The new threat environment, centered upon Russian behaviour in Crimea, Ukraine and Syria, a new Russian strategic doctrine, and a new generation of advanced Russian long-range cruise missiles dictate not only layered, multi-sensor early warning system, but also changes in NORAD command arrangements.
