Blame Brand Politics if So\n                    <\/h1>\n                \n                            <\/header>\n        <\/div>\n\n            <\/div>\n\n    \n\n    <\/div>\n<\/section>\n\n\n\n<p class=\"wp-block-paragraph\">In March 2025, a month before Canada&#8217;s <a href=\"https:\/\/theconversation.com\/mark-carney-secures-majority-after-unwinnable-2025-election-victory-building-new-momentum-279061\" target=\"_blank\" rel=\"noreferrer noopener\">federal election<\/a>, Conservative Leader Pierre Poilievre <a href=\"https:\/\/x.com\/PierrePoilievre\/status\/1902841285217570921\" target=\"_blank\" rel=\"noreferrer noopener\">accused Mark Carney of plagiarizing his policy ideas<\/a>. Sure enough, Carney soon became a Liberal prime minister <a href=\"https:\/\/macleans.ca\/politics\/im-a-conservative-i-like-carney\/\" target=\"_blank\" rel=\"noreferrer noopener\">Conservatives could like<\/a>, implementing Conservative policies while reportedly <a href=\"https:\/\/thehub.ca\/2026\/02\/11\/mark-carney-is-undoing-justin-trudeaus-legacy-15-policy-changes-from-his-first-year-in-power\/\" target=\"_blank\" rel=\"noreferrer noopener\">undoing Justin Trudeau&#8217;s legacy<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Carney government has borrowed another page from the Conservative playbook: the brand politics strategy of Stephen Harper&#8217;s government from 2006 to 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/richardnimijean.ca\/wp-content\/uploads\/2026\/05\/2014-nimijean-publicity-and-the-canadian-state-copy.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Domestic brand politics strategies<\/a> link political party agendas to national identity through rhetorical, visual and symbolic means. They help create the impression that there&#8217;s little difference between the governing party, the state and Canadian identity.<\/p>\n\n\n\n<h2 id=\"similar-strategies\" class=\"wp-block-heading has-text-align-center\">Similar strategies<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/richardnimijean.ca\/wp-content\/uploads\/2026\/07\/2007-all-in-the-brand.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">In 2007<\/a>, I argued that Harper&#8217;s Conservatives wanted to remind Canadians that a non-Liberal regime was in power following more than a decade of Liberal rule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Public servants <a href=\"https:\/\/www.cbc.ca\/news\/canada\/new-government-becomes-old-news-for-tories-1.681442\" target=\"_blank\" rel=\"noreferrer noopener\">were instructed<\/a> to use <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2026\/08\/17\/prime-minister-carney-announces-largest-clean-energy-investment-north\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;Canada&#8217;s new government&#8221;<\/a> in place of the &#8220;government of Canada.&#8221; A scientist was fired (and later reinstated) for <a href=\"https:\/\/www.theglobeandmail.com\/news\/national\/bc-scientist-fired-for-jab-at-tories-back-on-job\/article1103888\/\" target=\"_blank\" rel=\"noreferrer noopener\">mocking the line<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Public servants were later told to use &#8220;Harper government,&#8221; reflecting the so-called <a href=\"https:\/\/www.theglobeandmail.com\/news\/politics\/documents-show-harperization-of-government-communications\/article4179567\/\" target=\"_blank\" rel=\"noreferrer noopener\">Harperization of government communications<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><a href=\"https:\/\/images.theconversation.com\/files\/422414\/original\/file-20210921-21-1qs4b7x.jpg?ixlib=rb-4.1.1&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/422414\/original\/file-20210921-21-1qs4b7x.jpg?ixlib=rb-4.1.1&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"Harper speaks with a Canadian flag behind him.\"\/><\/a><figcaption class=\"wp-element-caption\">Stephen Harper delivers a speech to supporters during a campaign stop during the 2011 election in Niagara Falls, Ont. THE CANADIAN PRESS\/Adrian Wyld<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Carney became prime minister almost 18 months ago, <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2026\/08\/17\/prime-minister-carney-announces-largest-clean-energy-investment-north\" target=\"_blank\" rel=\"noreferrer noopener\">yet news releases from his office still refer to &#8220;Canada&#8217;s new government.