Similar laws apply in <a title=\"http:\/\/www.drivesmartbc.ca\/lanes\/left-lane-blockers\" href=\"http:\/\/www.drivesmartbc.ca\/lanes\/left-lane-blockers\">British Columbia<\/a>, <a title=\"http:\/\/www.transportation.alberta.ca\/content\/docType45\/Production\/Basicdrivershandbook2010.pdf\" href=\"http:\/\/www.transportation.alberta.ca\/content\/docType45\/Production\/Basicdrivershandbook2010.pdf\">Alberta<\/a> and other provinces.<\/p>\n<p class=\"paragraph_style_2\">So why do people drive slowly in the passing lane? Why do they crawl along in the middle lane of a three-lane artery?<span class=\"style_1\"><br \/>\n<\/span><\/p>\n<p class=\"paragraph_style_2\">Part of the answer is <a title=\"http:\/\/en.wikipedia.org\/wiki\/Overconfidence_effect\" href=\"http:\/\/en.wikipedia.org\/wiki\/Overconfidence_effect\">overconfidence<\/a>: Drivers rarely think that they drive too slowly. One <a title=\"http:\/\/heatherlench.com\/wp-content\/uploads\/2008\/07\/svenson.pdf\" href=\"http:\/\/heatherlench.com\/wp-content\/uploads\/2008\/07\/svenson.pdf\">classic article<\/a> found that 93 per cent of Americans studied believed that they were more skillful than the typical driver, and 88 per cent considered themselves to be safer than average. <a title=\"http:\/\/www.sciencedirect.com\/science\/article\/pii\/0001457591900343\" href=\"http:\/\/www.sciencedirect.com\/science\/article\/pii\/0001457591900343\">British researchers<\/a> found that most people believed that they were good at driving at the appropriate speed \u2013 but rated other drivers as adequate at best.<\/p>\n<p class=\"paragraph_style_2\">Overconfidence persists because of the absence of feedback (as analyzed <a title=\"http:\/\/www2.um.edu.uy\/dubraj\/documentos\/apparentfinal.pdf\" href=\"http:\/\/www2.um.edu.uy\/dubraj\/documentos\/apparentfinal.pdf\">here<\/a>). The kinds of accidents that would cause people to seriously rethink their driving ability are blessedly rare. Hence people succumb to what I call Greypower logic: I\u2019m 50 or older with a good driving record, therefore I must be a good driver. In fact, a lot of people with years of accident-free driving are mediocre drivers who just got lucky.<\/p>\n<p class=\"paragraph_style_2\">The feedback problem is exacerbated by the ways that cars isolate us from others, as described by Tom Vanderbilt in his book <a class=\"style_2\" title=\"http:\/\/tomvanderbilt.com\/traffic\/the-book\/\" href=\"http:\/\/tomvanderbilt.com\/traffic\/the-book\/\">Traffic<\/a>. When someone causes traffic delays in a grocery store aisle, others ask him to move, and he quickly gets the message that his behaviour is inappropriate. But in a car it\u2019s harder to read other people\u2019s signals. Is that person honking me because I\u2019m driving slowly, or because there\u2019s something wrong with my car, or because he\u2019s a total idiot who has no idea how to drive? Because we all suffer from something psychologists call<a title=\"http:\/\/en.wikipedia.org\/wiki\/Confirmation_bias\" href=\"http:\/\/en.wikipedia.org\/wiki\/Confirmation_bias\">confirmation bias<\/a>, we interpret evidence in a way that confirms our preconceived ideas about the world \u2013 and our faith in our driving ability.<\/p>\n<p class=\"paragraph_style_2\">Since no one believes that they drive slowly, a \u201cslow traffic keep right\u201d rule inevitably leads to left-lane blockers and clogged middle lanes.<\/p>\n<p class=\"paragraph_style_2\">There is an alternative: a keep-right code requiring all traffic, and not just slow traffic, to stay in the right-hand lane where possible. For example, the<a title=\"http:\/\/www.mto.gov.on.ca\/english\/dandv\/driver\/handbook\/section2.2.3.shtml\" href=\"http:\/\/www.mto.gov.on.ca\/english\/dandv\/driver\/handbook\/section2.2.3.shtml\">Ontario Driver\u2019s Handbook<\/a> recommends that drivers keep in the right-hand lane unless they want to pass another vehicle \u2013 but it seems that some people have not read the handbook.<\/p>\n<p class=\"paragraph_style_2\">Persuasive advertising might convince people that driving in the right-hand lane and swift, no-nonsense passing is good driving, and indeed good manners.<\/p>\n<p class=\"paragraph_style_2\">Coercion is another option. On <a title=\"https:\/\/www.gov.uk\/motorways-253-to-273\/lane-discipline-264-to-266\" href=\"https:\/\/www.gov.uk\/motorways-253-to-273\/lane-discipline-264-to-266\">U.K<\/a>. motorways, drivers are required to stay out of the passing lanes, except when overtaking another vehicle. A number of <a title=\"http:\/\/www.mit.edu\/~jfc\/right.html\" href=\"http:\/\/www.mit.edu\/~jfc\/right.html\">U.S. states<\/a> have adopted similar keep right laws. In <a title=\"http:\/\/www.mainelegislature.org\/legis\/statutes\/29-A\/title29-Asec2052.html\" href=\"http:\/\/www.mainelegislature.org\/legis\/statutes\/29-A\/title29-Asec2052.html\">Maine<\/a>, for example, a driver may use the middle or left-hand lane when overtaking and passing another vehicle, \u201cbut must return to the right-hand lane at the earliest opportunity.\u201d<\/p>\n<p class=\"paragraph_style_2\">Such laws are not uniformly popular. Former Florida governor Jeb Bush vetoed that state\u2019s <a title=\"http:\/\/www.sptimes.com\/2005\/05\/20\/State\/Bush_vetoes_road_rage.shtml\" href=\"http:\/\/www.sptimes.com\/2005\/05\/20\/State\/Bush_vetoes_road_rage.shtml\">Road Rage Reduction Act<\/a>, which would have penalized people for driving slowly in the left-hand lane. His reasoning was that the law would \u201cprovide relief for those traveling at high rates of speed, or possessed of emotional intemperance, at the expense of cautious and careful drivers.\u201d<\/p>\n<p class=\"paragraph_style_2\">I suspect Canadian drivers would not appreciate being ordered to drive in the right-hand lane either. Those lanes are frequently full of trucks. Merging incoming traffic is a hazard for the unwary, and necessitates quick lane changes. As long as our highways\u2019 right-hand lanes are unpleasant or difficult to drive in, people will avoid them.<\/p>\n<p class=\"paragraph_style_2\">If the basic cause of bad driving is inadequate feedback, then the solution is better feedback: accurate, real-time information on the quality of a person\u2019s driving and the road conditions.
