The prolonged fighting in Ukraine and strained relations with the US have compelled the EU to seriously consider enhancing its own defence capabilities. Since 2015, Russia\u2019s annexation of Crimea, the UK\u2019s decision to leave the EU, and pressure from Trump have transformed NATO\u2019s 2 percent GDP defence spending from guidelines into a real commitment. Readiness 2030 is the EU\u2019s response to ramp up its defence industry.&nbsp;More specifically, the 23-page White Paper&nbsp;frames the importance of building its defence-industrial base in light of the numerous threats <a href=\"https:\/\/icds.ee\/en\/eu-defence-series-the-white-paper-for-european-defence-readiness-2030\/\" target=\"_blank\" rel=\"noreferrer noopener\">Europe faces<\/a>, including danger of losing territory from the Russian invasion of Ukraine and a gradually isolated Europe as the US withdraws its security guarantees.&nbsp;<\/p>\n\n\n\n<p>To address these threats, the Readiness 2030 plan intends to <a href=\"https:\/\/cac-word-edit.officeapps.live.com\/we\/wordeditorframe.aspx?ui=en-CA&amp;rs=en-US&amp;wopisrc=https%3A%2F%2Fcmailcarletonca.sharepoint.com%2Fsites%2FEETN%2F_vti_bin%2Fwopi.ashx%2Ffiles%2F6ac9c75b188b42caaa24643733ea3e42&amp;wdorigin=TEAMS-MAGLEV.p2p_ns.rwc&amp;wdexp=TEAMS-TREATMENT&amp;wdhostclicktime=1747301495248&amp;wdenableroaming=1&amp;mscc=1&amp;hid=5D579EA1-509A-8000-E0AC-89DDCE02DB15.0&amp;uih=sharepointcom&amp;wdlcid=en-CA&amp;jsapi=1&amp;jsapiver=v2&amp;corrid=b75321f2-b1a4-7335-050d-4d5f05d5b78c&amp;usid=b75321f2-b1a4-7335-050d-4d5f05d5b78c&amp;newsession=1&amp;sftc=1&amp;uihit=docaspx&amp;muv=1&amp;ats=PairwiseBroker&amp;cac=1&amp;sams=1&amp;mtf=1&amp;sfp=1&amp;sdp=1&amp;hch=1&amp;hwfh=1&amp;dchat=1&amp;sc=%7B%22pmo%22%3A%22https%3A%2F%2Fcmailcarletonca.sharepoint.com%22%2C%22pmshare%22%3Atrue%7D&amp;ctp=LeastProtected&amp;rct=Normal&amp;afdflight=71&amp;csc=1&amp;instantedit=1&amp;wopicomplete=1&amp;wdredirectionreason=Unified_SingleFlush\" target=\"_blank\" rel=\"noreferrer noopener\">mobilize \u20ac800 billion by 2030<\/a> to strengthen the EU\u2019s defence autonomy by reducing reliance on non-European suppliers. It&nbsp;will also fill gaps in the EU\u2019s critical capabilities, such as through the acquisition of artillery systems and drone technology. Investment in these capabilities allows the EU to address shortfalls exposed in recent conflicts.&nbsp;The policy initiative also aims to build multimodal corridors (rail, road, sea, and air) to facilitate rapid troop deployment across Europe and provide support for member states to integrate Ukraine\u2019s defence industry with the EUs <a href=\"https:\/\/www.economist.com\/europe\/2025\/04\/06\/how-europe-hopes-to-turn-ukraine-into-a-steel-porcupine\" target=\"_blank\" rel=\"noreferrer noopener\">to advance Ukraine\u2019s porcupine strategy.<\/a> These objectives aim to enhance the EU\u2019s deterrence posture and leverage the expertise of innovative Ukrainian defence companies.&nbsp;<\/p>\n\n\n\n<p>The Readiness 2030 plan intends to accomplish these objectives <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/ov\/ip_25_793\" target=\"_blank\" rel=\"noreferrer noopener\">through three pillars.<\/a> First, the European Commission invites member states to activate <a href=\"https:\/\/www.janes.com\/osint-insights\/defence-and-national-security-analysis\/post\/rearming-europe-funding-the-rebirth-of-european-defence\" target=\"_blank\" rel=\"noreferrer noopener\">the national escape clause of the Stability and Growth Pact<\/a>, allowing member states to breach their debt limits as a means to fund rearmament. Second, through a new instrument called <a href=\"https:\/\/defence-industry-space.ec.europa.eu\/document\/download\/6d6f889c-e58d-4caa-8f3b-8b93154fe206_en?filename=SAFE%20Regulation.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Security Action for Europe (SAFE)<\/a>, the commission also intends to borrow \u20ac150 billion in the form of long-maturity loans to fund European defence investments, leveraging Europe\u2019s strong creditworthiness. Thirdly, Readiness 2030 relies on the European Investment Bank (EIB) to widen its scope of lending for defence projects and plans to acquire private capital from the newly adopted Savings and Investments Union.&nbsp;<\/p>\n\n\n\n<p>Despite its comprehensive framework, the success of Readiness 2030 still relies on member states to overcome certain challenges and inefficiencies. Since the COVID-19 pandemic, economies in the EU have shrunk, which has deepened deficits and led to more debt, <a href=\"https:\/\/www.janes.com\/osint-insights\/defence-and-national-security-analysis\/post\/rearming-europe-funding-the-rebirth-of-european-defence\" target=\"_blank\" rel=\"noreferrer noopener\">making EU states ill-equipped to take on more of it<\/a>. Historic under-investment in Europe\u2019s defence has also reduced cooperation between member states, while the EU\u2019s previous initiatives to bolster defence have not successfully resulted in <a href=\"https:\/\/www.janes.com\/osint-insights\/defence-and-national-security-analysis\/post\/rearming-europe-funding-the-rebirth-of-european-defence\" target=\"_blank\" rel=\"noreferrer noopener\">real capability changes<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Additionally, <a href=\"https:\/\/behorizon.org\/european-defence-readiness-2030-a-new-blueprint-for-strategic-autonomy\/\" target=\"_blank\" rel=\"noreferrer noopener\">initial momentum in Europe\u2019s defence build-up from Russia\u2019s invasion<\/a> is waning. Member states are slow to allocate funds and have sluggish national procurement systems, like <a href=\"https:\/\/www.euronews.com\/business\/2025\/05\/07\/merzs-stumble-jeopardises-hopes-of-rebooting-sluggish-german-economy\" target=\"_blank\" rel=\"noreferrer noopener\">Germany.<\/a> EU members also prefer, at times, to support their domestic defence industries and <a href=\"https:\/\/csds.vub.be\/wp-content\/uploads\/2023\/10\/CSDS-Policy-brief_2324.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">may resist joint procurement efforts<\/a>. Lastly, scaling up the EU\u2019s defence industrial capacity faces numerous bottlenecks, such as labour shortages, dependencies on foreign suppliers, and a restrictive permitting environment. The implementation of Readiness 2030 requires coordinated action to ensure these challenges are addressed.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In conclusion, the EU\u2019s Readiness 2030 is an ambitious plan that seeks to enhance Europe\u2019s defence industrial capacity and address capability gaps through sustained efforts.
