El-Taliawi on the Current Divide Between the Norm and Practice of Refugee Protection\n                    <\/h1>\n                \n                                \n                            <\/header>\n\n                    <\/div>\n\n            <\/div>\n\n    <\/div>\n<\/section>\n\n<p><span data-contrast=\"auto\">On Wednesday March 11,<\/span><a href=\"https:\/\/carleton.ca\/lerrn\/2020\/dr-ola-el-taliawi-bridging-the-gap-between-public-policy-and-refugee-studies\/\"><span data-contrast=\"auto\">&nbsp;<\/span><\/a><a href=\"https:\/\/carleton.ca\/lerrn\/2020\/dr-ola-el-taliawi-bridging-the-gap-between-public-policy-and-refugee-studies\/\"><span data-contrast=\"none\">Dr.<\/span><span data-contrast=\"none\"> Ola G. El-Taliawi<\/span><\/a><span data-contrast=\"auto\">, Postdoctoral Fellow in Global Refugee Policy<\/span><span data-contrast=\"auto\">&nbsp;at Carleton University<\/span><span data-contrast=\"auto\">, gave a talk&nbsp;<\/span><span data-contrast=\"auto\">to outline her research agenda for advancing the study of refugee policy. During her talk, she presented her doctoral research on state policy responses to the Syrian refugee movement. Her research focused on&nbsp;<\/span><span data-contrast=\"auto\">refugee policy formulation and implementation&nbsp;<\/span><span data-contrast=\"auto\">in Lebanon and Jordan; both non-signatory countries to the&nbsp;<\/span><span data-contrast=\"auto\">1951 Refugee Convention.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559738&quot;:240,&quot;335559739&quot;:240,&quot;335559740&quot;:276}\">&nbsp;<\/span><\/p>\n\n\n\n<p><span data-contrast=\"auto\">Dr.<\/span><span data-contrast=\"auto\">&nbsp;El-Taliawi noted that given the absence of any clear parameters on how states choose to respond to mass refugee flows, and the diversity of responses states adopt, it is imperative that we advance our understanding of what influences states\u2019<\/span><span data-contrast=\"auto\">&nbsp;refugee poli<\/span><span data-contrast=\"auto\">cymaking<\/span><span data-contrast=\"auto\">. This is especially important in cases of extreme emergency and crisis situations, when policymaking tends to be more chaotic and ad-hoc. El-Taliawi presented a talk on refugee policy formulation and implementation on March 11.<\/figcaption><\/figure>\n\n\n\n<p><span data-contrast=\"auto\">A key point highlighted<\/span><span data-contrast=\"auto\">&nbsp;by&nbsp;<\/span><span data-contrast=\"auto\">Dr.<\/span><span data-contrast=\"auto\">&nbsp;El-Taliawi<\/span><span data-contrast=\"auto\">&nbsp;<\/span><span data-contrast=\"auto\">was the need to adopt complexity and systems thinking when analysing refugee policymaking during crisis situations.&nbsp;<\/span><span data-contrast=\"auto\">According to her, policies in such situations emerge from complex and dynamic system interactions that change and evolve over time. Non-restrictive policy responses are not solely linked to Convention adoption or conformance to international norms of refugee protection, but may emerge from other factors including local norms. Her talk ended with a set of policy recommendations for crisis mitigation including the need to adopt a third approach to refugee protection; one which realizes both the interests of the hosts and the refugee population.&nbsp;<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559738&quot;:240,&quot;335559739&quot;:240,&quot;335559740&quot;:276}\">&nbsp;<\/span><\/p>\n\n\n\n<p><span data-contrast=\"auto\">With over 80% of refugee research originating in the Global North,&nbsp;<\/span><span data-contrast=\"auto\">Dr.<\/span><span data-contrast=\"auto\">&nbsp;El-Taliawi&nbsp;<\/span><span data-contrast=\"auto\">commended the approach that the Local Engagement Refugee Research Network (LERRN) has adopted in taking<\/span><span data-contrast=\"auto\">&nbsp;<\/span><span data-contrast=\"auto\">a&nbsp;<\/span><span data-contrast=\"auto\">collaborative approach&nbsp;<\/span><span data-contrast=\"auto\">research and knowledge mobilization; one which ensures<\/span><span data-contrast=\"auto\">&nbsp;that refugee research<\/span><span data-contrast=\"auto\">&nbsp;and policies are shaped by&nbsp;<\/span><span data-contrast=\"auto\">more inclusive, equitable and informed collective engagement of civil society.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559738&quot;:240,&quot;335559739&quot;:240,&quot;335559740&quot;:276}\">&nbsp;<\/span><\/p>\n\n\n\n<p><span data-contrast=\"auto\">As a Postdoctoral Fellow,&nbsp;<\/span><span data-contrast=\"auto\">Dr.<\/span><span data-contrast=\"auto\">&nbsp;El-Taliawi will dedicate the next two years&nbsp;<\/span><span data-contrast=\"auto\">to updating her researc<\/span><span data-contrast=\"auto\">h findings and publishing them to be accessible to the&nbsp;<\/span><span data-contrast=\"auto\">academic and practitioner<\/span><span data-contrast=\"auto\">&nbsp;communities<\/span><span data-contrast=\"auto\">&nbsp;alike.
