Governance, security &amp; crime, and economic\/human development are identified as the main drivers of fragility in Haiti. We recommend the second policy option we have presented; the Government of Canada should call for the extension of the MINUJUSTH mandate to overcome the persisting challenges Haiti continues to face. Although all primary drivers are of equal significance contributing to Haiti\u2019s fragility, this recommendation will provide much needed support that will allow Haiti to strengthen its institutions to fulfill its social contract under its Governance driver, increasing the state\u2019s legitimacy and capacity.
