Facilities Management and Planning (FMP) Leadership Announcement

I am pleased to announce that John Clements has been named the new Associate Vice-President (Facilities Management and Planning). John will join Carleton University on Monday, June 2, 2025.

John brings over 20 years of experience in large-scale facilities management, construction, project leadership, and organizational development. He joins Carleton from the University of Ottawa, where he has held a series of increasingly senior leadership positions in the facilities sector since 2019. Most recently, he served as Director of Strategy and Facilities Planning, providing strategic direction and overseeing long-term development initiatives. In this role, John led a large, multidisciplinary team and managed a diverse and substantial portfolio of campus buildings.

Prior to his tenure at the University of Ottawa, John served as a senior advisor at Export Development Canada. There, he focused on enhancing performance management systems and building strong client business partnerships. He played a key role in managing strategic contracts, ensuring service excellence, and driving improved organizational performance.

As a collaborative and empathetic leader, John fosters open communication and values team feedback, as well as building strong relationships with internal and external stakeholders.

He holds a Master of Business Logistics and Operations Management and a Bachelor of Social Sciences from Glasgow Caledonian University. He also has several professional designations including Service Integration and Management.  I’m delighted to welcome him to the team with his experience, vision and collaborative approach. I know he will help move FMP forward and contribute to long-lasting success.

As we welcome John to the university, I want to take this opportunity to thank Peter Leland for agreeing to take on the role of Interim Associate Vice-President (FMP) during the search, while also continuing his role as Executive Director of the Office of Risk Management (ORM). His leadership, guidance and unwavering support during this time is very much appreciated.

I also want to especially thank the FMP and ORM teams who were patient and understanding in sharing Peter’s time during this transition.
