These actions must go beyond Band-Aid solutions and ineffective strategies.<\/p>\n\n\n\n<p>Ineffective strategies include <a href=\"http:\/\/www.newsweek.com\/want-move-canada-canadian-immigration-officials-say-you-shouldnt-672253\" target=\"_blank\" rel=\"noopener noreferrer\">visiting Latino migrant communities<\/a> in the U.S. to warn people against crossing the Canada-U.S. border at irregular border points. <\/p>\n\n\n\n<p>Nor should we declare the entire Canada-U.S. border an official border crossing, a proposal rightly described in a recent article in <em>The Conversation Canada<\/em> as \u201c<a href=\"https:\/\/theconversation.com\/u-s-canada-agreement-on-refugees-is-now-unconstitutional-98227\" target=\"_blank\" rel=\"noopener noreferrer\">a fantasy<\/a>.\u201d<\/p>\n\n\n\n<h2 id=\"canada-owes-it-to-help-central-americans\" class=\"wp-block-heading\">Canada owes it to help Central Americans<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>Some might argue Canada isn\u2019t responsible for what happens in other countries. Based on this assumption, some Canadians might believe we shouldn\u2019t be responsible for refugees.<\/p>\n\n\n\n<p>But Canada is not an isolated country. We have wielded our influence in the past over Central American countries, usually with detrimental results.<\/p>\n\n\n\n<p>For example, Canada promptly supported the military coup d\u2019\u00e9tat in Honduras in 2009. This was <a href=\"https:\/\/btlbooks.com\/book\/ottawa-and-empire\" target=\"_blank\" rel=\"noopener noreferrer\">meant to preserve<\/a> Canadian owners\u2019 and investors\u2019 capital in the <a href=\"https:\/\/miningwatch.ca\/news\/2013\/1\/24\/honduran-mining-law-passed-and-ratified-fight-not-over\" target=\"_blank\" rel=\"noopener noreferrer\">mining<\/a>, garment and tourism industries.<\/p>\n\n\n\n<figure class=\"wp-block-image align-center\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/224658\/original\/file-20180625-19416-1tz04bo.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"\"\/><figcaption class=\"wp-element-caption\">\n              <span class=\"caption\">A woman pleads for the release of two residents who were detained by police during clashes in El Limon, Nicaragua, in October 2015. Riot police clashed with striking workers demanding the reinstatement of fired employees from the Canadian mining company B2Gold, an example of the type of unrest and controversy that has often dogged Canadian mining companies in Central America. <span class=\"source\">(AP Photo\/Esteban Felix)<\/span><\/span><br>\n            <\/figcaption><\/figure>\n\n\n\n<p>Some of those Canadian <a href=\"https:\/\/www.telesurtv.net\/english\/news\/200-Latin-American-Groups-Look-to-Stop-Canadian-Mining-Abuses-20160425-0047.html\" target=\"_blank\" rel=\"noopener noreferrer\">mining companies\u2019 actions<\/a> have led to <a href=\"https:\/\/fernwoodpublishing.ca\/book\/blood-of-extraction\" target=\"_blank\" rel=\"noopener noreferrer\">environmental and human right abuses<\/a> and displacements in these countries. Some face charges in <a href=\"https:\/\/miningwatch.ca\/news\/2018\/3\/9\/guatemalan-constitutional-court-keeps-tahoe-resources-operations-suspended-orders\" target=\"_blank\" rel=\"noopener noreferrer\">various<\/a> <a href=\"https:\/\/miningwatch.ca\/news\/2018\/4\/5\/salvadorans-reinforce-commitment-sustain-historic-mining-ban-its-first-anniversary\" target=\"_blank\" rel=\"noopener noreferrer\">courts<\/a>, including <a href=\"https:\/\/www.canlii.org\/en\/bc\/bcca\/doc\/2017\/2017bcca39\/2017bcca39.html\" target=\"_blank\" rel=\"noopener noreferrer\">Canada<\/a>.<\/p>\n\n\n\n<p>We should not forget that under Stephen Harper\u2019s government, Canadian taxpayers paid for personnel and embassies around the world to be converted into economic war rooms. As demonstrated by <a href=\"https:\/\/www.scribd.com\/doc\/256810923\/A201202266-2013-11-01-07-59-40\" target=\"_blank\" rel=\"noopener noreferrer\">released government emails<\/a>, the Conservatives defended Canadian companies abroad <a href=\"https:\/\/miningwatch.ca\/sites\/default\/files\/excellon_report_2015-02-23.