It asks whether the new regulation initiatives will improve the transparency of the Russian Internet, or whether they will turn the personal data of Russian citizens into another state property right.&nbsp;<\/p>\n\n\n\n<p>Dr. Nikolay Dmitrik is a Senior Scientific Advisor at the Russian journal&nbsp;<em>Digital Report<\/em>, and Head of Legal Consulting of the Legal Department of the Ministry of Telecom and Mass Communications of the Russian Federation. Dr. Dmitrik took part in the development of legislations on personal data, e-signatures, e-government services and access to information (2006-2012).
