Russia at Home and in the World: the View of a Canadian Official in Moscow

The Institute of European, Russian, and Eurasian Studies will be hosting Stéphane Jobin for “Russia at Home and in the World: the View of a Canadian Official in Moscow.”

This lecture will reflect on Mr. Jobin’s posting in Moscow from his perspective as Chargé d’affaires a.i. of Canada in the Russian Federation. He will be discussing Canadian relations with Russia and the evolution of those relations throughout his placement since 2016.

Stéphane Jobin is Chargé d’affaires a.i. of Canada in the Russian Federation. He arrived in Moscow in 2016 for a four year assignment. Prior to this posting, he has served in various capacities in Ottawa and at Canadian missions abroad. His most recent position in Ottawa was Deputy Head of the Stabilization and Reconstruction Task Force, an international security program. Previously, he had served as Director of the North America Relations and Trans-boundary Affairs Division, Director of the Global Partnership Division (a program dedicated to reducing the threat of weapons of mass destruction), and Deputy-Director, G8 Affairs. Abroad, he has served twice at the Embassy of Canada in Tokyo. He has also lived in Beijing where he briefly worked as Senior Advisor at the United Nations Development Programme (UNDP). Before joining the Government of Canada, Mr. Jobin was a lawyer in private practice in Montreal. He is married with a fellow Canadian diplomat,  Annick Goulet, and they have three children.
