scenario that would nonetheless be irresponsible to ignore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several leading <a href=\"https:\/\/www.bbc.com\/news\/articles\/czx82j5wd8vo\" target=\"_blank\" rel=\"noreferrer noopener\">political<\/a> and <a href=\"https:\/\/www.ctvnews.ca\/canada\/article\/former-top-solider-weighs-in-on-small-probability-of-us-military-action-against-canada\/\" target=\"_blank\" rel=\"noreferrer noopener\">military<\/a> officials have also signalled that while the threat is unlikely, it cannot be entirely ruled out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our <a href=\"https:\/\/doi.org\/10.1177\/00207020261452287\" target=\"_blank\" rel=\"noreferrer noopener\">research<\/a> suggests U.S. President Donald Trump&#8217;s <a href=\"https:\/\/www.ctvnews.ca\/canada\/article\/trump-shares-altered-map-of-us-flag-covering-canada-greenland-and-venezuela\/?taid=696f918651f1b30001fa26f7\" target=\"_blank\" rel=\"noreferrer noopener\">threats to Canadian sovereignty<\/a> are even more serious than these alarming public statements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Grey zone attacks, <a href=\"https:\/\/disinfowatch.org\/foreign-interference-targeting-canada-and-alberta\/\" target=\"_blank\" rel=\"noreferrer noopener\">disinformation<\/a> campaigns and <a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-alberta-separatism-canada-united-states-republican\/\" target=\"_blank\" rel=\"noreferrer noopener\">covert political interference<\/a> remain far greater threats to Canada than outright war. Yet there is more substance behind Carney&#8217;s risk assessment than most Canadians realize.<\/p>\n\n\n\n<h2 id=\"analyzing-the-tail-risk\" class=\"wp-block-heading has-text-align-center\">Analyzing the tail risk<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond Trump&#8217;s rhetoric, there are material and geo-strategic reasons why Canada must take this &#8220;tail risk&#8221; seriously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump administration has repeatedly threatened <a href=\"https:\/\/www.lemonde.fr\/en\/opinion\/article\/2026\/01\/05\/the-us-intervention-in-venezuela-violates-foundational-principles-of-contemporary-international-law_6749109_23.html?srsltid=AU7gw4U6kizoNmeg4BmvPnwv_nLWB_szTzJcb87IrjrSilnjsExW716v#\" target=\"_blank\" rel=\"noreferrer noopener\">the sovereignty of independent states<\/a> and <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/04\/trump-administration-illegal-war-iran-experts\" target=\"_blank\" rel=\"noreferrer noopener\">violated international law<\/a> in pursuit of its strategic interests. <a href=\"https:\/\/www.brookings.edu\/articles\/the-iran-war-and-the-war-powers-resolution\/\" target=\"_blank\" rel=\"noreferrer noopener\">Normal checks<\/a> and balances no longer seem to restrain erratic American military actions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the emerging multi-polar order, Canada also matches the exact profile of high-priority U.S. targets: rich in natural <a href=\"https:\/\/www.ctvnews.ca\/world\/article\/what-does-donald-trump-actually-want-from-canada-heres-what-experts-say\/\" target=\"_blank\" rel=\"noreferrer noopener\">resources<\/a> and <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/energysource\/energy-dominance-reconsidered-from-domestic-abundance-to-global-strategic-leverage\/\" target=\"_blank\" rel=\"noreferrer noopener\">energy<\/a>; strategically located in <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/12\/2025-National-Security-Strategy.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">the Western Hemisphere.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Threats from south of the border are not merely rhetorical, and the Canadian government knows it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, the Canadian Armed Forces&#8217;s new &#8220;2nd Division&#8221; has been specifically tasked with <a href=\"https:\/\/www.cbc.ca\/news\/canada\/edmonton\/canadian-army-readies-for-future-of-combat-9.7339337\" target=\"_blank\" rel=\"noreferrer noopener\">homeland defence<\/a>. In this new structure, the Department of National Defence is planning to increase <a href=\"https:\/\/www.cbc.ca\/news\/politics\/army-canada-mobilization-soldiers-9.7145446\" target=\"_blank\" rel=\"noreferrer noopener\">reserve forces to 100,000<\/a> and create an additional, all-new 300,000-person Supplementary Reserve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This speaks volumes. There&#8217;s no need for 400,000 reservists for homeland defence unless there&#8217;s a threat to the homeland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ottawa has been tight-lipped about its contingency plans for this military threat. But without <a href=\"https:\/\/theconversation.com\/how-could-canada-deter-an-invasion-nukes-and-mandatory-military-service-253414\" target=\"_blank\" rel=\"noreferrer noopener\">nuclear weapons<\/a>, these tail-risk scenarios can realistically fall into two possible categories: conventional asymmetric war or insurgency.