This marks a return to an in-person conference mode and, as such, the conference theme is 3D: Diversities, Discourses, and Digitalization. With this theme, we ask the following questions: How are diversities addressed by language policies? How is discourse used to design, interpret, implement and evaluate policies, on the one hand, and to investigate, understand, critique, and improve language policy and planning, on the other? And how does language policy and planning evolve in the digital contexts that make up our online environments?<\/p>\n<p>Language policy was developed as a field as nation states were forming in the postcolonial era of the 1950s. In the 1980s, it faced a period of severe criticism and reemerged as a critical and interdisciplinary field, tackling urgent language policy issues in the early 1990s, including new waves of nationalism, the growing presence of globalization, and the exponential growth of the Internet. Today, language policy and planning faces issues relating to online environments, digital texts, and contexts that have been dubbed \u201cpostnational\u201d (Fornan, 2017), \u201csuperdiverse\u201d (Blommaert and Rampton, 2011), and \u201cpost-multilingual\u201d (Li Wei, 2018). In such a context, the importance of language policy to stave off the decline of Indigenous and minoritized languages and to protect the rights of diverse social groups seems critical, especially in an era when discourses rapidly become polarizing. This conference proposes three axes through which to interrogate the nature, contexts, and future of language policy: diversities, discourses, and digitalization.<\/p>\n<p>By \u201cDiversities\u201d, we refer to the complex and intersecting needs and rights of different languages and language groups in the 21st century. For example, in the Canadian context we consider \u201cdiversities\u201d to refer not only to speakers of Canada\u2019s two official languages but also to speakers of Indigenous languages and heritage languages. How can such diversities be addressed within a language policy approach? What is the role of language assessment and language policy and planning with respect to contemporary international mobility?<\/p>\n<p>By \u201cDiscourses\u201d, we address the \u201cdiscursive turn\u201d whereby many disciplines within the social sciences have turned to the study of discourse to understand various social issues. The notion of \u201cdiscourse\u201d has been valuable for our understanding of how language issues come into existence, are discussed and incorporated into public agendas, debated and acted upon, and how language policies are implemented and evaluated. A growing body of language policy research has adopted discourse analytic approaches. How can and should discourse be addressed within a language policy and planning approach?<\/p>\n<p>By \u201cDigitalization\u201d, we address the increasingly complex online environment in which language is and can be planned and managed. In the past, where media systems were previously used to unify linguistic and social diversity and create a sense of national identity, today, digital communication has the potential to do the opposite. How can languages be managed, how can language rights be respected, and how can diverse needs be met in an online environment?<\/p>\n<p>We welcome abstracts on the three conference themes, or any theme related to language policy and planning, such as (but not limited to):<\/p>\n<ul>\n<li>Language assessment and policy<\/li>\n<li>Language rights<\/li>\n<li>Indigenous languages<\/li>\n<li>Heritage languages<\/li>\n<li>Official bilingualism<\/li>\n<li>Multilingualism<\/li>\n<li>Language acquisition<\/li>\n<li>Language-in-education policies<\/li>\n<li>Language documentation and revitalization<\/li>\n<li>Language discrimination, linguicism<\/li>\n<li>Language policy and identity<\/li>\n<li>Language policies across national borders<\/li>\n<li>Language policy in the digital age<\/li>\n<li>Mother-tongue education planning and policy<\/li>\n<\/ul>\n<p>Papers focusing on lesser researched languages and contexts are especially welcomed.