countries like Syria and Somalia.<\/p>\n\n\n\n<p>And when these nations are in turmoil, one Carleton researcher says it can affect neighbouring nations \u2013 and it becomes everyone\u2019s responsibility to help.<\/p>\n\n\n\n<p>\u201cThese are complex problems \u2013 what we call problems from hell,\u201d says David Carment, a professor of International Affairs at the <a href=\"http:\/\/carleton.ca\/npsia\/\" target=\"_blank\">Norman Paterson School of International Affairs<\/a>.<\/p>\n\n\n<div class=\"not-prose cu-quote cu-component-spacing\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;These are wicked problems, and they require huge co-ordination and investment from a variety of countries.&#8221;<\/p>\n<\/blockquote>\n<\/div>\n\n\n<p>Both fragile and failed states face difficult futures, says Carment, but they are different from one another.<\/p>\n\n\n<figure unable to support itself; its institutions are destroyed, its leadership may be absent and its economy is underdeveloped,\u201d he explains. \u201cA failed state is the end point where countries no longer exhibit key features of statehood and don\u2019t have the ability to function.\u201d<\/p>\n\n\n\n<p>Carment says that fragile states are different and may have a functioning political system, but might be economically underdeveloped \u2013 or vice versa.<\/p>\n\n\n\n<p>In fact, he says all countries have the ability to become fragile \u2013 for example, when Hurricane Katrina hit the United States in 2005.<\/p>\n\n\n\n<p>Over the years, the Carleton professor has studied the topic and currently leads a team of researchers that looks into how policies effect fragile and failed states.<\/p>\n\n\n\n<p>Carment is the lead researcher for the Country Indicators for Foreign Policy (CIFP) project, which is a joint project between academics and the government. Prevention is the path for a cure.\u201d<\/p>\n\n\n\n<p>He adds that each fragile and failed state is different, with its own unique set of issues.<\/p>\n\n\n\n<p>\u201cThere is no single one-size-fits-all policy,\u201d Carment says. \u201cThat\u2019s the nature of fragility.\u201d<\/p>\n\n\n\n<p>His research into fragile and failed states has appeared in the <a href=\"http:\/\/hir.harvard.edu\/\">Harvard International Review<\/a>, <a href=\"http:\/\/www.tandfonline.com\/loi\/ctwq20\" target=\"_blank\">Third World Quarterly<\/a>, <a href=\"https:\/\/www.prio.org\/jpr\/\" target=\"_blank\">Journal of Peace Research<\/a>, <a href=\"http:\/\/journals.sagepub.com\/home\/jcr\" target=\"_blank\">Journal of Conflict Resolution<\/a> and the <a href=\"http:\/\/journals.sagepub.com\/home\/cmp\" target=\"_blank\">Journal of Conflict Management and Peace Science<\/a>. Carment also works on related research, including state fragility and how diaspora can support weakening states. This research appears in his recently released edited volume on <a href=\"https:\/\/www.palgrave.com\/de\/book\/9783319328911\" target=\"_blank\">Diaspora as Cultures of Cooperation<\/a> (with Ariane Sadjed).<\/p>\n\n\n\n<p>This year, Carment received a <a href=\"http:\/\/www.sshrc-crsh.gc.ca\/home-accueil-eng.aspx\" target=\"_blank\">Social Sciences and Humanities Research Council<\/a> (SSHRC) grant and is currently working on a book manuscript with his colleague, Teddy Samy. The book will include their research on state transitions out of fragility. At the conference, he spoke about his research on fragile states and pathways out of fragility.<\/p>\n\n\n\n<p>Ultimately, Carment says the Canadian government is open to fixing fragile states and he hopes his research will give the government the proper tools to create effective policies.<\/p>\n\n\n\n<p>He adds that the tools wouldn\u2019t be there if he didn\u2019t have a strong team of student researchers working behind the scenes.