<\/p>\n\n\n\n<h2 id=\"conventional-warfare\" class=\"wp-block-heading has-text-align-center\">Conventional warfare<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Conventional warfare is armed conflict between states, fought by uniformed armed forces under centralized state authority. Given the extreme power disparity, most analysts would agree that the U.S. would easily defeat Canada in a conventional conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, novel approaches to asymmetric warfare tell a different story.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/smallwarsjournal.com\/2026\/05\/21\/distributed-combat-power-how-ukraine-is-redefining-fires-electronic-warfare-and-air-defense-at-the-tactical-level\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ukraine<\/a> is a gold-standard case. The country has used drones, commercial satellites, mobile surface-to-air missiles, <a href=\"https:\/\/spectrum.ieee.org\/ukraine-hackers-war\" target=\"_blank\" rel=\"noreferrer noopener\">electronic warfare<\/a> and networked intelligence to impose punishing costs on the Russians, making it easier to strike large <a href=\"https:\/\/www.newamerica.org\/insights\/the-future-of-deception-in-war\/chapter-iii-trends-in-modern-war-driving-adaptation-in-military-deception\/\" target=\"_blank\" rel=\"noreferrer noopener\">concentrations of forces<\/a> and making air operations <a href=\"https:\/\/www.airandspaceforces.com\/article\/air-superiority-and-russias-war-on-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">more dangerous<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, Ukraine relies heavily on <a href=\"https:\/\/www.kielinstitut.de\/research\/topics\/war-against-ukraine\/ukraine-support-tracker\/\" target=\"_blank\" rel=\"noreferrer noopener\">foreign resources<\/a> and technology transfers to check Russian advances. Nonetheless, its <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/ukrainealert\/ukraines-innovative-robot-offensive-just-reversed-a-year-of-russian-gains\/\" target=\"_blank\" rel=\"noreferrer noopener\">homegrown battlefield innovations<\/a> \u2014 especially in drone technology \u2014 are a master class in modern asymmetric warfare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iran offers additional lessons. Its approach is established around &#8220;strategic denial&#8221; \u2014 making American objectives costly and unachievable. Like Ukraine, it uses low-cost equipment to inflict losses of expensive material. Its drone and missile salvos overwhelm opponents, forcing them to expend <a href=\"https:\/\/www.cnn.com\/2026\/08\/04\/politics\/us-iran-key-missile-interceptors-low\" target=\"_blank\" rel=\"noreferrer noopener\">critical interceptors<\/a> and clearing pathways for precision ballistic strikes on <a href=\"https:\/\/www.bbc.com\/news\/articles\/c8g49e0gwxeno\" target=\"_blank\" rel=\"noreferrer noopener\">key infrastructure<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, Iran&#8217;s command structure is built for contemporary warfare, dispersing conventional units and proxy networks to keep fighting even if leadership, communications or major bases are struck. It has robust plans in place for leadership succession and regime cohesion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With a terrain the size of Western Europe, Iran is also a <a href=\"https:\/\/www.wionews.com\/photos\/how-geography-protects-iran-from-a-us-ground-invasion-1767615638296\/1767615638297\" target=\"_blank\" rel=\"noreferrer noopener\">natural fortress<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its defence systems are indigenous and <a href=\"https:\/\/timesofindia.indiatimes.com\/defence\/international\/inside-mosaic-defence-strategy-why-killing-irans-top-commanders-may-not-end-the-war\/articleshow\/129575049.cms\" target=\"_blank\" rel=\"noreferrer noopener\">built for endurance<\/a>. They&#8217;re designed to survive an initial assault and retaliate, gradually increasing the political, military and economic costs for its adversaries. It has weaponized its terrain by moving key forces and production into missile cities <a href=\"https:\/\/www.aljazeera.com\/features\/2026\/3\/17\/inside-qeshm-irans-underground-missile-fortress-and-geological-marvel\" target=\"_blank\" rel=\"noreferrer