He also criticised African leaders who sought international prestige while their people lacked food, healthcare and dignity.<\/p>\n\n\n\n<p>In his books <a href=\"https:\/\/africanbookscollective.com\/books\/sowing-the-mustard-seed\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sowing the Mustard Seed<\/a> (published in 1997) and <a href=\"https:\/\/www.amazon.com\/What-Africas-Problem-Yoweri-Museveni\/dp\/0816632782\" target=\"_blank\" rel=\"noreferrer noopener\">What Is Africa&#8217;s Problem?<\/a> (2000), Museveni condemned leaders who overstayed in power.<\/p>\n\n\n\n<p>Now nearly four decades into his rule, Uganda&#8217;s promised democratic renewal has been replaced by <a href=\"https:\/\/www.bbc.com\/news\/articles\/cr7jep39eg4o\" target=\"_blank\" rel=\"noreferrer noopener\">increasingly autocratic governance<\/a>. Once the liberator, Museveni has <a href=\"https:\/\/theconversation.com\/the-making-and-breaking-of-uganda-an-interview-with-scholar-mahmood-mamdani-272181\" target=\"_blank\" rel=\"noreferrer noopener\">become the strongman<\/a>, overseeing a deeply repressive system. Political opposition, civil society and ordinary citizens have faced growing human rights violations, violence and intimidation. This is particularly targeted at young people and political dissidents.<\/p>\n\n\n\n<p>In the run-up to Uganda&#8217;s 2026 elections, political repression has <a href=\"https:\/\/www.crisisgroup.org\/africa\/uganda\/uganda-holds-elections-under-shadow-uncertain-future\" target=\"_blank\" rel=\"noreferrer noopener\">intensified<\/a>. Young people, under the leadership of opposition figure Robert Kyagulanyi (popularly known as <a href=\"https:\/\/theconversation.com\/bobi-wine-the-peoples-president-a-gripping-film-about-ugandas-fight-for-freedom-224981\" target=\"_blank\" rel=\"noreferrer noopener\">Bobi Wine<\/a>), are at the centre of a growing struggle for freedom and democracy. And they are increasingly the <a href=\"https:\/\/www.youtube.com\/watch?v=LrPsbk_Kc18\" target=\"_blank\" rel=\"noreferrer noopener\">targets<\/a> of state violence.<\/p>\n\n\n\n<p>I <a href=\"https:\/\/carleton.ca\/africanstudies\/people\/evelyn-namakula\/\" target=\"_blank\" rel=\"noreferrer noopener\">teach and research<\/a> political repression and human rights. My work emphasises the importance of <a href=\"https:\/\/www.accord.org.za\/ajcr-issues\/strengthening-ethical-political-leadership-for-sustainable-peace-and-social-justice-in-africa\/\" target=\"_blank\" rel=\"noreferrer noopener\">strengthening ethical and democratic leadership and governance<\/a>. This enables sustainable peace, justice, development and human security to <a href=\"https:\/\/link.springer.com\/chapter\/10.1007\/978-3-319-16166-2_15\" target=\"_blank\" rel=\"noreferrer noopener\">take root<\/a>.<\/p>\n\n\n\n<p>I have also <a href=\"https:\/\/theconversation.com\/young-people-around-the-world-can-save-democracy-but-they-need-our-help-195896\" target=\"_blank\" rel=\"noreferrer noopener\">argued<\/a> that young people around the world can help save democracy \u2013 if they are supported. This is particularly the case in Uganda, which has <a href=\"https:\/\/documents.worldbank.org\/en\/publication\/documents-reports\/documentdetail\/099061825100040175\" target=\"_blank\" rel=\"noreferrer noopener\">one of the youngest populations in the world<\/a>.