Saäd Rafi has been appointed to lead the Toronto Office of Recovery and Rebuild in preparation for the post-COVID-19 recovery period. Rafi earned both a Bachelor of Law degree and a Master of Arts, Public Administration degree from Carleton University. He was named one of the Faculty of Public Affairs’ 75 for the 75th alumni in 2017.
“I am pleased to take on this important role in helping Toronto begin to recover and rebuild from COVID-19,” said Rafi. “This unprecedented pandemic has had a devastating impact on the health of people the world over, including here in Toronto…I look forward to working with the Mayor, City Council and the City administration in helping make that happen.”
After receiving a master’s degree from the School of Public Policy and Administration (SPPA), Rafi went on to serve in a number of roles in the Ontario government, including as Deputy Minister of Community Safety during both the SARS outbreak and the August blackout in 2003.
“Mr. Saad Rafi is already at work developing our post-COVID plan,” said Toronto Mayor John Tory in a press release. “I’m confident Mr. Rafi will get this plan done at the wartime speed that we need. Starting Toronto back up safely and making sure we have a strong recovery will be no easy task but that is the plan I’ve asked Mr. Rafi to develop guided by the public health advice of Dr. Mowat.”
