On June 21, 2021, the Government of Canada announced the details of the first phase of its approach to ease border measures for travellers entering Canada.

Since July 5, fully vaccinated travellers eligible to enter Canada under the current travel restrictions may be exempt from quarantine and day 8 testing requirements.

International students may qualify for these exemptions if they:

Proof of full vaccination is required to be uploaded into the ArriveCAN app prior to arrival. Travellers seeking this exemption must have completed a full vaccine series, with a Government of Canada accepted vaccine. Guidance on determining vaccination status can be found on the Government of Canada’s Travel Website. Documentation of the full vaccine series must be provided in English or French (or a certified translation into English or French). A person who submits false information on vaccination status could be subject to fines or other penalties.

Please note that all travellers, independent of vaccine status, must still comply with pre-arrival testing requirements and create a quarantine plan. Students must be prepared to quarantine in case it is determined at the border that they do not meet all of the conditions required to be exempt.

Travellers who have not been fully vaccinated must continue to adhere to the current travel and quarantine requirements.

Final determination on entry to Canada, including the approval under the fully vaccinated exemption, will be made at the Port of Entry by the Canada Border Services Agency (CBSA).