<\/p>\n\n\n\n<p>This support should come from the African Union (AU) in the first instance. Its <a href=\"https:\/\/au.int\/en\/psc\" target=\"_blank\" rel=\"noreferrer noopener\">peace and security council<\/a> should make it clear to Museveni that he has obligations to respect <a href=\"https:\/\/au.int\/en\/Agenda2063\/popular_version\" target=\"_blank\" rel=\"noreferrer noopener\">people&#8217;s rights and freedoms<\/a>. There is also a need for a <a href=\"https:\/\/www.peaceau.org\/en\/page\/82-african-standby-force-asf-amani-africa-1\" target=\"_blank\" rel=\"noreferrer noopener\">standby military force<\/a> from the AU and\/or the UN to protect Ugandans against bloodshed.<\/p>\n\n\n\n<p>The international community can also play a role by ending its supply of <a href=\"https:\/\/www.janes.com\/osint-insights\/defence-news\/land\/russia-donates-equipment-to-updf\" target=\"_blank\" rel=\"noreferrer noopener\">weapons<\/a> and ensuring the implementation of international laws. This includes a commitment to arrest and prosecute those who commit <a href=\"https:\/\/www.youtube.com\/watch?v=g7d2AvLEPyA\" target=\"_blank\" rel=\"noreferrer noopener\">crimes against humanity<\/a>.<\/p>\n\n\n\n<p>It is also urgent that Bobi Wine be granted special protection during and after the elections. The opposition leader has warned that the regime has plans to <a href=\"https:\/\/whispereyenews.com\/2025\/12\/02\/ugandan-opposition-leader-bobi-wine-accuses-police-chief-of-lying-to-justify-crackdown\/\" target=\"_blank\" rel=\"noreferrer noopener\">assassinate<\/a> him.<\/p>\n\n\n\n<h2 id=\"whats-ailing-uganda\" class=\"wp-block-heading has-text-align-center\">What&#8217;s ailing Uganda<\/h2>\n\n\n\n<p>Museveni&#8217;s Uganda is marked by five key characteristics.<\/p>\n\n\n\n<p>Firstly, authoritarianism and institutional control. To entrench his power, Museveni has <a href=\"https:\/\/www.amazon.ca\/Correct-Line-Uganda-Under-Museveni\/dp\/1452039623\" target=\"_blank\" rel=\"noreferrer noopener\">rigged votes<\/a> in every political election.<\/p>\n\n\n\n<p>Authoritarianism is reinforced by personal and family control of institutions, particularly the military, police, the judiciary, the legislature and the electoral commission. The president&#8217;s son <a href=\"https:\/\/www.britannica.com\/biography\/Muhoozi-Kainerugaba\" target=\"_blank\" rel=\"noreferrer noopener\">Muhoozi Kainerugaba<\/a> is Uganda&#8217;s chief of defence forces. Museveni&#8217;s wife <a href=\"https:\/\/www.education.go.ug\/minister-of-education\/\" target=\"_blank\" rel=\"noreferrer noopener\">Janet<\/a> is the minister of education and a member of parliament. All institutions are <a href=\"https:\/\/theinvestigatornews.com\/2020\/07\/the-tribalism-conundrum-amend-the-law-on-sectarianism-to-stop-uganda-from-descending-into-genocide\/\" target=\"_blank\" rel=\"noreferrer noopener\">headed and monopolised<\/a> by people from the president&#8217;s ethnic group.<\/p>\n\n\n\n<p>Secondly, corruption. Uganda is estimated to lose more than <a href=\"https:\/\/www.youtube.com\/watch?v=oLH1ZC-frs8\" target=\"_blank\" rel=\"noreferrer noopener\">Sh10 trillion (US$2.8 billion)<\/a> to corruption annually. Senior officials have amassed wealth through corruption.