He added that &#8220;offers are on the table,&#8221; though he did not specify what they were.<\/p>\n\n\n\n<p>Even with a review of the Canada-U.S.-Mexico Agreement (CUSMA) on the horizon, Carney is surely aware that it&#8217;s politically risky to advocate for closer ties with the United States when the country under President Donald Trump is considered a threat to Canadian sovereignty.<\/p>\n\n\n\n<p>There is historical precedent for Canadian politicians to face backlash after calling for deeper integration with the U.S.<\/p>\n\n\n\n<h2 id=\"anti-u-s-sentiment\" class=\"wp-block-heading has-text-align-center\">Anti-U.S. sentiment<\/h2>\n\n\n\n<p>In the 1988 federal election, critics argued that the Canada-U.S. free-trade deal negotiated under Brian Mulroney&#8217;s Progressive Conservative government could <a href=\"https:\/\/www.tvo.org\/article\/nothing-more-than-the-51st-state-without-a-vote-how-the-free-trade-debate-of-the-1980s-came-back-in\" target=\"_blank\" rel=\"noreferrer noopener\">make Canada the 51st state<\/a>. The government lost 34 seats, while parties opposing the deal gained 56.<\/p>\n\n\n\n<p>In 2005, Paul Martin Jr.&#8217;s minority Liberal government <a href=\"https:\/\/jmss.org\/article\/view\/57858\/43531\" target=\"_blank\" rel=\"noreferrer noopener\">reversed its intention<\/a> to join the U.S. Ballistic Missile Defence program in the midst of widespread opposition from voters and the Liberal caucus.<\/p>\n\n\n\n<p>In 2010, Stephen Harper&#8217;s Conservative government worried about reaction to a proposed Canada-U.S. &#8220;shared vision&#8221; of a Canada-U.S. security perimeter. It developed a <a href=\"https:\/\/www.theglobeandmail.com\/news\/politics\/ottawa-crafts-plan-to-ward-off-criticism-over-us-border-deal\/article1319079\/\" target=\"_blank\" rel=\"noreferrer noopener\">communications strategy<\/a> to defend itself against criticism that it would &#8220;spark worries about eroding sovereignty and privacy rights.&#8221;<\/p>\n\n\n\n<h2 id=\"favourable-environment\" class=\"wp-block-heading has-text-align-center\">Favourable environment<\/h2>\n\n\n\n<p>So why would Carney take such a risk?<\/p>\n\n\n\n<p>Political conditions are favourable. His primary opponent, Conservative Leader Pierre Poilievre, criticizes the prime minister for <a href=\"https:\/\/www.cbc.ca\/news\/politics\/poilievre-losing-losing-losing-carney-trade-9.7171738\" target=\"_blank\" rel=\"noreferrer noopener\">not moving fast enough<\/a> to tighten ties with the U.S. The NDP, so influential in past debates, has only five MPs.<\/p>\n\n\n\n<p>This creates space for Carney. He is seen more as a <a href=\"https:\/\/macleans.ca\/politics\/carney-is-the-crisis-manager-canada-needs\/\" target=\"_blank\" rel=\"noreferrer noopener\">crisis manager than a politician<\/a> who forcefully <a href=\"https:\/\/www.youtube.com\/watch?v=wL_f5fWyn5Q&amp;t=10s\" target=\"_blank\" rel=\"noreferrer noopener\">opposes Trump&#8217;s attempt<\/a> to break Canadians.<\/p>\n\n\n\n<p>He has surfed a wave of <a href=\"https:\/\/pollarastrategicinsights.substack.com\/p\/from-anxiety-to-action\" target=\"_blank\" rel=\"noreferrer noopener\">economic patriotism<\/a> to soaring heights of popularity. His approval ratings <a href=\"https:\/\/abacusdata.ca\/canadian-politics-carney-government-approval-and-liberal-lead-reach-new-highs-as-optimism-about-canada-improves\/\" target=\"_blank\" rel=\"noreferrer noopener\">remain high<\/a> a year after his election, while Poilievre&#8217;s <a href=\"https:\/\/angusreid.org\/poilievre-favourability-conservative-carney-liberal-majority\/\" target=\"_blank\" rel=\"noreferrer noopener\">have plummeted<\/a>.