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">no matter<\/a> how they <a href=\"https:\/\/miningwatch.ca\/sites\/default\/files\/2psicpublicfinal.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">conducted themselves<\/a>.<\/p>\n\n\n\n<p>Canada\u2019s past interventions in some of these countries ethically binds us to care about what is happening now to their citizens.<\/p>\n\n\n\n<h2 id=\"separating-migrant-children-from-parents\" class=\"wp-block-heading\">Separating migrant children from parents<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p><a href=\"http:\/\/www.msnbc.com\/all-in\/exclusive-trump-admin-plans-expanded-immigrant-detention\" target=\"_blank\" rel=\"noopener noreferrer\">Planned since March 2017<\/a>, the U.S. has been separating undocumented migrant children from their parents when detained at its southern border. As a result, as many as 11,200 children have been detained <a href=\"https:\/\/www.bbc.co.uk\/programmes\/w172w2561dllryy\" target=\"_blank\" rel=\"noopener noreferrer\">since last August<\/a>.<\/p>\n\n\n\n<p>These children have been interned under conditions that \u201c<a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/surge-children-separated-border-floods-facility-undocumented-immigrants-n883001\" target=\"_blank\" rel=\"noopener noreferrer\">look more like incarceration than temporary shelter<\/a>.\u201d Other children have alleged they were <a href=\"https:\/\/assets.documentcloud.org\/documents\/4529878\/Shenandoah-Complaint.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">assaulted and suffered severe physical<\/a> and <a href=\"http:\/\/www.centerforhumanrights.org\/PDFs\/420-1%20Exhibit%20Vol.%201,%20Exs.%201-20,%20Pages%201-108%20%28Redacted%29.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">emotional abuse<\/a>  while in detention.<\/p>\n\n\n\n<p>U.S. President Donald Trump <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/affording-congress-opportunity-address-family-separation\/\" target=\"_blank\" rel=\"noopener noreferrer\">has signed an executive order<\/a> to stop the separation process. But the American government has <a href=\"https:\/\/www.newyorker.com\/news\/news-desk\/the-government-has-no-plan-for-reuniting-the-immigrant-families-it-is-tearing-apart\" target=\"_blank\" rel=\"noopener noreferrer\">no plan yet for reuniting<\/a> the separated immigrant families.<\/p>\n\n\n\n<p>What\u2019s more, as a class-action complaint against these youth detention centres asserts, the Trump administration\u2019s actions are \u201c<a href=\"https:\/\/assets.documentcloud.org\/documents\/4529878\/Shenandoah-Complaint.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">part of a growing trend of punitive, racially discriminatory conditions<\/a>.\u201d This is part of Trump\u2019s so-called \u201czero tolerance\u201d policy at the U.S. southern border.<\/p>\n\n\n\n<p>These policies are aimed almost entirely at deterring the migration of Mexicans and Central Americans. However, the policies and measures <a href=\"https:\/\/www.doctorswithoutborders.org\/what-we-do\/news-stories\/research\/report-forced-flee-central-americas-northern-triangle\" target=\"_blank\" rel=\"noopener noreferrer\">ignore the violence<\/a> that these people face in their home countries.<\/p>\n\n\n\n<h2 id=\"why-are-central-americans-fleeing\" class=\"wp-block-heading\">Why are Central Americans fleeing?<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>There are extraordinary rates of murder, crime, impunity, extortion and forced gang recruitment in Central America. This is partly the result of gang networks operating in that region as well as in Mexico and the U.S.<\/p>\n\n\n\n<p>Add to this mix the demand for <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/18_0612_PLCY_DHS-Northern-Border-Strategy.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">cocaine and methamphetamine<\/a> in Canada and the U.S.