<\/p>\n\n\n\n<p>Museveni&#8217;s recent political messaging has centred on <a href=\"https:\/\/op.go.ug\/news-updates\/news-and-updates\/general\/news-and-updates\/president-museveni-launches-nrm-manifesto\" target=\"_blank\" rel=\"noreferrer noopener\">protecting the gains of those in power<\/a>. The president has referred to a national resource like oil, estimated at <a href=\"https:\/\/www.reuters.com\/sustainability\/society-equity\/uganda-opposition-candidate-says-he-will-review-oil-deals-if-elected-next-week-2026-01-08\/\" target=\"_blank\" rel=\"noreferrer noopener\">6.65 billion barrels<\/a>, as <a href=\"https:\/\/www.foreignaffairs.com\/africa\/musevenis-oil-bet\" target=\"_blank\" rel=\"noreferrer noopener\">his<\/a>.<\/p>\n\n\n\n<p>For their part, the <a href=\"https:\/\/www.ictj.org\/latest-news\/britain-sanctions-three-ugandan-officials-under-anti-corruption-laws\" target=\"_blank\" rel=\"noreferrer noopener\">UK<\/a> and <a href=\"https:\/\/2021-2025.state.gov\/designation-of-ugandan-public-officials-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">US<\/a> governments have sanctioned Ugandan officials for corruption.<\/p>\n\n\n\n<p>Third, poverty. As of June 2025, Uganda ranked <a href=\"https:\/\/hdr.undp.org\/data-center\/specific-country-data#\/countries\/UGA\" target=\"_blank\" rel=\"noreferrer noopener\">157th out of 193 countries<\/a> on a UN global development index. This index measures standards of living. Children still <a href=\"https:\/\/nilepost.co.ug\/news\/219537\/call-of-nature-where-pupils-study-under-trees\" target=\"_blank\" rel=\"noreferrer noopener\">study under trees<\/a> and hospitals are <a href=\"https:\/\/parliamentwatch.ug\/news-amp-updates\/legislators-demand-urgent-govt-action-on-dilapidated-hospitals\/\" target=\"_blank\" rel=\"noreferrer noopener\">dilapidated<\/a>. According to the World Bank, nearly <a href=\"https:\/\/pip.worldbank.org\/country-profiles\/UGA\" target=\"_blank\" rel=\"noreferrer noopener\">60%<\/a> of the population lives on less than US$3 a day.<\/p>\n\n\n\n<p>Fourth, <a href=\"https:\/\/www.ohchr.org\/sites\/default\/files\/statements\/20260109-press-rel-launch-publ-upt-uga-uganda-office-hc-en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">human rights abuses<\/a>, with perpetrators going unpunished. Supporters of Bobi Wine <a href=\"https:\/\/www.hrw.org\/world-report\/2025\/country-chapters\/uganda\" target=\"_blank\" rel=\"noreferrer noopener\">have faced<\/a> beatings, torture, arrests, disappearances, military trials and extrajudicial killings. In 2020, security forces <a href=\"https:\/\/www.youtube.com\/watch?v=g7d2AvLEPyA\" target=\"_blank\" rel=\"noreferrer noopener\">killed dozens of opposition supporters<\/a>. Bobi Wine himself has <a href=\"https:\/\/www.aljazeera.com\/news\/2020\/12\/27\/uganda-bobi-wine-says-bodyguard-kill-in-election-violence\" target=\"_blank\" rel=\"noreferrer noopener\">survived<\/a> several assassination attempts. His campaigns are <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2026\/01\/uganda-authorities-subjecting-opposition-supporters-to-brutal-campaign-of-repression-ahead-of-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">frequently blocked<\/a>. He has been pepper-sprayed, tear-gassed and denied accommodation.<\/p>\n\n\n\n<p>Lastly, digital repression. The government has <a href=\"https:\/\/www.nytimes.com\/2026\/01\/13\/world\/africa\/uganda-election-internet.html\" target=\"_blank\" rel=\"noreferrer noopener\">suspended<\/a> internet access, and <a href=\"https:\/\/www.bbc.com\/news\/articles\/cy09nvdnrkro\" target=\"_blank\" rel=\"noreferrer noopener\">blocked platforms<\/a> to prevent citizens from sharing evidence of state violence. This digital clampdown is a central tool of <a href=\"https:\/\/theconversation.com\/internet-shutdowns-are-increasing-dramatically-in-africa-a-new-book-explains-why-271222\" target=\"_blank\" rel=\"noreferrer noopener\">political control<\/a>.