federal government to create a Black-led philanthropic fund and support Black community initiatives in Budget 2021 released April 19, 2021.<\/p>\n\n\n\n<p>That research \u2014&nbsp;<a href=\"https:\/\/www.forblackcommunities.org\/assets\/docs\/Unfunded-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a report<\/a> called \u201cUnfunded: Black Communities are Overlooked by Canadian Philanthropy,\u201d released last December \u2014&nbsp;was produced by Carleton\u2019s <a href=\"https:\/\/carleton.ca\/mpnl\/\" target=\"_blank\" rel=\"noopener noreferrer\">Philanthropy and Nonprofit Leadership<\/a> (PLN) program and the <a href=\"https:\/\/networkabc.ca\/\" target=\"_blank\" rel=\"noopener noreferrer\">Network for the Advancement of Black Communities<\/a> (NABC).<\/p>\n\n\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/www.forblackcommunities.org\/assets\/docs\/Unfunded-Report.pdf\" rel=\"noopener noreferrer\"><img loading=\"lazy\" Black-serving and Black-led community organizations\u201d and that grants received are \u201cminiscule\u201d and \u201csporadic\u201d and don\u2019t \u201cinvest in the long-term capabilities of Black community organizations.\u201d<\/p>\n\n\n\n<p>The report recommends the urgent creation of a dedicated foundation \u201cto address the particular and complex needs of Black communities in Canada.\u201d<\/p>\n\n\n\n<p>Ottawa appears to have listened.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.budget.gc.ca\/2021\/report-rapport\/p3-en.html\" target=\"_blank\" rel=\"noopener noreferrer\">The budget<\/a> \u201cproposes to provide $200 million in 2021-\u201822 to Employment and Social Development Canada (ESDC) to establish a new Black-led Philanthropic Endowment Fund.\u201d The fund \u201cwould create a sustainable source of funding, including for Black youth and social purpose organizations, and help combat anti-Black racism and improve social and economic outcomes in Black communities.\u201d<\/p>\n\n\n\n<p>The budget also calls for $100 million in 2021-\u201822 for ESDC\u2019s Supporting Black Canadian Communities Initiative.<\/p>\n\n\n\n<p>\u201cMobilizing the reach and expertise of community-based organizations,\u201d the budget declares, \u201cis an important tool for empowering Black communities and confronting systemic economic master\u2019s graduate Rachel Pereira, who is now a non-profit consultant in Edmonton; <a href=\"https:\/\/www.youthleaps.ca\/\" target=\"_blank\" rel=\"noopener noreferrer\">Youth LEAPS<\/a> Executive Director Liban Abokor; researcher Firrisaa Jamal Abdikkarim; and PNL PhD candidate and non-profit consultant, Fahad Ahmad.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full \u2014&nbsp;a member of the <a href=\"https:\/\/www.forblackcommunities.org\/#report\" target=\"_blank\" rel=\"noopener noreferrer\">Foundation for Black Communities<\/a> (FFBC) working group \u2014 approached PNL graduate supervisor <a href=\"https:\/\/carleton.ca\/sppa\/people\/phillips-susan\/\" target=\"_blank\" rel=\"noopener noreferrer\">Prof. Susan Phillips&nbsp;<\/a>to discuss the underfunding of Black community organizations.<\/p>\n\n\n<div class=\"not-prose cu-quote cu-component-spacing\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cLiban and colleagues appreciated how little philanthropic and public funding goes to Black-led, Black-mandated and Black-serving organizations, but this needed to be documented so others would believe it and be spurred to action,\u201d says Phillips.<\/p>\n<\/blockquote>\n<\/div>\n\n\n<p>\u201cGiven that Carleton has the only graduate program in philanthropy and non-profit leadership in Canada, we have expertise not available elsewhere. We all agreed that an important step was to build the case on an evidence-based analysis.\u201d<\/p>\n\n\n\n<p>\u201cTogether, we decided that research that systematically and empirically evaluated the state of Canadian philanthropy\u2019s support for Black community organizations would help the FFBC&nbsp; make a case for support <em>and<\/em> address a major gap in research on philanthropy in Canada,\u201d adds Ahmad.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full wp-image-75675\"><img loading=\"lazy\" decoding=\"async\" width=\"225\" height=\"181\" src=\"https:\/\/newsroom.carleton.ca\/wp-content\/uploads\/supporting-black-communities-225w-1.jpg\" alt=\"PhD Candidate Fahad Ahmad\" class=\"wp-image-75675\" srcset=\"https:\/\/carleton.ca\/news\/wp-content\/uploads\/sites\/162\/supporting-black-communities-225w-1.jpg 225w, https:\/\/carleton.ca\/news\/wp-content\/uploads\/sites\/162\/supporting-black-communities-225w-1-200x161.jpg 200w\" sizes=\"auto, (max-width: 225px) 100vw, 225px\" \/><figcaption class=\"wp-element-caption\">PhD Candidate Fahad Ahmad<\/figcaption><\/figure>\n\n\n\n<p>\u201cIn the context of the pandemic and pressing calls to address anti-Black racism, our report identified how the Canadian philanthropic sector has failed to provide adequate support for the urgent and specific needs of Black communities and made the case that government and philanthropy need to work together to make a meaningful commitment toward Black communities, allowing Black communities to make long-term, sustained investment in their own well-being.<\/p>\n\n\n\n<p>\u201cIt\u2019s great to see the government take the recommendations of the report seriously. The federal commitment towards a Black-led Philanthropic Endowment Fund is a meaningful step in the right direction towards tackling longstanding social, economic and racial inequities. Obviously, much of the heavy lifting was done by Black community leaders who used our evidence for very effective advocacy and managed to win this federal commitment.