&#8221;<\/a> The phrase&#8217;s meaning has evolved from &#8220;not Liberal&#8221; in the Harper era to &#8220;not Trudeau Liberal&#8221; in the Carney era, as Carney cannot seem to <a href=\"https:\/\/www.thestar.com\/politics\/political-opinion\/a-prime-minister-from-alberta-firmly-closes-the-door-on-the-trudeau-era\/article_48e37d57-e515-4812-b84d-ce449010e8da.html\" target=\"_blank\" rel=\"noreferrer noopener\">erase his predecessor&#8217;s memory<\/a> fast enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is reminiscent of <a href=\"https:\/\/inroadsjournal.ca\/brand-canada\/\" target=\"_blank\" rel=\"noreferrer noopener\">Paul Martin Jr.&#8217;s less successful attempt<\/a> to distinguish his brand from his Liberal predecessor Jean Chr\u00e9tien&#8217;s.<\/p>\n\n\n\n<h2 id=\"from-colours-to-slogans\" class=\"wp-block-heading has-text-align-center\">From colours to slogans<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Harper government websites featured a <a href=\"https:\/\/web.archive.org\/web\/20070426121055\/http:\/\/canada.gc.ca\/main_e.html\" target=\"_blank\" rel=\"noreferrer noopener\">shade of blue<\/a> similar to the <a href=\"https:\/\/web.archive.org\/web\/20070210032414\/http:\/\/www.conservative.ca\/\" target=\"_blank\" rel=\"noreferrer noopener\">blue used by the Conservative Party<\/a>, minimizing Canada&#8217;s <a href=\"https:\/\/www.canada.ca\/en\/treasury-board-secretariat\/services\/government-communications\/design-standard\/colour-design-standard-fip.html\" target=\"_blank\" rel=\"noreferrer noopener\">official red<\/a> in the Federal Identity Program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2008, the &#8220;True North Strong and Free&#8221; featured on both the <a href=\"https:\/\/web.archive.org\/web\/20080820055943\/http:\/\/www.canada.gc.ca\/home.html\" target=\"_blank\" rel=\"noreferrer noopener\">Government of Canada portal<\/a> and the cover of the <a href=\"https:\/\/www.poltext.org\/sites\/poltext.org\/files\/plateformesV2\/Canada\/CAN_PL_2008_PC_en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2008 Conservative election platform<\/a>. In 2014, advertising for upcoming Canada 150 celebrations <a href=\"https:\/\/www.cbc.ca\/news\/business\/ottawa-s-ads-called-a-pre-election-campaign-funded-by-taxpayers-1.2864611\" target=\"_blank\" rel=\"noreferrer noopener\">used language similar<\/a> to the Conservative platform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Canada Strong,&#8221; the centrepiece of <a href=\"https:\/\/liberal.ca\/cstrong\/\" target=\"_blank\" rel=\"noreferrer noopener\">Carney&#8217;s 2025 election platform<\/a>, is prominent in his government&#8217;s communications. It was the title of the <a href=\"https:\/\/www.canada.ca\/en\/department-finance\/news\/2025\/11\/government-of-canada-releases-budget-2025-canada-strong.html\" target=\"_blank\" rel=\"noreferrer noopener\">2025 budget<\/a> and is featured in a range of initiatives \u2014 from <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2026\/04\/29\/prime-minister-carney-announces-team-canada-strong-nationwide-plan\" target=\"_blank\" rel=\"noreferrer noopener\">recruiting skilled workers<\/a> to the government&#8217;s <a href=\"https:\/\/www.canada.ca\/en\/department-finance\/news\/2026\/04\/canada-strong-fund.html\" target=\"_blank\" rel=\"noreferrer noopener\">sovereign wealth fund<\/a> \u2014 <a href=\"https:\/\/www.thestar.com\/opinion\/contributors\/heres-whats-wrong-with-carneys-canada-strong\/article_313e2cce-da16-4d9a-8f93-5ed82aa857a5.html\" target=\"_blank\" rel=\"noreferrer noopener\">blurring the line<\/a> between party and state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Harper government&#8217;s &#8220;<a href=\"https:\/\/nationalpost.com\/news\/canada\/canadas-royal-rebrand\" target=\"_blank\" rel=\"noreferrer noopener\">royal rebrand<\/a>&#8221; stressed Canada&#8217;s ties to the British monarchy and Conservative support for the Crown. It promoted Canadian history and launched a campaign to promote awareness of the <a href=\"https:\/\/www.canada.ca\/en\/library-archives\/collection\/research-help\/military-history\/war-1812.html\" target=\"_blank\" rel=\"noreferrer noopener\">War of 1812<\/a>, including &#8220;<a href=\"https:\/\/www.youtube.com\/watch?v=s4i_qe9W6Dk\" target=\"_blank\" rel=\"noreferrer noopener\">The Fight for Canada<\/a>&#8221; an expensive ad <a href=\"https:\/\/www.youtube.com\/watch?v=BDq38OUzqec\" target=\"_blank\" rel=\"noreferrer noopener\">satirized by the <em>Mercer Report<\/em><\/a> television comedy series.