The EU is Ukraine\u2019s largest defence backer and has aspirations to integrate its defence sector with its key partners, including Ukraine and Canada. The Task Force specifically aims to integrate the Ukrainian defence industry into the European Defence Technological and Industrial Base (EDTIB), to encourage joint procurement processes with allies, and to enhance the EU\u2019s capabilities in priority areas such as <a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/05\/12\/eu-defence-commissioner-calls-for-more-integration-with-ukraine-defence-industry\" target=\"_blank\" rel=\"noreferrer noopener\">explosives and drones<\/a>.\u00a0\u00a0<\/p>\n\n\n\n<p>The Ukrainian government launched the EU-Ukraine Forum as a part of a series of international defence industry events. This forum is part of the EU\u2019s commitment to address Ukraine\u2019s pressing military and defence needs. To accomplish this, under the European Peace Facility, the EU and its member states have provided Ukraine with <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/military-support-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u20ac50.3 billion, including both lethal and non-lethal equipment and ammunition.<\/a> In short, the EU-Ukraine defence partnership remains mutually beneficial as Ukraine received much-needed military support, while the EU hopes that Ukrainian arms exports could bolster its defence build-up.&nbsp;<\/p>\n\n\n\n<p>More specifically, <a href=\"https:\/\/features.csis.org\/Insights-from-the-Russia-Ukraine-War\/\" target=\"_blank\" rel=\"noreferrer noopener\">the war has accelerated Ukraine\u2019s innovation cycle<\/a> by speeding up the process of testing and building new equipment on the battlefield. Ukraine\u2019s private defence sector has also expanded its <a href=\"https:\/\/www.reuters.com\/world\/europe\/ukraines-zelenskiy-boosts-funding-drone-deployment-2024-12-09\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noreferrer noopener\">production capacity in drone manufacturing<\/a>. Beyond the battlefield, this newfound expertise could help several EU member states modernize their forces and <a href=\"https:\/\/www.politico.eu\/article\/europe-war-ukraine-arms-exports-defense-industry-cooperation\/\" target=\"_blank\" rel=\"noreferrer noopener\">fill critical capability gaps<\/a>.\u00a0\u00a0\u00a0<\/p>\n\n\n\n<p>The enhanced EU-Ukraine defence cooperation also comes at a time when Canada ramped up its efforts to strengthen ties with Europe as a way to decrease its dependence on the US. On the Ukraine side, Canada has <a href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/campaigns\/canadian-military-support-to-ukraine.html\" target=\"_blank\" rel=\"noreferrer noopener\">provided C$4.5 billion in lethal and non-lethal aid<\/a>, <a href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/maple-leaf\/defence\/2024\/01\/joint-task-force-ukraine-rotation-16-hands-over-operation-unifier-rotation-17.html\" target=\"_blank\" rel=\"noreferrer noopener\">trained Ukrainian forces<\/a>, and <a href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/news\/2025\/01\/defence-minister-bill-blair-commits-440-million-in-military-assistance-to-ukraine.html\" target=\"_blank\" rel=\"noreferrer noopener\">recently committed C$100 million to support Ukrainian drone production<\/a> through the <a href=\"https:\/\/odessa-journal.com\/597-million-euros-in-investments-how-the-danish-model-strengthens-ukraines-defense-industry#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">Danish Model<\/a>. On the European side, Prime Minister Mark Carney recently said that Canada <a href=\"https:\/\/www.cbc.ca\/news\/politics\/rearm-europe-deal-canada-carney-interview-1.7545303\" target=\"_blank\" rel=\"noreferrer noopener\">is looking to join the \u20ac800-billion loan-based ReArm Europe\/Readiness 2030 plan by July 1<sup>st<\/sup><\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Canada joining Europe\u2019s rearmament plan comes against the backdrop of <a href=\"https:\/\/www.thestar.com\/news\/canada\/trump-annexation-talk-prompted-defence-talks-with-europe-joly-says\/article_ea8293c4-271a-5ae3-8b6f-b8921031a92f.html\" target=\"_blank\" rel=\"noreferrer noopener\">Canadian officials negotiating a defence deal with the EU<\/a> that could be beneficial for <a href=\"https:\/\/www.growvantage.com\/member-news\/barrie\/post-election-1-updated-prime-minister-mark-carney-says-new-cabinet-will-act-with-urgency-and-determination-2-canada-and-europe-are-collaborating-on-defence-what-that-might-look-like-3-re\/\" target=\"_blank\" rel=\"noreferrer noopener\">Canadian aerospace, artificial intelligence, and shipbuilding companies<\/a>. However, some experts suspects that some EU member states have been reluctant to engage in such a deal with Canada due to its <a href=\"https:\/\/globalnews.ca\/news\/11171969\/canada-europe-defence-partnership\/\" target=\"_blank\" rel=\"noreferrer noopener\">lagging defence spending and limited progress in supplying LNG exports<\/a> to Europe. Despite these hesitations, joining ReArm Europe could be a strategic benefit for Canada, given that it includes the&nbsp;\u20ac150-billion SAFE program, designed to fund joint defence initiatives. The SAFE program could greatly benefit Canada\u2019s defence industry, particularly by enabling non-EU members, including <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-business-brief-canada-taps-into-a-shifting-defence-industry\/\" target=\"_blank\" rel=\"noreferrer noopener\">Canadian and Ukrainian defence companies, to participate in joint weapons manufacturing to reach EU production goals<\/a>.&nbsp;<\/p>\n\n\n\n<p>Defence industry cooperation is an increasingly important subject in Canadian, European, and Ukrainian political circles, particularly as the US withdraws from its security commitments. However, without a formal agreement, Canada remains isolated from the economic opportunities that could come from this enhanced defence cooperation, especially as <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/natos-rutte-says-he-assumes-alliance-will-agree-5-spending-target-2025-05-26\/\" target=\"_blank\" rel=\"noreferrer noopener\">NATO partners are expected to agree to a 5 percent target of GDP on defence spending in June<\/a>.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The first meeting of the EU-Ukraine Task Force for Defence Industrial Cooperation took place on 12th May 2025, as part of the 2nd EU-Ukraine Defence Industry Forum.
