Pakistan is home to a variety of ethnic and religious groups, and instability has prevented social harmony. Ethnic conflict and the persecution of certain community members is prevalent. The Ahmadi Muslim community in Pakistan has been consistently targeted and persecuted by both the authorities and extremist groups. \u201cPeoples under Threat 2013,\u201d an initiative funded by the European Union ranks Pakistan as 5th among countries with the highest level of threat to minority groups, as well as having risen the most in ranking since 2012, an indication of a rapidly deteriorating social environment.