<\/p>\n\n\n\n<h2 id=\"reassuring-canadians\" class=\"wp-block-heading has-text-align-center\">Reassuring Canadians<\/h2>\n\n\n\n<p>Carney&#8217;s <a href=\"https:\/\/www.ctvnews.ca\/politics\/article\/carneys-first-year-as-prime-minister-underscores-the-contrast-with-trudeau\/\" target=\"_blank\" rel=\"noreferrer noopener\">brand is far different<\/a> from his predecessor&#8217;s, Justin Trudeau. But he is using <a href=\"https:\/\/doi.org\/10.1007\/978-3-030-05036-8_3\" target=\"_blank\" rel=\"noreferrer noopener\">Trudeau&#8217;s successful brand strategy<\/a> of reassuring Canadians of the benefits of deeper integration despite historic <a href=\"https:\/\/environicsinstitute.org\/free-trade-wasnt-just-mulroneys-key-achievement-it-is-one-of-the-most-dramatic-public-opinion-turnarounds-in-canadas-history\/\" target=\"_blank\" rel=\"noreferrer noopener\">concern and division<\/a> about cross-border economic ties.<\/p>\n\n\n\n<p>Trudeau claimed that integration&#8217;s benefits reflected Canadian values and strengthened Canadian sovereignty.<\/p>\n\n\n\n<p>Carney&#8217;s widely praised <a href=\"https:\/\/www.weforum.org\/stories\/2026\/01\/davos-2026-special-address-by-mark-carney-prime-minister-of-canada\/\" target=\"_blank\" rel=\"noreferrer noopener\">speech to the World Economic Forum<\/a> in January hinted at this strategy. It was interpreted as standing up to and moving on from Trump&#8217;s increasingly isolationist and punitive policies. But he also said:<\/p>\n\n\n<div class=\"not-prose cu-quote cu-component-spacing\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;You cannot live within the lie of mutual benefit through integration when integration becomes the source of your subordination.&#8221;<\/p>\n<\/blockquote>\n<\/div>\n\n\n<p>In other words, integration is desirable if mutually beneficial.<\/p>\n\n\n\n<h2 id=\"attracting-u-s-investment\" class=\"wp-block-heading has-text-align-center\">Attracting U.S. investment<\/h2>\n\n\n\n<p>Carney wants Canada to become an &#8220;<a href=\"https:\/\/liberal.ca\/mark-carneys-liberals-to-make-canada-the-worlds-leading-energy-superpower\/\" target=\"_blank\" rel=\"noreferrer noopener\">energy superpower<\/a>,&#8221; and the U.S. remains the primary market for Canada&#8217;s energy products.<\/p>\n\n\n\n<p>To that end, Energy and Natural Resources Minister Tim Hodgson <a href=\"https:\/\/www.politico.com\/video\/2026\/03\/23\/canadian-energy-minister-on-meeting-with-wright-and-burgum-1969051\" target=\"_blank\" rel=\"noreferrer noopener\">recently argued in the U.S.<\/a> that Fortress North America would allow Canada to help Americans achieve energy dominance.<\/p>\n\n\n\n<p>As the U.S. competes against China, <a href=\"https:\/\/corporateknights.com\/mining\/canada-plays-its-hand-on-critical-minerals-with-a-high-stakes-investment-drive\/\" target=\"_blank\" rel=\"noreferrer noopener\">American investments<\/a> in Canadian critical minerals and mining projects would also tighten ties.<\/p>\n\n\n\n<p>Days before mentioning Fortress North America, <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-canada-wont-leverage-energy-or-critical-minerals-in-us-trade-talks\/\" target=\"_blank\" rel=\"noreferrer noopener\">Carney asked<\/a>: &#8220;Should we be further integrating our energy markets with the United States at a time they view that as, quote, &#8216;leverage&#8217;?&#8221;<\/p>\n\n\n\n<p>But he soon answered his own question by invoking Fortress North America and declaring, with few details, that Canada has offers on the table.