<\/p>\n\n\n\n<h2 id=\"opposition-remains-defiant\" class=\"wp-block-heading has-text-align-center\">Opposition remains defiant<\/h2>\n\n\n\n<p>Despite repression, Bobi Wine, aged 43, has vowed to proceed with his campaign to unseat Museveni, 81. The opposition leader presents <a href=\"https:\/\/dailystar.co.ug\/inside-bobi-wines-11-point-manifesto-to-claim-power\/\" target=\"_blank\" rel=\"noreferrer noopener\">his movement<\/a> as a fight to restore democracy, constitutionalism and civilian rule.<\/p>\n\n\n\n<p>His <a href=\"https:\/\/www.youtube.com\/watch?v=pFAc_BkGfeU\" target=\"_blank\" rel=\"noreferrer noopener\">political programme<\/a> focuses on ending corruption and youth employment, healing national divisions, and improving access to public services. His <a href=\"https:\/\/dailystar.co.ug\/inside-bobi-wines-11-point-manifesto-to-claim-power\/\" target=\"_blank\" rel=\"noreferrer noopener\">manifesto<\/a> talks about creating jobs, strengthening education, and <a href=\"https:\/\/www.thebrenthurstfoundation.org\/playbook\/#foreword\" target=\"_blank\" rel=\"noreferrer noopener\">restoring respect<\/a> for human rights and the rule of law.<\/p>\n\n\n\n<p>The youth-led struggle for democracy in Uganda reflects a broader continental reality: young Africans are <a href=\"https:\/\/theconversation.com\/young-africans-could-disrupt-authoritarian-states-but-they-dont-heres-why-218179\" target=\"_blank\" rel=\"noreferrer noopener\">demanding accountable leadership<\/a> that reflects national potential rather than elite survival.<\/p>\n\n\n\n<h2 id=\"why-ugandas-future-matters\" class=\"wp-block-heading has-text-align-center\">Why Uganda&#8217;s future matters<\/h2>\n\n\n\n<p>Reversing authoritarianism is essential if Uganda&#8217;s going to deal with its myriad social and political ills.<\/p>\n\n\n\n<p>The biggest immediate threat is a real risk of mass violence. The president&#8217;s son, who is also the military chief, has <a href=\"https:\/\/www.reuters.com\/world\/africa\/ugandas-military-head-says-he-wants-behead-opposition-leader-2025-01-06\/\" target=\"_blank\" rel=\"noreferrer noopener\">publicly threatened Bobi Wine<\/a>. The opposition leader has <a href=\"https:\/\/www.youtube.com\/watch?v=YQqveIbskiQ\" target=\"_blank\" rel=\"noreferrer noopener\">warned<\/a> of reports suggesting preparations for mass killings.<\/p>\n\n\n\n<p>A reversal of the current state of affairs would contribute to peace and stability in Uganda, and across the <a href=\"https:\/\/2009-2017.state.gov\/s\/greatlakes_drc\/191417.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Great Lakes region<\/a>, one of Africa&#8217;s most conflict-affected zones. All six of Uganda&#8217;s neighbours (Burundi, South Sudan, Democratic Republic of Congo, Rwanda, Tanzania and Kenya) face instability of one form or another.