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Carney has also stressed these ties to promote Canadian sovereignty, <a href=\"https:\/\/www.bbc.com\/news\/articles\/cvgny7zden9o\" target=\"_blank\" rel=\"noreferrer noopener\">inviting King Charles<\/a> to read the Speech from the Throne. The government continues to use British spelling in major documents like the 2026 Economic Update, a gesture <a href=\"https:\/\/www.ctvnews.ca\/canada\/article\/some-canadians-tell-carney-ottawas-spelling-protocol-should-lean-british\/\" target=\"_blank\" rel=\"noreferrer noopener\">many Canadians like<\/a> despite <a href=\"https:\/\/editors.ca\/wp-content\/uploads\/2025\/12\/Editors-Canada-letter-to-PM-re-Canadian-English-spelling-FINAL-signed.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a call by linguists to use Canadian spellings<\/a>.<\/p>\n\n\n\n<h2 id=\"the-perils-of-brand-politics\" class=\"wp-block-heading has-text-align-center\">The perils of brand politics<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/brandingstrategyinsider.com\/2010\/10\/41-causes-of-brand-failure\/\" target=\"_blank\" rel=\"noreferrer noopener\">A brand fails<\/a> when its promise is not met, it no longer reflects its values or there is incoherence or a lack of clarity about what the brand represents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For political brands, advertising and symbolism cannot overcome a loss of faith. A brand politics strategy could not salvage the Harper Conservatives&#8217; fate in the 2015 federal election despite their efforts to replace the Liberals as Canada&#8217;s &#8220;natural governing party.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trudeau&#8217;s Liberals won because Conservative rhetoric and actions <a href=\"https:\/\/richardnimijean.weebly.com\/uploads\/3\/8\/0\/7\/38072025\/2017-nimijean-_chapter_only_-_migrant_spirit_contested.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">were out of sync<\/a> with Canadian attitudes about diversity, rights, the Syrian refugee crisis and their own efforts to reach out to new Canadians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">United States President Donald Trump&#8217;s latest 50 per cent tariff threats \u2014 <a href=\"https:\/\/www.ctvnews.ca\/world\/trumps-tariffs\/article\/trump-extends-tariff-deadline-as-canada-us-attempt-to-hammer-out-deal-live-updates-here\/\" target=\"_blank\" rel=\"noreferrer noopener\">with his deadline now this Friday, Aug. 21 instead of Aug. 19<\/a> \u2014 and <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/jul\/21\/trump-defends-tariff-canada\" target=\"_blank\" rel=\"noreferrer noopener\">his claim<\/a> that &#8220;without us, there&#8217;s no way [Canada] can survive,&#8221; have prompted <a href=\"https:\/\/www.theglobeandmail.com\/world\/us-politics\/article-ottawa-weighs-proposal-on-auto-tariffs-as-it-presses-us-for-reprieve\/\" target=\"_blank\" rel=\"noreferrer noopener\">intense negotiations<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Liberal government could suffer the same fate as the Harper government if it fails to deliver on Carney&#8217;s &#8220;elbows up&#8221; promise that &#8220;<a href=\"https:\/\/theconversation.com\/mark-carney-tells-donald-trump-canada-is-not-for-sale-in-a-high-stakes-oval-office-meeting-255931\" target=\"_blank\" rel=\"noreferrer noopener\">Canada is not for sale<\/a>.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/theconversation.com\/elbows-down-why-mark-carney-seems-to-keep-caving-to-donald-trump-261304\" target=\"_blank\" rel=\"noreferrer noopener\">Carney is far less &#8220;elbows up&#8221;<\/a> than assumed, and Canadians&#8217; faith in Brand Carney is <a href=\"https:\/\/www.338canada.ca\/p\/leger-enough-concessions-say-most\" target=\"_blank\" rel=\"noreferrer noopener\">starting to dissipate<\/a>. <a href=\"https:\/\/angusreid.org\/trump-carney-50-percent-threat\/\" target=\"_blank\" rel=\"noreferrer noopener\">Polling suggests Canadian confidence in Carney&#8217;s ability to secure a good deal is slipping<\/a> as his room for reaching a deal satisfactory to both Trump and Canadians <a href=\"https:\/\/www.theglobeandmail.com\/politics\/opinion\/article-peering-over-the-cliff-of-lose-lose-trade-talks\/\" target=\"_blank\" rel=\"noreferrer noopener\">narrows<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, some provinces have said they, and not the federal government, will decide when or whether they will <a href=\"https:\/\/www.thestar.com\/politics\/federal\/us-trade-talks-focus-on-booze-ban-dairy-as-new-trump-tariffs-loom\/article_b255ecf9-2ded-4394-83a5-efc712464945.html\" target=\"_blank\" rel=\"noreferrer noopener\">lift their bans on the sale of American alcohol<\/a>.