The International Student Services Office (ISSO) recommends that students should plan to travel to Canada only when they are registered and actively studying in the current academic term or when they will begin their studies in an upcoming term within 3 to 4 weeks. Due to evolving entry requirements and ongoing complexities posed by COVID-19, it is recommended that students considering traveling in April approaching or during exams who do not have in-person exams and are not enrolled in summer courses connect with the ISSO to discuss their plans with an Immigration Advisor. Entry to Canada cannot be guaranteed and the final decision will be made at the port of entry by a Canada Boarder Services Officer (CBSA). We recommend reviewing our Travel Planning Support website resource in full. This website is updated frequently with information from Ottawa Public Health and the Government of Canada, and provides an overview of the arrival and entry process. Any student who is traveling to Canada will need to complete a pre-arrival form which helps us stay in contact with you and monitor your travels to ensure you arrive safely and are up-to-date with applicable travel, entry and quarantine requirements.

Airline and Immigration Officials require international students travelling to Canada to have documentation showing registration in the current (or upcoming) academic term of study. Proof of registration can be demonstrated with a current Certificate of Enrolment obtained via Carleton Central. Students who are not currently registered in courses, or who have recently completed their program of study, should contact the Immigration Advising Team directly to discuss documentation to support their travel.

Kindly recall that students will only be covered under the University Health Insurance Plan (UHIP) if they are enrolled in courses at the time of travel. Students should connect with a member of the UHIP team if they plan to travel between terms or when they are not registered in the current academic term for guidance on health coverage.

We recommend that students plan to travel when it is safe for them to do so. Please do not hesitate to contact ISSO@carleton.ca if you have questions about your eligibility to travel.
