs efforts de transformation num\u00e9rique. De nombreux pan\u00e9listes ont exprim\u00e9 leur frustration face \u00e0 la difficult\u00e9 d&#8217;obtenir un financement pour les initiatives num\u00e9riques, le gouvernement et les agences de financement ne suivant souvent pas le rythme des besoins du secteur en mati\u00e8re de technologie et de logiciels mis \u00e0 jour :<\/p>\n\n\n<div class=\"not-prose cu-quote cu-component-spacing\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>Government reporting databases that don&#8217;t allow uploads or sync with sector operating tools requiring duplication of data entry is a frustration. Annual reporting to the Provincial that does not retain last years data which also means duplication. So while we have progressed the Province and funders have not.<\/em><\/p>\n\n\n\n<p><em>Our funders also do not let us purchase hardware for administrative use within the equipment grants (although equipment support is being discontinued anyway).<\/em><\/p>\n<\/blockquote>\n<\/div>\n\n\n<p><strong>Conclusion<\/strong><\/p>\n\n\n\n<p>En fin de compte, l&#8217;adoption des technologies d\u00e9pend de la vision et de la volont\u00e9 des organisations. Les organisations caritatives doivent s&#8217;engager activement dans ce processus et relever les nombreux d\u00e9fis qui y sont associ\u00e9s. Ce faisant, un \u00e9l\u00e9ment cl\u00e9 &#8211; un plan strat\u00e9gique num\u00e9rique r\u00e9alisable &#8211; est essentiel \u00e0 la r\u00e9ussite.
