Chaudhry \u2014 popularly referred to by his supposed nom de guerre, Abu Huzayfah \u2014 had been the subject of <a href=\"https:\/\/www.theguardian.com\/world\/2020\/oct\/02\/canada-isis-killer-story-police-hoax\" target=\"_blank\" rel=\"noopener noreferrer\">numerous news stories<\/a> since 2017. <\/p>\n\n\n\n<p>Most notably, in 2018, Chaudhry was the focus of Rukmini Callimachi\u2019s award-winning <em>New York Times<\/em> podcast, <a href=\"https:\/\/www.nytimes.com\/interactive\/2018\/podcasts\/caliphate-isis-rukmini-callimachi.html\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Caliphate<\/em><\/a>. In it Chaudhry provided graphic details of his role within ISIS, the veracity of which is now being questioned. Chaudhry had previously been interrogated about his involvement with ISIS by Canadian national security agencies but was not charged. <\/p>\n\n\n\n<p>Nevertheless, Callimachi\u2019s misleading reporting at the <em>Times<\/em> prompted <a href=\"https:\/\/www.ourcommons.ca\/DocumentViewer\/en\/42-1\/house\/sitting-297\/hansard\" target=\"_blank\" rel=\"noopener noreferrer\">debates in Parliament<\/a>, raising fears about an \u201cISIS terrorist\u201d and \u201cdespicable animal   \u2026 freely walking the streets of Toronto.\u201d<\/p>\n\n\n\n<figure>\n            <iframe loading=\"lazy\" width=\"688\" height=\"407\" src=\"https:\/\/www.youtube.com\/embed\/Ka2ZZhWYI5A?wmode=transparent&amp;start=0\" frameborder=\"0\" allowfullscreen=\"\"><\/iframe><figcaption><span class=\"caption\">CBC News interviewed Rukmini Callimachi in 2018 about Shehroze Chaudhry\u2019s changing story.<\/span><\/figcaption><\/figure>\n\n\n\n<p>The ensuing <a href=\"https:\/\/www.ctvnews.ca\/politics\/tories-want-action-against-self-confessed-isis-recruit-reportedly-living-in-toronto-1.3926046\" target=\"_blank\" rel=\"noopener noreferrer\">media attention<\/a> fed into <a href=\"https:\/\/globalnews.ca\/news\/6035676\/ipsos-poll-detained-isis-fighters\/\" target=\"_blank\" rel=\"noopener noreferrer\">panic about the risk posed by returning \u201cforeign fighters,\u201d<\/a> individuals \u2014 mainly Muslim women and men \u2014 who travelled to Iraq and Syria to support ISIS.  <\/p>\n\n\n\n<p>In response to the <em>Times<\/em> podcast, the Canadian government <a href=\"https:\/\/www.ctvnews.ca\/canada\/his-confession-about-being-an-isis-executioner-enraged-canadians-now-police-say-he-made-it-up-1.5126981\" target=\"_blank\" rel=\"noopener noreferrer\">reversed plans to repatriate Canadian foreign fighters<\/a> and their families detained in Kurdish-controlled Syrian prison camps.<\/p>\n\n\n\n<h2 id=\"callimachis-gaffe-is-a-symptom\" class=\"wp-block-heading\">Callimachi\u2019s gaffe is a symptom<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>Chaudhry\u2019s case has raised questions about the <a href=\"https:\/\/www.ctvnews.ca\/canada\/his-confession-about-being-an-isis-executioner-enraged-canadians-now-police-say-he-made-it-up-1.5126981\" target=\"_blank\" rel=\"noopener noreferrer\">abruptness of his arrest<\/a>, the <a href=\"https:\/\/slate.com\/news-and-politics\/2020\/09\/caliphate-huzayfah-times-callimachi-isis.html\" target=\"_blank\" rel=\"noopener noreferrer\">merit of a terrorism hoax charge<\/a>, the substantial <a href=\"https:\/\/newrepublic.com\/article\/159561\/rukmini-callimachi-fooled-fake-terrorist\" target=\"_blank\" rel=\"noopener noreferrer\">role of the media in the War on Terror<\/a> and <a href=\"https:\/\/www.hrw.org\/report\/2020\/06\/29\/bring-me-back-canada\/plight-canadians-held-northeast-syria-alleged-isis-links\" target=\"_blank\" rel=\"noopener noreferrer\">Canada\u2019s obligations to its citizens, including 26 children, held in Syrian prison camps<\/a>. <\/p>\n\n\n\n<p>But the reporting and policy reaction to Chaudhry\u2019s alleged falsehoods reveals a sociopolitical climate where a different standard is applied to the threat posed by Muslims. Chaudhry\u2019s case is not an outlier, but rather a symptom of the system. Callimachi\u2019s faux pas is then just another story of Islamophobia.