<\/p>\n\n\n\n<p>Hinting at these deals could help attract U.S. investment during Carney&#8217;s fall <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2026\/04\/17\/prime-minister-carney-announces-first-ever-canada-investment-summit\" target=\"_blank\" rel=\"noreferrer noopener\">Canada Investment Summit<\/a>. However, direct foreign investment often produces <a href=\"https:\/\/www.canadianinnovators.org\/content\/some-assembly-required-the-hidden-extractive-dynamics-of-foreign-direct-investment\" target=\"_blank\" rel=\"noreferrer noopener\">increased foreign control<\/a> of existing Canadian companies. Carney therefore must frame Canadian interests as being served within Fortress North America.<\/p>\n\n\n\n<h2 id=\"canada-not-for-sale-but-open-for-business\" class=\"wp-block-heading has-text-align-center\">Canada &#8216;not for sale&#8217; \u2014 but open for business<\/h2>\n\n\n\n<p>Carney&#8217;s &#8220;elbows up&#8221; rhetoric while focusing on a new trade deal with the U.S. reflects Canadian public opinion. An <a href=\"https:\/\/www.ipsos.com\/en-ca\/mark-carney-mirrors-canadian-opinion-davos\" target=\"_blank\" rel=\"noreferrer noopener\">Ipsos survey conducted earlier this year found<\/a> that Canadians want &#8220;to pursue diversification without fully decoupling from the U.S.&#8221; if it benefits Canada.<\/p>\n\n\n\n<p>Similarly, Ontario Premier Doug Ford successfully navigated public opposition to Trump alongside a desire for integration. In January 2025, Ford proposed &#8220;<a href=\"https:\/\/news.ontario.ca\/en\/release\/1005596\/ontario-building-fortress-am-can-to-grow-the-economy-for-am-can-workers\" target=\"_blank\" rel=\"noreferrer noopener\">Fortress Am-Can<\/a>&#8221; that would deepen cross-border ties.<\/p>\n\n\n\n<p>But he was nevertheless <a href=\"https:\/\/www.cbc.ca\/news\/politics\/doug-ford-captain-canada-tariffs-trump-1.7456440\" target=\"_blank\" rel=\"noreferrer noopener\">dubbed &#8220;Captain Canada&#8221;<\/a> for vocally standing up to Trump and wearing a &#8220;Canada is Not For Sale&#8221; hat. Ford went on to win a large majority in the February 2025 provincial election.<\/p>\n\n\n\n<h2 id=\"risks-of-a-fortress-north-america-strategy\" class=\"wp-block-heading has-text-align-center\">Risks of a &#8216;Fortress North America&#8217; strategy<\/h2>\n\n\n\n<p>This is the essence of <a href=\"https:\/\/richardnimijean.ca\/wp-content\/uploads\/2026\/05\/2014-nimijean-publicity-and-the-canadian-state-copy.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">domestic brand politics<\/a>. Political competition is increasingly based on a party&#8217;s ability to frame its platform in terms of national values. The popularity of Carney and Ford show how this can be a winning strategy.<\/p>\n\n\n\n<p>Carney&#8217;s approach mirrors his Liberal predecessors, <a href=\"https:\/\/doi.org\/10.3828\/bjcs.18.1.2\" target=\"_blank\" rel=\"noreferrer noopener\">Jean Chretien<\/a> and <a href=\"https:\/\/formaclorimerbooks.ca\/product\/the-trudeau-record-promise-and-performance\/\" target=\"_blank\" rel=\"noreferrer noopener\">Justin Trudeau<\/a>. They touted progressive social values and distinctive sovereignty.<\/p>\n\n\n\n<p>But their actions were <a href=\"https:\/\/theconversation.com\/what-exactly-is-neoliberalism-84755\" target=\"_blank\" rel=\"noreferrer noopener\">actually neoliberal<\/a> and deepened integration with the U.S. Carney could face the same criticism that confronted Chretien and Trudeau since there were similar <a href=\"https:\/\/doi.org\/10.1080\/11926422.2018.1481873\" target=\"_blank\" rel=\"noreferrer noopener\">rhetoric vs. reality gaps<\/a> between their visions of Canada and their actions.