<br>\nThat\u2019s <a href=\"https:\/\/www.ice.gov\/features\/hpr-gangs\" target=\"_blank\" rel=\"noopener noreferrer\">led the gangs to add<\/a> international narcotics and weapons trafficking, along with human smuggling, trafficking and prostitution, to their criminal repertoire.<\/p>\n\n\n\n<p>Nonetheless, the U.S. <a href=\"https:\/\/www.uscis.gov\/humanitarian\/temporary-protected-status\" target=\"_blank\" rel=\"noopener noreferrer\">intends to withdraw<\/a> Temporary Protected Status from approximately 200,000 Salvadorans in September 2019 and 60,000 Hondurans in January 2020.<\/p>\n\n\n\n<p>The potential return of these migrants to their homelands will disrupt the economic and support systems generated by remittances between the U.S. and their countries of origin.<\/p>\n\n\n\n<p>These migrants will be sent back to countries with massive income inequality and lack of health care, social services and educational opportunities. And this sad state of affairs in Central American countries is the historical result of <a href=\"https:\/\/nsarchive.gwu.edu\/project\/guatemala-project\" target=\"_blank\" rel=\"noopener noreferrer\">U.S. foreign intervention<\/a>, as well as internal conflicts in the 1970s and 1980s and the <a href=\"https:\/\/us.macmillan.com\/books\/9780805083231\" target=\"_blank\" rel=\"noopener noreferrer\">uneven effect of economic liberalization<\/a> since the 1980s.<\/p>\n\n\n\n<h2 id=\"impact-of-upcoming-u-s-policy-changes\" class=\"wp-block-heading\">Impact of upcoming U.S. policy changes<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>Since June 11, gang violence (along with domestic violence) is <a href=\"https:\/\/www.justice.gov\/eoir\/page\/file\/1070866\/download\" target=\"_blank\" rel=\"noopener noreferrer\">no longer recognized<\/a> as a reason to claim asylum in the U.S.<\/p>\n\n\n\n<p>Furthermore, a <a href=\"https:\/\/www.congress.gov\/bill\/115th-congress\/house-bill\/6136\/text\" target=\"_blank\" rel=\"noopener noreferrer\">bill being voted<\/a> on in the House of Representatives, if approved, will substantially restructure the U.S. asylum system. It will also require further collaboration by other countries, including collecting and sharing travellers\u2019 biometric data and tackling irregular migration flows that may affect the U.S.<\/p>\n\n\n\n<figure class=\"wp-block-image align-right\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/224484\/original\/file-20180622-26546-1kxi8oe.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=237&amp;fit=clip\" alt=\"\"\/><figcaption class=\"wp-element-caption\">\n              <span class=\"caption\">Honduran Diva Funes holds a hand of her son Evercito, 4, while walking back from the U.S. to Reynosa, Mexico, on June 21, 2018. Phillip)<\/span><\/span><br>\n            <\/figcaption><\/figure>\n\n\n\n<p>The impact of these policy changes and the current conditions in Central America will be significant and could easily turn the region into a pressure-cooker.<\/p>\n\n\n\n<p>They will also spur a re-evaluation process among some Central Americans regarding whether to migrate at all, or where to go. As scholar <a href=\"https:\/\/www.researchgate.net\/profile\/Ailsa_Winton\/publication\/314622300_Violence_Borders_and_Boundaries_Reframing_Young_People%27s_Mobility\/links\/58d34fe792851c319e56f832\/Violence-Borders-and-Boundaries-Reframing-Young-Peoples-Mobility.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Ailsa Winton<\/a> puts it, they will try to achieve \u201ca complex balancing act of different kinds of harm.\u201d<\/p>\n\n\n\n<p>Canada then needs to develop a comprehensive migration management strategy that responds to more complex, international realities. This strategy should consider human development and not only homeland security.<\/p>\n\n\n\n<p>Trying to stop people from migrating and disregarding the causes of migration is a futile exercise. As history shows, doing this only increases the risks and costs for everyone.<\/p>\n\n\n\n<p>Canada has played a role in creating human misery in Central America.
