Riddell Graduate Program in Political Management, cross appointed in the Department of History, and is author of <a href=\"http:\/\/global.oup.com\/academic\/product\/reconcilable-differences-a-history-of-canada-us-relations-9780195447071?cc=ca&amp;lang=en&amp;\">Reconcilable Differences: A History of Canada\u2014US Relations<\/a>. Prof. Norman Hillmer is professor of History and International Affairs at Carleton. His latest book, <a href=\"http:\/\/www.utppublishing.com\/O.D.-Skelton-A-Portrait-of-Canadian-Ambition.html\">O.D.
