The global pandemic, for example, proved that top-down and large-scale responses have become unsustainable and ineffective over time. Instead, Milner states \u201cour only hope is to foster and to support localized responses.\u201d<\/p>\n\n\n<div class=\"wp-block-buttons is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-16018d1d wp-block-buttons-is-layout-flex\"><div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button \" href=\"https:\/\/podcasters.spotify.com\/pod\/show\/rez-gardi4\/episodes\/James-Milner-on-refugee-participation-and-the-governance-of-the-refugee-regime-e1kiso6\">Full Episode<\/a><\/div><\/div>\n\n\n<p>In the episode, Milner defines what localization means in the context of humanitarian responses, while unveiling some of the barriers and obstacles in implementing localization when meeting refugee needs. \u201cWe need to recognize that refugees are not there to be disciplined or governed, refugees are human beings with agency, ideas, and innovation. Recognizing that they have a meaningful and equal role to play is not just an ethically good thing to do, but also it&#8217;s a practically important thing to do\u201d says Milner.