<\/p>\n\n\n\n<p>Edward Said introduced the concept of <a href=\"https:\/\/www.nybooks.com\/daily\/2019\/05\/20\/orientalism-then-and-now\/\" target=\"_blank\" rel=\"noopener noreferrer\">Orientalism<\/a> to capture how western societies imagine and produce reductive and racist representations of Muslims and Arabs. Our research on national security policies in <a href=\"https:\/\/doi.org\/10.1108\/S1521-613620200000025007\" target=\"_blank\" rel=\"noopener noreferrer\">Canada<\/a> and the <a href=\"https:\/\/doi.org\/10.1111\/1467-9566.13047\" target=\"_blank\" rel=\"noopener noreferrer\">United Kingdom<\/a> suggests that Islamophobia informs and legitimizes an Orientalist approach in the reporting of Muslim terrorism suspects and produces racialized national security policies.<\/p>\n\n\n\n<h2 id=\"islamophobia-is-more-than-hate\" class=\"wp-block-heading\">Islamophobia is more than hate<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>Chaudhry\u2019s case reveals how Islamophobia operates beyond individualized instances of discrimination against Muslims. The view that Islamophobia is merely an \u201cirrational fear of Muslims,\u201d as a <a href=\"https:\/\/www.ourcommons.ca\/Content\/Committee\/421\/CHPC\/Reports\/RP9315686\/chpcrp10\/chpcrp10-e.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">2018 report by the House of Commons suggests<\/a>, is simplistic and outdated. <\/p>\n\n\n\n<p>According to legal scholars <a href=\"https:\/\/journals.lib.unb.ca\/index.php\/unblj\/article\/view\/29035\/1882524225\" target=\"_blank\" rel=\"noopener noreferrer\">Reem Bahdi and Azeezah Kanji<\/a>, Islamophobia \u201cis historically rooted in Orientalism, draws on and perpetuates stereotypes about a Muslim propensity for violence,  \u2026 is state-driven and persists through a dialectical process of private and state action.\u201d <\/p>\n\n\n\n<p>In our research, we outline how Muslims are racialized through the War on Terror: \u201c<a href=\"https:\/\/doi.org\/10.1177\/0306396820951055\" target=\"_blank\" rel=\"noopener noreferrer\">appearance as well as expressions attributed to Muslim bodies and Islam are framed within a social order which sees these as backward, foreign and threatening<\/a>.\u201d<\/p>\n\n\n\n<p>Rather than abstract disdain for Islam or Muslims, Islamophobia manifests as \u201c<a href=\"https:\/\/www.plutobooks.com\/9780745399577\/what-is-islamophobia\/\" target=\"_blank\" rel=\"noopener noreferrer\">concrete social action<\/a>\u201d by the national security industry, populist politicians, journalists, experts, think tanks and others who benefit from portraying Muslims as \u201c<a href=\"https:\/\/journals.lib.unb.ca\/index.php\/unblj\/article\/view\/29035\/1882524225\" target=\"_blank\" rel=\"noopener noreferrer\">inherently violent   \u2026 alien and inassimilable<\/a>.\u201d <\/p>\n\n\n\n<p>In this, any political movement connected to \u2014 or perceived as connected to \u2014 Islam is not only viewed as antithetical to democracy, but as a threat to democracy\u2019s very existence. This establishes the basis of \u201c<a href=\"http:\/\/jan.ucc.nau.edu\/%7Esj6\/mamdanigoodmuslimbadmuslim.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">good Muslim, bad Muslim<\/a>\u201d:  Muslims are considered \u201cgood\u201d if they integrate and continuously perform their role as model citizens. But their potential of becoming a \u201cbad\u201d Muslim \u2014 who could radicalize toward terrorism \u2014 is never fully eradicated. <\/p>\n\n\n\n<p>Through this lens, despite <a href=\"https:\/\/www.cbc.ca\/news\/isis-canadian-recruit-returns-1.4281860\" target=\"_blank\" rel=\"noopener noreferrer\">interrogations<\/a> by Canadian authorities and journalists, Chaudhry was presented as an ISIS terrorist before ever being charged.<\/p>\n\n\n\n<p>Second, Islamophobia represents Muslims as \u201c<a href=\"https:\/\/doi.org\/10.1177\/0192512109102435\" target=\"_blank\" rel=\"noopener noreferrer\">dangerous internal foreigners<\/a>,\u201d whose rights can be overlooked in the name of national security. This explains why Canadian Muslims in Syrian prisons are not even considered <a href=\"https:\/\/globalnews.ca\/news\/7108763\/returning-canadians-isis-suspects-rights-group\/\" target=\"_blank\" rel=\"noopener noreferrer\">worthy of repatriation<\/a> to stand trial. <\/p>\n\n\n\n<p>Finally, the Orientalist framing of the bad Muslim is <a href=\"https:\/\/doi.org\/10.1080\/17539153.2016.1178485\" target=\"_blank\" rel=\"noopener noreferrer\">the basis of counterterrorism practice<\/a> \u2014 and perpetuated by academic scholarship \u2014 reinforcing the status of Muslims as a \u201c<a href=\"https:\/\/doi.org\/10.1080\/17539153.2013.867714\" target=\"_blank\" rel=\"noopener noreferrer\">suspect community<\/a>.