<\/p>\n\n\n\n<h2 id=\"results-matter\" class=\"wp-block-heading has-text-align-center\">Results matter<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Brand incoherence could lead a drop in popularity. <a href=\"https:\/\/theconversation.com\/why-mark-carney-is-pushing-fortress-north-america-amid-deep-canadian-distrust-of-the-u-s-283434\" target=\"_blank\" rel=\"noreferrer noopener\">Carney&#8217;s pursuit of Fortress North America<\/a> and his pledge that <a href=\"https:\/\/www.cbc.ca\/news\/politics\/carney-new-york-speech-9.7214907\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;Canada Strong will help make America great again&#8221;<\/a> have already challenged his brand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The label of <a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-concession-carney-faces-his-neville-chamberlain-moment\/\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;Concession Carney,&#8221;<\/a> buttressed by <a href=\"https:\/\/ca.news.yahoo.com\/poilievre-says-carney-needs-deliver-182113822.html\" target=\"_blank\" rel=\"noreferrer noopener\">Poilievre&#8217;s demand<\/a> that Carney start showing results and not just make concessions, could undermine his 2025 insistence that <a href=\"https:\/\/www.cbc.ca\/news\/politics\/carney-attends-first-ministers-meeting-1.7590547\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;the government of Canada will not accept a bad deal.&#8221;<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/macleans.ca\/politics\/carney-is-the-crisis-manager-canada-needs\/\" target=\"_blank\" rel=\"noreferrer noopener\">Being seen as an effective crisis manager<\/a> is central to <a href=\"https:\/\/www.theglobeandmail.com\/politics\/opinion\/article-hes-useful-in-a-crisis-but-is-he-any-good-at-politics-a-look-at-mark\/\" target=\"_blank\" rel=\"noreferrer noopener\">Carney&#8217;s political brand<\/a>. <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2026\/08\/17\/prime-minister-carney-announces-largest-clean-energy-investment-north\" target=\"_blank\" rel=\"noreferrer noopener\">His press releases<\/a> regularly remind Canadians that the world is perilous but his government can manage turbulence: &#8220;In a more dangerous and divided world, Canada&#8217;s new government is focused on what we can control: building a stronger, more independent, and more sustainable country.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, an emphasis on communication and symbolism in support of the brand can only go so far. Results matter, as seen in American filmmaker Rachel Boynton&#8217;s documentary on Bolivia&#8217;s 2002 presidential election, <a href=\"https:\/\/www.indiewire.com\/criticism\/culture\/anger-management-rachel-boyntons-our-brand-is-crisis-77095\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Our Brand is Crisis<\/em><\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">American campaign consultants for Gonzalo &#8220;Goni&#8221; S\u00e1nchez de Lozada developed a winning strategy emphasizing Goni as the candidate who could meet economic crises head-on. Protests soon followed after Goni failed to deliver the results voters expected, and he resigned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.reverseshot.org\/interviews\/entry\/1020\/rachel-boynton\" target=\"_blank\" rel=\"noreferrer noopener\">As Boynton said in an interview<\/a>, &#8220;The only thing about Goni that the consultants thought they could sell \u2014 at least the major thing \u2014 was his ability to handle the economy in a moment of crisis. Hence the title of the film.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is an important lesson here for Carney, who will be judged not by his brand strategy but by his actions.
