STÉPHANE JOBIN (LLL Law, University of Ottawa 1989; School of the Québec Bar 1990) is a career diplomat, having joined the then Department of External Affairs in 1991. Serving since 2016 as Deputy Head of Mission in the Russian Federation, he was acting Ambassador from August 2018 to January 2020. He has worked in a wide range of assignments at Global Affairs Canada, including Executive Director of the Stabilization and Reconstruction Task Force and Director of the Global Partnership Division (two international security programs), Director of the North America Relations and Transboundary Affairs divisions, as well as assignments in divisions responsible for foreign policy planning (G7/G8), and economic law. Abroad, he has served twice at the Embassy of Canada in Tokyo (Public Affairs 1993-98 and Political Section 2002-06). He has also lived in Beijing in 2012-14 where he worked as Policy Advisor at the United Nations Development Program. Before joining the Government of Canada, Mr. Jobin was a lawyer in private practice. He is married to a fellow Foreign Service Officer and they have three children.
