Immigration, Refugees and Citizenship Canada (IRCC) has revised Post-Graduation Work Permit (PGWP) program instructions several times since March 2020 to assure students that online study due to COVID-19 won’t affect their eligibility for a PGWP.  

This includes students who are currently studying outside of Canada. However, students in shorter programs, such as master’s programs, remained concerned about the eligibility requirement to be physically in Canada for at least 50% of their program.  

On February 12, IRCC revised its COVID-19 PGWP rules once again. Students who are otherwise eligible for the PGWP may now complete up to 100% of their program from outside of Canada. These latest program instructions are in effect until December 31, 2021.
