Human Rights Reporting Information<\/h2>\n\n\n\n

Initial Contact, Information and Advice<\/strong><\/h3>\n\n\n\n

When a concern arises that may relate to a human rights issue, individuals are strongly encouraged to seek information and advice from an Equity Advisor in the Department of Equity and Inclusive Communities<\/a>. <\/p>\n\n\n\n

An individual seeking advice may also contact the Office of the Deputy Provost<\/a> for academic employees, the Office of Student Affairs <\/a>for students, or the Department of Human Resources<\/a> for professional services employees. <\/p>\n\n\n\n

When initially consulted, the role of the office above is to provide assistance in considering the applicability of the human rights policy and options, to clarify allegations and their related consequences, and to make referrals as appropriate to other services and offices of the University. <\/p>\n\n\n\n

Formal Human Rights Complaint<\/h3>\n\n\n\n

Formal complaints against Academic Employees<\/strong> will be managed by the Office of the Deputy Provost<\/a>.<\/p>\n\n\n\n

Formal complaints against Professional Services Employees (Staff)<\/strong> will be managed by the Department of Human Resources<\/a>. <\/p>\n\n\n\n

Formal complaints against Students<\/strong> will be managed by the Office of Student Affairs<\/a>. <\/p>\n\n\n\n

Report an Anonymous Human Rights Concern<\/h3>\n\n\n\n

EIC manages an online reporting mechanism to enable Carleton community members to report anonymously on non-emergency Human Rights concerns.<\/p>\n\n\n\n

Please use the Report an Anonymous Human Rights Concern Form<\/a> if you wish to report an issue of concern anonymously. All information will be treated confidentially.<\/p>\n\n\n\n

Transparency and Accountability<\/h3>\n\n\n\n

Beginning January 2026, EIC will produce an Annual Human Rights Report that will include statistical information about the number of complaints received, a breakdown of the types of complaints, including Human Rights Code Grounds and other related information. The first Annual Report will be available here and submitted to the Minister of Colleges and Universities. Please note that no personal or identifiable information will be included in order to maintain confidentiality in accordance with Freedom of Information and Protection of Privacy Act (FIPPA)<\/a>.<\/p>\n\n\n\n

Bill 166<\/h3>\n\n\n\n

EIC took the lead in drafting a new Human Rights Policy along with updated Procedures that will fulfill the Ministry\u2019s directives under Bill 166 – Strengthening Accountability and Student Supports<\/a>.<\/p>\n\n\n\n
