Principle-Based Approach"},"content":{"rendered":"<p><span lang=\"EN-US\">On April 1, 2020, the Tri-Agency Guide on Financial Administration (TAGFA) took effect.\u00a0 In accordance with the TAGFA, use of grant funds is determined based on adherence to four principles, supported by directives (mandatory requirements).\u00a0<\/span><\/p>\n<h2><a href=\"https:\/\/carleton.ca\/financialservices\/research-financial-services\/faqs-2\/\">FAQs (including COVID-19-related FAQs)<\/a><\/h2>\n<h2><a href=\"https:\/\/carleton.ca\/financialservices\/research-financial-services\/\">Research Expense Guidelines<\/a><\/h2>\n<h2><a href=\"https:\/\/carleton.ca\/financialservices\/research-financial-services\/tagfa\/\">TAGFA Explained<\/a><\/h2>\n<h3><span lang=\"EN-US\">These four basic principles govern the appropriate use of funds.\u00a0<\/span><\/h3>\n<p>Grant Expenditures must:<\/p>\n<ul>\n<li>contribute towards the <strong>direct costs <\/strong>of the research\/activities for which the funds were awarded, with benefits directly attributable to the grant<\/li>\n<li><strong>not normally be provided <\/strong>by the administering institution to their research personnel<\/li>\n<li>be <strong>effective and economical<\/strong><\/li>\n<li>not result in\u00a0<strong>personal gain <\/strong>for members of the research team<\/li>\n<\/ul>\n<h3>Directives<\/h3>\n<p>In addition to the four principles, five directives\u00a0have been established to provide a framework for administering institutions and grant recipients to exercise sound judgment and due diligence in their decision making process concerning the use of Agency grant funds.\u00a0 The directives are detailed in &#8220;Part 2: Use of Grant Funds&#8221; in the TAGFA guide.<\/p>\n<h3><span lang=\"EN-US\">Equity, Diversity and Inclusion (EDI) <\/span><\/h3>\n<p><span lang=\"EN-US\">The Tri-Agency\u2019s commitment to equity, diversity and inclusion (EDI) is captured in the <a href=\"https:\/\/www.nserc-crsng.gc.ca\/NSERC-CRSNG\/EDI-EDI\/Action-Plan_Plan-dAction_eng.asp\" target=\"_blank\" rel=\"noopener noreferrer\">Tri-Agency Statement on EDI and the Tri-Agency EDI Action Plan<\/a>.\u00a0<\/span><\/p>\n<p>The University is responsible for recognizing the importance of EDI in our\u00a0policies and practices as stated in the <a href=\"http:\/\/www.science.gc.ca\/eic\/site\/063.nsf\/eng\/h_56B87BE5.html?OpenDocument\" target=\"_blank\" rel=\"noopener noreferrer\">Agreement on the Administration of Agency Grants and Awards by Research Institutions<\/a> and the Tri-Agency defers to the relevant administering institution\u2019s policies and practices, to ensure compliance with this agreement.<\/p>\n<p>Grant recipients are responsible for ensuring that they carry out their grant activities in accordance with the EDI policies and practices of their administering institutions.<\/p>\n<h3>Relevant University
