This strategic framework consists of binding targets for greenhouse gas emissions, a European wide renewable energy target, an increase in energy efficiency goals and a structural change to the EU emissions trading system for carbon. We will discuss changes to previous targets, the functioning of the emission trading regime and carbon prices.