noopener\">deep underground<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iran has also leveraged its geography by asserting control over the <a href=\"https:\/\/responsiblestatecraft.org\/strait-of-hormuz-and-iran\/\" target=\"_blank\" rel=\"noreferrer noopener\">Strait of Hormuz<\/a> to disrupt critical energy supply chains and put economic pressure on the U.S. and its <a href=\"https:\/\/www.giga-hamburg.de\/en\/publications\/giga-focus\/scepticism-distance-and-fear-how-people-in-germany-see-the-iran-war\" target=\"_blank\" rel=\"noreferrer noopener\">western allies<\/a>. It has devastated Gulf allies&#8217; infrastructure, oil production and economies, and threatened critical <a href=\"https:\/\/www.csis.org\/analysis\/what-iran-war-costing-joint-gulf-us-ambitions-ai\" target=\"_blank\" rel=\"noreferrer noopener\">petrodollar investments<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine and Iran offer asymmetric war-fighting lessons for mid-sized countries worried about possible invasion. Both have so far retained the loyalty of their armed forces, avoided internal regime fracture or collapse and made invasion a costly gamble for aggressors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any rational mid-sized country engaged in scenario planning about fighting a great power will be taking notes on these strategies.<\/p>\n\n\n\n<h2 id=\"insurgent-warfare\" class=\"wp-block-heading has-text-align-center\">Insurgent warfare<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Insurgency is a type of asymmetric warfare where <a href=\"https:\/\/opil.ouplaw.com\/display\/10.1093\/law:epil\/9780199231690\/law-9780199231690-e308?p=emailAiC5Ihckvp8o.&amp;d=\/10.1093\/law:epil\/9780199231690\/law-9780199231690-e308&amp;print\" target=\"_blank\" rel=\"noreferrer noopener\">non-state entities<\/a> use irregular tactics against a government or occupying power. This approach assumes conventional warfare has failed and the state has been captured.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, war does not end there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a state cannot sustain a Ukraine- or Iran-style defence, the alternative is <a href=\"https:\/\/theconversation.com\/why-annexing-canada-would-destroy-the-united-states-249561\" target=\"_blank\" rel=\"noreferrer noopener\">guerrilla warfare<\/a>. In this scenario, the armed forces intentionally scrap their uniforms, blend into society and launch a covert and punishing insurgency against occupying powers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-military-models-canadian-response-to-hypothetical-american-invasion\/\" target=\"_blank\" rel=\"noreferrer noopener\">a highly effective strategy<\/a>, uniquely well-suited to Canada&#8217;s vast, rugged and unforgiving terrain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From Vietnam to Afghanistan, history suggests superpowers fare poorly against this type of warfare. In recent years, there have been <a href=\"https:\/\/doi.org\/10.1093\/jogss\/ogaa048\" target=\"_blank\" rel=\"noreferrer noopener\">new innovations<\/a> in insurgent tactics that make modern insurgencies near-impossible to defeat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any mid-sized country considering guerrilla warfare as a homeland defence strategy should closely study these novel insurgent tactics.<\/p>\n\n\n\n<h2 id=\"a-national-conversation\" class=\"wp-block-heading has-text-align-center\">A national conversation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ordinary citizens cannot control the many high-risk and tail-risk scenarios on the global horizon. But they can decide what Canada does about them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As <a href=\"https:\/\/www.cbc.ca\/news\/politics\/russia-nato-arms-germany-war-canada-9.7232514\" target=\"_blank\" rel=\"noreferrer noopener\">Europe potentially teeters<\/a> on major war and Canada faces <a href=\"http:\/\/theconversation.com\/canada-must-consider-even-unlikely-threats-including-an-american-invasion-292866\" target=\"_blank\" rel=\"noreferrer noopener\">unprecedented threats at home<\/a>, the Canadian military is preparing for future risks. In the months ahead, the country will learn about the federal government&#8217;s defence proposals, including plans for mass military mobilization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But decisions of this scale demand a national conversation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Canadians have a right and duty to ask tough questions and demand clear answers from their leaders.
