She has also been recognized for significant contributions to the public sector with the Queen Elizabeth II Diamond and Jubilee medals, and the 125th Anniversary of the Confederation of Canada Medal.<\/p>\n\n\n\n<h2 id=\"an-amazing-opportunity\" class=\"wp-block-heading\">An Amazing Opportunity<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>\u201cI am honoured to be asked to serve as chancellor,\u201d said Baltacio\u011flu, who advised four prime ministers and succeeds <a href=\"https:\/\/carleton.ca\/about\/university-executive\/the-chancellor\/\" target=\"_blank\" rel=\"noopener\">Charles Chi<\/a> as the university\u2019s titular head. \u201cCarleton changed my life. It gave me an amazing opportunity to have an influence on my country.\u201d<\/p>\n\n\n\n<p>\u201cWe are very excited to have Ms. Baltacio\u011flu coming back to our campus,\u201d said Carleton President <a href=\"https:\/\/carleton.ca\/president\/\" target=\"_blank\" rel=\"noopener\">Benoit-Antoine Bacon<\/a>. \u201cShe is a resilient and purposeful leader who, throughout her outstanding and award-winning career, has always taken time to mentor many of her colleagues, including young civil servants beginning their careers.<\/p>\n\n\n\n<p>\u201cThe chancellor is a symbol of the aspirations of our students, and a link to the broader community,\u201d said Bacon. \u201cThese roles are critical to our mission to contribute to the social, economic and common good in Ottawa, across Canada and around the world.\u201d<\/p>\n\n\n\n<p><\/p>\n\n\n\n<iframe loading=\"lazy\" width=\"725\" height=\"408\" src=\"https:\/\/www.youtube.com\/embed\/6KRzsM3W2eI?start=312\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen=\"\"><\/iframe>\n\n\n\n<p><\/p>\n\n\n\n<p>\u201cPersonal integrity is of utmost importance in this role,\u201d <a href=\"https:\/\/carleton.ca\/secretariat\/boardofgovernors\/nik-nanos\/\" target=\"_blank\" rel=\"noopener\">Nik Nanos<\/a>, chair of Carleton\u2019s Board of Governors, said of Baltacio\u011flu\u2019s appointment. \u201cThe chancellor is a champion of the university\u2019s values, and in ceremonies and other public settings, she will inspire our students and foster Carleton pride.\u201d<\/p>\n\n\n\n<h2 id=\"a-fascination-with-canadian-democracy\" class=\"wp-block-heading\">A Fascination with Canadian Democracy<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>Born in Turkey, Baltacio\u011flu came to Canada at the age of 21 after earning a law degree at Istanbul University. With a foreign degree and one young child at home, she had no idea what her future held.<\/p>\n\n\n\n<p>\u201cI started watching Question Period and I became fascinated by Canadian democracy,\u201d said Baltacio\u011flu. \u201cSo I applied to the School of Public Policy and Administration (SPPA) to learn more about the government.\u201d<\/p>\n\n\n\n<p>Much to her surprise, she was accepted. \u201cCarleton gave me that break. They gave me a degree, professional contacts and confidence, which is no small thing. They really supported me as a young woman.\u201d<\/p>\n\n\n\n<p>Carleton also introduced her to the public service. She was recommended for a term position at the Public Service Commission by one of her professors. She embarked on a career that included work in six departments on topics ranging from agriculture and food policy to transport and infrastructure policy, environment and climate change policy, and social policy.<\/p>\n\n\n\n<figure class=\"wp-block-embed\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Yaprak Baltacioglu\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/Y0CDOqX-Vp8?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>\u201cSPPA trained me as a generalist,\u201d said Baltacio\u011flu. \u201cSo when I got to the public service, I could learn and do almost anything. When I got my first paycheque, I couldn\u2019t believe they would pay me to have so much fun. I loved it from day one.\u201d<\/p>\n\n\n\n<p>\u201cFor nearly 30 years, Yaprak Baltacio\u011flu served Canadians with skill, dedication and pride,\u201d Prime Minister Justin Trudeau tweeted when she retired from public service this past spring. \u201cThe Treasury Board, our public service \u2014&nbsp;and our country \u2014&nbsp;will miss your outstanding leadership.\u201d<\/p>\n\n\n\n<p>\u201cAfter the career and life journey that she has had, she will be able to understand the challenges that our students face and the opportunities they have,\u201d said Andr\u00e9 Plourde, dean of Carleton\u2019s Faculty of Public Affairs, which is the home of SPPA. \u201cI am proud to count her among our alumni and look forward to this new stage of her relationship with the university.\u201d<\/p>\n\n\n\n<p>Other distinguished Canadians who have served as chancellor at Carleton include Marc Garneau, Ray Hnatyshyn, Arthur Kroeger, Pauline Jewett and Lester B. Pearson.<\/p>\n\n\n\n<h2 id=\"leading-transformation\" class=\"wp-block-heading\">Leading Transformation<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>Throughout her career, Baltacio\u011flu shaped policy, oversaw programs and operations, led transformation, contributed on many senior committees, and had an impact on the direction of government affairs at the highest levels of decision making.<\/p>\n\n\n\n<p>As Secretary of the Treasury Board, she led support for the government\u2019s management board and provided strategic and operational leadership that advanced sound governance and produced results across the full spectrum of the federal government\u2019s programs, policies, directives, regulations and expenditures.<\/p>\n\n\n\n<p>\u201cMany people think of the public service as bureaucracy and red tape, but they don\u2019t always understand what we do,\u201d she said during her time at Treasury Board. \u201cIt\u2019s an amazing opportunity to have an influence on your country. The idea that a foreign-born adult could come to a country and end up with this job would not happen anywhere else.\u201d<\/p>\n\n\n\n<p>A respected negotiator, Baltacio\u011flu led collective bargaining for 200,000 core public service employees and championed innovative efforts that successfully advanced mental health, employee wellness and diversity in the workplace.<\/p>\n\n\n\n<p>Baltacio\u011flu resides in Ottawa and serves on the boards of the Institute of Corporate Directors and Hydro Ottawa. She is a professor at the University of Toronto\u2019s Munk School of Global Affairs and Public Policy.<\/p>\n\n\n\n<p>\u201cI would like to thank our community for all the excellent nominations, and especially the members of the Committee on the Selection of the Chancellor for their work and their wisdom through this important process,\u201d said Bacon, who served as chair.
