The recipients were recently announced by Gov. Gen. David Johnston for Canada\u2019s 150<sup>th<\/sup> year. A ceremony will be held at a later date.<\/p>\n\n\n\n<p>Recipients include faculty member <a href=\"https:\/\/carleton.ca\/history\/people\/norman-hillmer\/\" target=\"_blank\" rel=\"noopener noreferrer\">Norman Hillmer<\/a>, Chancellor\u2019s Professor of History and International Affairs, and former FASS faculty member <a href=\"https:\/\/carleton.ca\/canadianstudies\/people\/smith-julian\/\" target=\"_blank\" rel=\"noopener noreferrer\">Julian Smith<\/a>.<\/p>\n\n\n\n<p>A member of the <a href=\"https:\/\/carleton.ca\/history\/\" target=\"_blank\" rel=\"noopener noreferrer\">Department of History<\/a> in the <a href=\"https:\/\/carleton.ca\/fass\/\" target=\"_blank\" rel=\"noopener noreferrer\">Faculty of Arts and Social Sciences<\/a>, Hillmer receives the Order in recognition of his scholarly work in the areas of Canadian foreign policy and international affairs. Dr. Hillmer is a two-time recipient of the university\u2019s Marston LaFrance Fellowship and the Faculty of Arts and Social Sciences Excellence in Teaching Award, as well as the Excellence Award in Graduate Teaching from the Graduate Students\u2019 Association and the Faculty Graduate Mentoring Award. He is the author or editor of thirty books. His latest book, <a href=\"https:\/\/carleton.ca\/fass\/2015\/historys-norman-hillmer-releases-definitive-biography-on-formative-public-servant-o-d-skelton\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>O.D. Skelton: A Portrait of Canadian Ambition<\/em><\/a>, delves into the legacy of a man widely regarded as the architect of the Canadian foreign service.&nbsp;<em>O.D. Skelton: A Portrait of Canadian Ambition&nbsp;<\/em>was a finalist for the <a href=\"http:\/\/www.ideas-idees.ca\/media\/media-releases\/finalists-canada-prizes-announced-2\" target=\"_blank\" rel=\"noopener noreferrer\">Canada Prize in the Humanities<\/a>, the S<a href=\"http:\/\/www.writerstrust.com\/Awards\/Shaughnessy-Cohen-Prize-for-Political-Writing\/2015\/Norman-Hillmer.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">haughnessy Cohen Prize for Political Writing<\/a>, and the <a href=\"http:\/\/www.dafoefoundation.ca\/2016%20Dafoe%20Book%20Prize_Shortlist.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">J.W.
