Public Lecture: “The EU and the Western Balkans”

The Jean Monnet Chair in EU Relations with Russia and the Eastern Neighbourhood (EUREAST) hosts a public lecture, “EU Enlargement in the Western Balkans: The Rise of Stabilitocracy?” by Professor Florian Bieber.

About the lecture: The term ‘stabilitocracy’ has been coined to describe governments that claim to secure stability and to support EU integration, but actually rely on informal clientelist structures, control of the media and the regular production of crises to undermine  democracy and rule of law. Dr. Bieber will discuss the degree to which this concept is applicable to countries of the West Balkans in light of structural features of EU enlargement and democractization processes in the region.

About the Speaker: Florian Bieber is a Professor of Southeast European History and Politics and Director of the Centre for Southeast European Studies at the Karl Franzens University in Graz, Austria. He is the coordinator of the Balkans in Europe Policy Advisory Group (BiEPAG) and has been providing policy advice to international organisations, foreign ministries, donors and private investors.

About the Roundtable: A panel discussion following the presentation will examine and discuss the views presented during the lecture. The panel will include Mr. Brice De Schietere and Professor Zoran Oklopcic.

Dr. Bieber is a Professor of Southeast European Studies and the Director of the Centre for Southeast European Studies at the Karl Franzens University in Graz, Austria.

Mr. De Schietere is Deputy Head of Delegation at the Delegation of the European Union to Canada, Ottawa.

Zoran Oklopcic is Associate Professor of Law and Legal Studies, Carleton University.