<\/p>\n\n\n\n<p>Carney has been criticized for <a href=\"https:\/\/thewalrus.ca\/no-matter-which-way-you-look-at-it-carney-has-abandoned-climate\/\" target=\"_blank\" rel=\"noreferrer noopener\">weakening the fight against climate change<\/a>, despite his <a href=\"https:\/\/www.cbc.ca\/news\/politics\/carneyclimatecred-9.6950761\" target=\"_blank\" rel=\"noreferrer noopener\">prior beliefs<\/a>, to promote resource exploitation. Members of his caucus have <a href=\"https:\/\/www.cbc.ca\/news\/politics\/liberal-mp-react-alberta-deal-carney-9.7208157\" target=\"_blank\" rel=\"noreferrer noopener\">expressed concern<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.cbc.ca\/news\/politics\/carney-spending-review-cuts-1.7582889\" target=\"_blank\" rel=\"noreferrer noopener\">Cutting federal program spending<\/a> and considering &#8220;<a href=\"https:\/\/www.thestar.com\/politics\/federal\/carney-says-hes-open-to-selling-infrastructure-like-airports-to-finance-projects\/article_371bc1ef-cbf8-5340-8e29-b1493fff1586.html\" target=\"_blank\" rel=\"noreferrer noopener\">asset recycling<\/a>&#8221; have prompted critics to argue that Carney is advancing &#8220;<a href=\"https:\/\/www.policyalternatives.ca\/news-research\/carney-in-davos-neoliberalism-in-a-nicer-suit\/\" target=\"_blank\" rel=\"noreferrer noopener\">neoliberalism in a nicer suit<\/a>.&#8221;<\/p>\n\n\n\n<h2 id=\"elbows-down\" class=\"wp-block-heading has-text-align-center\">Elbows down?<\/h2>\n\n\n\n<p>Anti-Trump sentiment and the <a href=\"https:\/\/lloydaxworthy.substack.com\/p\/fortress-north-america-and-the-drift\" target=\"_blank\" rel=\"noreferrer noopener\">deliberately ambiguous<\/a> nature of the term Fortress North America could derail Carney&#8217;s approach. Opposition could mobilize over any deal, especially if critics argue that it has an <a href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-elbows-down-mark-carney-donald-trump\/\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;elbows down&#8221; agenda<\/a>.<\/p>\n\n\n\n<p>Carney chose to make his first public mention of &#8220;Fortress North America&#8221; at an event billed as &#8220;<a href=\"https:\/\/www.americanprogressaction.org\/events\/2026-global-progress-action-summit\/\" target=\"_blank\" rel=\"noreferrer noopener\">the world&#8217;s premier convening of progressive leaders, thinkers and changemakers<\/a>.&#8221; This seems designed to curb criticism from the nationalist left in Canada.<\/p>\n\n\n\n<p>Canadian academic Blayne Haggart <a href=\"https:\/\/blaynehaggart.com\/2025\/10\/24\/carney-vs-carney-desperately-seeking-certainty\/\" target=\"_blank\" rel=\"noreferrer noopener\">has argued<\/a> &#8220;there appears to be a rising disconnect between Mark Carney&#8217;s professed goal of increasing Canadian independence, and his action regarding the U.S.&#8221; Yet Carney&#8217;s rebranding of sovereignty helps explain why he remains popular despite that apparent contradiction.<\/p>\n\n\n\n<p>Canadians seem comfortable with it for now, but since they <a href=\"https:\/\/nationalpost.com\/news\/trump-goes-and-a-democrat-occupies-the-white-house-carney-still-leads-poll-says\" target=\"_blank\" rel=\"noreferrer noopener\">remain in an elbows up mood<\/a> for the foreseeable future, this could change quickly.<\/p>\n\n\n\n<p>_<br><a href=\"https:\/\/carleton.ca\/news\/latest-news\/\">More Stories<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Prime Minister Carney recently said that &#8220;like Mexico, Canada remains open to deeper integration, including options for Fortress North America in (certain) sectors.&#8221; He added that &#8220;offers are on the table,&#8221; though he did not specify what they were.
