The Politics of Shale Gas Development in Europe: Explaining Divergence

Lecture Abstract: Political responses to the prospect of developing unconventional gas resources, principally but not only shale gas, have varied widely across Europe. In some countries, governments have applied moratoria on exploration and exploitation while in others they have actively sought to facilitate development. In this talk, McGowan puts forward a framework for understanding the divergent outcomes, taking into account the interaction between structural conditions, institutional settings and actors’ behaviour.

About the Lecturer: Francis McGowan is a Visiting Scholar in the Institute of European, Russian and Eurasian Studies, Carleton University, as well as a Senior Lecturer in the Department of Politics, Sussex University. Prior to joining the department in 1993, he was a research fellow at the Science Policy Research Unit, also Sussex University. His research is focused on issues of energy policy, particularly in an EU context. His current research on the politics of shale gas is funded by the British Academy.