\u201d<\/p>\n\n\n\n<h2 id=\"the-media-in-the-war-on-terror\" class=\"wp-block-heading\">The media in the War on Terror<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>Today, national governments, media conglomerates and security industries profit from the potential of catastrophe, and so perpetuate a present that is always \u201c<a href=\"https:\/\/doi.org\/10.1080\/13669877.2017.1362028\" target=\"_blank\" rel=\"noopener noreferrer\">at-risk<\/a>.\u201d <\/p>\n\n\n\n<p>News coverage plays a significant role in normalizing constant risk; counterterrorism and counter-extremism institutions rely on this to establish their legitimacy among the public.<\/p>\n\n\n\n<p>The media\u2019s role in advancing Islamophobia cannot be understated. Media narratives that portray Muslims in <a href=\"https:\/\/citeseerx.ist.psu.edu\/viewdoc\/download?doi=10.1.1.487.591&amp;rep=rep1&amp;type=pdf\" target=\"_blank\" rel=\"noopener noreferrer\">dehumanizing<\/a> and <a href=\"http:\/\/doi.org\/10.1177\/1748048516656305\" target=\"_blank\" rel=\"noopener noreferrer\">violent<\/a> terms establish public consensus about the danger of Muslims. <\/p>\n\n\n\n<p>Incidences of terrorism by Muslim perpetrators <a href=\"https:\/\/doi.org\/10.3390\/rel9090274\" target=\"_blank\" rel=\"noopener noreferrer\">receive more media attention and their motivations are linked to their ethnic and religious background<\/a>. This feeds into a \u201c<a href=\"https:\/\/haenfler.sites.grinnell.edu\/subcultural-theory-and-theorists\/moral-panics\/\" target=\"_blank\" rel=\"noopener noreferrer\">moral panic<\/a>\u201d around Muslims, where media sensationalism and governments stigmatize Muslims as <a href=\"https:\/\/doi.org\/10.1177\/1741659007087270\" target=\"_blank\" rel=\"noopener noreferrer\">deviant and a threat to social and moral order<\/a>. <\/p>\n\n\n\n<p>Chaudhry\u2019s case is not about an <a href=\"https:\/\/sahelblog.wordpress.com\/2020\/10\/02\/rukmini-callimachis-broken-clock-moment-in-timbuktu\/\" target=\"_blank\" rel=\"noopener noreferrer\">ignorant<\/a> or <a href=\"https:\/\/thebaffler.com\/alienated\/stalking-the-story\" target=\"_blank\" rel=\"noopener noreferrer\">irresponsible<\/a> reporter telling a <a href=\"https:\/\/www.washingtonpost.com\/opinions\/2020\/10\/09\/new-york-times-has-its-hands-full-with-review-caliphate\/\" target=\"_blank\" rel=\"noopener noreferrer\">poorly fact-checked story<\/a>. It is about the complicity of media and governments in vilifying Muslims to the point that it is reasonable to paint Muslims as terrorists before they ever stand trial. <\/p>\n\n\n\n<p>Chaudhry\u2019s alleged  hoax \u2014 from its rise to an award-winning <em>New York Times<\/em> story to affecting Canadian national security policy \u2014 reveals a lot about Islamophobia today. This is the same Islamophobia that dehumanizes Canadian Muslims and casts them as potentially dangerous.<\/p>\n\n\n\n<p>Ultimately, Islamophobia presents real harm to Muslims. It emboldens deadly anti-Muslim violence as seen in the <a href=\"https:\/\/thecanadianencyclopedia.ca\/en\/article\/quebec-city-mosque-shooting\" target=\"_blank\" rel=\"noopener noreferrer\">2017 Quebec City mosque shootings<\/a>, the <a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/mosque-stabbing-suspect-1.5732078\" target=\"_blank\" rel=\"noopener noreferrer\">murder of Mohamed-Aslim Zafis<\/a> and most recently the <a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/downtown-toronto-mosque-shut-down-violent-messages-police-investigating-muslims-council-1.5759840\" target=\"_blank\" rel=\"noopener noreferrer\">violent threats made against a Toronto mosque<\/a>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><\/p>\n\n\n\n<p>This article is republished from <a href=\"https:\/\/theconversation.com\/institutions\/carleton-university-900\" target=\"_blank\" rel=\"noopener noreferrer\">The Conversation<\/a> under a Creative Commons license.