<\/p>\n\n\n\n<p>The region has experienced cycles of violence dating back to the 1980s. <a href=\"https:\/\/www.bbc.co.uk\/programmes\/w3cszbb0\" target=\"_blank\" rel=\"noreferrer noopener\">Museveni&#8217;s bush war (1980-1986)<\/a> was followed by the <a href=\"https:\/\/www.britannica.com\/event\/Rwanda-genocide-of-1994\" target=\"_blank\" rel=\"noreferrer noopener\">1994 Rwanda genocide<\/a>. In 1996, <a href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/violence-democratic-republic-congo\" target=\"_blank\" rel=\"noreferrer noopener\">Uganda and Rwanda invaded the DR Congo<\/a>, triggering a wave of violence that persists to date. The violence is heightened by Museveni&#8217;s <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/7\/18\/un-experts-cast-blame-on-rwanda-and-uganda-what-are-they-doing-in-drc\" target=\"_blank\" rel=\"noreferrer noopener\">militarisation<\/a> of the DRC and <a href=\"https:\/\/theconversation.com\/rwanda-and-belgium-are-at-odds-over-the-drc-whats-led-to-the-latest-low-point-253349\" target=\"_blank\" rel=\"noreferrer noopener\">Kagame&#8217;s support<\/a> for militias in the country, including the <a href=\"https:\/\/www.bbc.com\/news\/articles\/ckgyzl1mlkvo\" target=\"_blank\" rel=\"noreferrer noopener\">March 23 Movement<\/a> (M23).<\/p>\n\n\n\n<p>In addition, some neighbouring countries are experiencing increased internal political tension. For example Tanzania, long seen as relatively peaceful, has experienced lethal crackdowns against <a href=\"https:\/\/www.cnn.com\/2025\/11\/21\/africa\/tanzania-police-shooting-protesters-deadly-election-intl-invs\" target=\"_blank\" rel=\"noreferrer noopener\">political opponents and protesters<\/a>.<\/p>\n\n\n\n<p>For its part, Kenya&#8217;s young people&#8217;s protests against <a href=\"https:\/\/www.youtube.com\/watch?v=5-QAMIn0Luo\" target=\"_blank\" rel=\"noreferrer noopener\">government corruption and police brutality<\/a> have been met with <a href=\"https:\/\/www.youtube.com\/shorts\/TN7_PB_frw0\" target=\"_blank\" rel=\"noreferrer noopener\">violence and abductions<\/a>.<\/p>\n\n\n\n<p>In Uganda itself, ethnic and regional tensions are <a href=\"https:\/\/www.hrw.org\/report\/2022\/03\/22\/i-only-need-justice\/unlawful-detention-and-abuse-unauthorized-places-detention\" target=\"_blank\" rel=\"noreferrer noopener\">rising<\/a>. Museveni has said every soldier will have <a href=\"https:\/\/www.monitor.co.ug\/uganda\/special-reports\/elections\/-120-bullets-museveni-cautions-nup-against-provoking-army-ahead-of-2026-elections-5302402#story\" target=\"_blank\" rel=\"noreferrer noopener\">120 bullets<\/a> to silence protesters in the January 2026 election. Civilians have previously been kidnapped, tortured, disappeared and killed.<\/p>\n\n\n\n<h2 id=\"whats-needed\" class=\"wp-block-heading has-text-align-center\">What&#8217;s needed<\/h2>\n\n\n\n<p>The youth-led struggle for democracy in Uganda reflects a broader continental reality: young Africans are demanding accountable leadership that reflects national potential rather than elite survival.<\/p>\n\n\n\n<p>In Burkina Faso, the people <a href=\"https:\/\/www.democracynow.org\/2025\/5\/1\/headlines\/burkina_faso_protesters_rally_in_defense_of_interim_president_after_alleged_coup_attempt\" target=\"_blank\" rel=\"noreferrer noopener\">rallied<\/a> in support of President Ibrahim Traore&#8217;s emancipatory leadership. In Kenya, young people have not stopped demanding <a href=\"https:\/\/www.youtube.com\/watch?v=xFNEQfTEuTo\" target=\"_blank\" rel=\"noreferrer noopener\">democratic rule and accountable leadership<\/a>.<\/p>\n\n\n\n<p>For the wider international community, <a href=\"https:\/\/theconversation.com\/young-people-around-the-world-can-save-democracy-but-they-need-our-help-195896\" target=\"_blank\" rel=\"noreferrer noopener\">supporting democratic transitions<\/a> is not only a moral responsibility.