<\/p>\n<p>Carleton University is located on the unceded and unsurrendered territories of the Algonquin nation. We acknowledge our responsibility to the Om\u00e0miwinin\u00ecwag (Algonquin Anishinaabeg) and our respect for Algonquin knowledge holders and to members of other Indigenous nations who call Ottawa home.<\/p>\n<p>As a field, language policy and planning also has a responsibility to address the role of language policies in historical and ongoing processes of colonialism. We welcome critical reflection on this complex topic as part of the conference.<\/p>\n<p>The conference welcomes different submission formats:<\/p>\n<ul>\n<li>individual <strong>presentations<\/strong>,<\/li>\n<li><strong>poster<\/strong> presentations<\/li>\n<li><strong>thematic panels or roundtables<\/strong><\/li>\n<\/ul>\n<p><strong>Individual presentations <\/strong>will be 20 minutes long, followed by a 10-minute question period. Abstracts for individual presentations should be 300 words max. (including possible references).<\/p>\n<p>A block of time will be reserved in the conference program for <strong>poster presentations<\/strong>, when presenters will be able to discuss their research in progress, their fieldwork or their results. Posters are often presented in a visual format with individualized discussions. Abstracts for posters should be max. 300 words (including possible references).<\/p>\n<p>We also invite <strong>thematic panels or<\/strong> <strong>roundtables <\/strong>that align with the main axes of the conference. For panels and roundtables, the proposal should include the general aims and rationale of the event (max. 300 words), as well as the names, affiliations and short abstracts (200 words) for each contribution. Panels and roundtables shouldn\u2019t be more than 2 hours long.<\/p>\n<p>The deadline for abstracts is October 31<sup>st<\/sup>, 2023. Abstracts should be submitted via the ConfTool platform <a href=\"https:\/\/www.conftool.com\/lpp2024\/\">https:\/\/www.conftool.com\/lpp2024\/<\/a>. Abstracts will be accepted in English or French, but papers are welcome in various languages. In order to reach a larger audience, we ask participants presenting in other languages than French or English to include a visual support (for example, a PowerPoint presentation) in one of Canada\u2019s official languages. The conference will feature Sign Language interpreters. Apr\u00e8s avoir connu des critiques s\u00e9v\u00e8res dans les ann\u00e9es 1980, le champ a r\u00e9\u00e9merg\u00e9 comme un champ critique et interdisciplinaire afin de s\u2019attaquer aux questions urgentes de politique linguistique du d\u00e9but des ann\u00e9es 1990\u202f: de nouvelles vagues de nationalisme, la pr\u00e9sence croissante de la globalisation et la croissance exponentielle d\u2019Internet. Aujourd\u2019hui, le champ est confront\u00e9 aux d\u00e9fis pos\u00e9s par les espaces num\u00e9riques, les textes digitaux et des contextes qui sont dit \u00ab\u202fpostnationaux\u202f\u00bb (Fornan, 2017), \u00ab\u202fsuperdivers\u202f\u00bb (Blommaert et Rampton, 2011) et \u00ab\u202fpost-multilingues\u202f\u00bb (Wei, 2018). Dans un tel cadre, l\u2019importance des politiques linguistiques pour lutter contre le d\u00e9clin des langues autochtones et minoritaires et pour prot\u00e9ger les droits de groupes sociaux divers semble cruciale, d\u2019autant plus \u00e0 une \u00e9poque o\u00f9 les discours se font rapidement polarisants. Cette conf\u00e9rence propose trois axes selon lesquels \u00e9tudier la nature, les contextes et le futur du champ de la planification et des politiques linguistiques\u202f: diversit\u00e9s, discours et digitalisation.