About a decade later, the \u201cstrategic\u201d partnership was \u201csupplemented\u201d by a \u201cpartnership for modernization.\u201d It can be shown, however, that a strategic relationship in the strict sense of the term never existed and that a modernization partnership was never constructed. Instead, both German-Russian relations and EJU-Russian relations<span class=\"apple-converted-space\">\u00a0<\/span><em>de facto<\/em><span class=\"apple-converted-space\">\u00a0<\/span>have been characterized by competition and conflict. Chancellor Merkel has taken the lead in Europe to impose and stick to sanctions on Russia. But how sustainable is that approach \u2013 in Germany and in Europe? Will German and European-Russian relations turn to \u201cbusiness as usual\u201d?