<\/p>\n<p>Par \u00ab\u202fdiversit\u00e9s\u202f\u00bb, nous faisons r\u00e9f\u00e9rence \u00e0 la complexit\u00e9 et l\u2019intersection des besoins et des droits de diff\u00e9rentes langues et diff\u00e9rents groupes linguistiques au 21e si\u00e8cle. Par exemple, dans le contexte canadien, \u00ab\u202fdiversit\u00e9s\u202f\u00bb r\u00e9f\u00e8re non seulement aux locuteurs et locutrices des deux langues officielles, mais aussi \u00e0 ceux et celles des langues autochtones et des langues d\u2019h\u00e9ritage. Comment les int\u00e9r\u00eats de ces divers groupes peuvent-ils \u00eatre int\u00e9gr\u00e9s au sein d\u2019une approche en politique linguistique? Quel est le r\u00f4le de l\u2019\u00e9valuation des langues et de l\u2019am\u00e9nagement linguistique dans la planification contemporaine de la mobilit\u00e9 internationale?<\/p>\n<p>Par \u00ab\u202fdiscours\u202f\u00bb, nous souhaitons aborder la question du \u00ab\u202ftournant discursif\u202f\u00bb v\u00e9cu par de nombreuses disciplines en sciences sociales qui se sont orient\u00e9es vers l\u2019analyse du discours pour probl\u00e9matiser un ensemble de probl\u00e8mes sociaux. La notion de \u00ab\u202fdiscours\u202f\u00bb est pr\u00e9cieuse dans notre compr\u00e9hension de comment les enjeux linguistiques \u00e9mergent, sont int\u00e9gr\u00e9s dans le d\u00e9bat public et servent de moteur \u00e0 l\u2019action, et de comment les politiques linguistiques sont mises en place et \u00e9valu\u00e9es. Un nombre de plus en plus important de travaux de recherche en planification et politiques linguistiques adopte des approches d\u2019analyse du discours. Comment le discours peut-il et devrait-il \u00eatre conceptualis\u00e9 et int\u00e9gr\u00e9 dans le champ?<\/p>\n<p>Par \u00ab\u202fdigitalisation\u202f\u00bb, nous souhaitons interroger la complexit\u00e9 croissante des environnements num\u00e9riques dans lesquels les langues peuvent \u00eatre g\u00e9r\u00e9es et am\u00e9nag\u00e9es. Dans le pass\u00e9, les m\u00e9dias ont pu jouer un r\u00f4le unificateur du point de vue linguistique et social et favoriser l\u2019unit\u00e9 et l\u2019identit\u00e9 nationale. Aujourd\u2019hui, la communication num\u00e9rique a \u00e9galement le potentiel de favoriser l\u2019oppos\u00e9. Nous accueillons chaleureusement les pr\u00e9sentations sur ce th\u00e8me complexe dans le cadre de la conf\u00e9rence.<\/p>\n<p>La conf\u00e9rence propose diff\u00e9rents formats de soumission\u202f:<\/p>\n<ul>\n<li>Des communications individuelles<\/li>\n<li>Des pr\u00e9sentations par affiche<\/li>\n<li>Des sessions th\u00e9matiques ou tables-rondes<\/li>\n<\/ul>\n<p>Les <strong>communications individuelles<\/strong> seront d\u2019une dur\u00e9e de 20 minutes, suivie de 10 minutes de p\u00e9riode de questions. Les propositions pour les communications individuelles devraient \u00eatre de 300 mots max. (incluant les \u00e9ventuelles r\u00e9f\u00e9rences).<\/p>\n<p>Une p\u00e9riode sera r\u00e9serv\u00e9e dans le programme de la conf\u00e9rence pour les <strong>pr\u00e9sentations par affiche<\/strong>, o\u00f9 les chercheurs et chercheuses pourront discuter de leur recherche en cours, de leur terrain ou de leurs r\u00e9sultats. Les affiches sont habituellement pr\u00e9sent\u00e9es avec un support visuel et une discussion individualis\u00e9e.\u202fLes propositions pour les pr\u00e9sentations par affiche devraient \u00eatre de 300 mots max. (incluant les \u00e9ventuelles r\u00e9f\u00e9rences).<\/p>\n<p>Nous invitons \u00e9galement les propositions de sessions th\u00e9matiques ou de tables-rondes qui rejoignent les trois axes de la conf\u00e9rence. La proposition pour ces activit\u00e9s devrait inclure les objectifs g\u00e9n\u00e9raux et le d\u00e9roulement de l\u2019\u00e9v\u00e8nement (max. 300 mots) ainsi que les noms, affiliations et brefs r\u00e9sum\u00e9s (200 mots) pour chacune des contributions. Les sessions et tables-rondes ne devraient pas d\u00e9passer deux heures au total.<\/p>\n<p>La date limite pour soumettre une proposition est le 31 octobre 2023.
