All photos provided by <a href=\"https:\/\/theconversation.com\" rel=\"noopener noreferrer\" target=\"_blank\">The Conversation<\/a> from various sources.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><\/p>\n\n\n\n<p><a href=\"https:\/\/ottawacitizen.com\/news\/local-news\/trucker-convoy-traffic-disruption-continue-downtown-as-mayor-urges-protesters-to-leave\" target=\"_blank\" rel=\"noopener noreferrer\">The \u201cfreedom convoy\u201d<\/a> demands COVID-19 mandates must end to restore the right of the Canadian citizen to make their own decisions free from control and influence. <\/p>\n\n\n\n<p>The belief that people are free to make their own decisions, so long as they are outside of government control, serves a specific purpose: it emphasizes the amount of power exercised by the government, while obscuring other forms of power that influence and shape their behaviour and choices.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.thestar.com\/opinion\/star-columnists\/2022\/02\/12\/convoy-shows-how-far-right-has-co-opted-concept-of-freedom.html\" target=\"_blank\" rel=\"noopener noreferrer\">The so-called \u201cfreedom fighters\u201d<\/a> who reject COVID-19 mandates <a href=\"https:\/\/doi.org\/10.1371\/journal.pone.0245900\" target=\"_blank\" rel=\"noopener noreferrer\">are not any more free or autonomous<\/a> than the person who follows mandates. Rather, they are governed through different relations of power and knowledge. <\/p>\n\n\n\n<p>Investigating how power is highlighted and obscured in particular moments can help people think critically about resistance, freedom and the post-pandemic future Canada wants to build. <\/p>\n\n\n\n<h2 id=\"freedom-per-the-convoy\" class=\"wp-block-heading\">Freedom per the convoy<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/02\/07\/freedom-convoy-ottawa-canada-vaccine\/\" target=\"_blank\" rel=\"noopener noreferrer\">Convoy participants<\/a> have waved signs that read \u201cMandate Freedom,\u201d \u201cEnd the Mandates\u201d and \u201cNo More Restrictions,\u201d among others. <\/p>\n\n\n\n<p>Many signs are infused with anti-government sentiments, including the \u201c<a href=\"https:\/\/www.winnipegfreepress.com\/local\/convoy-protesters-embrace-us-revolutionary-symbols-576201392.html\" target=\"_blank\" rel=\"noopener noreferrer\">Don\u2019t Tread On Me<\/a>\u201d flag associated with the American Revolution \u2014 it is important to note that the protest has been condemned for including symbols of <a href=\"https:\/\/www.thestar.com\/news\/canada\/2022\/02\/07\/nazi-flag-at-freedom-convoy-sparks-bill-to-ban-hateful-symbols-but-enforcement-is-seen-as-tricky.html\" target=\"_blank\" rel=\"noopener noreferrer\">white supremacy and violence<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image align-center\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/446595\/original\/file-20220215-19-17mtjic.JPG?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"A crowd of people holding signs. One visible sign says 'MANDATE FREEDOM' and another says 'God Bless Our Truckers.'\"\/><figcaption class=\"wp-element-caption\">\n              <span class=\"caption\">Blue coloured smoke forms a haze as demonstrators gather at Queen\u2019s Park in Toronto on Feb. 5.<\/span><br>\n              <span class=\"attribution\"><span class=\"source\">THE CANADIAN PRESS\/Nathan Denette<\/span><\/span><br>\n            <\/figcaption><\/figure>\n\n\n\n<p>According to the mission statement from the <a href=\"https:\/\/www.fc2022.ca\/the-mission\" target=\"_blank\" rel=\"noopener noreferrer\">convoy website<\/a>, the goals of the protest are to:<br>\n1) End vaccine mandates that are \u201cin violation of our human rights.\u201d<br>\n2) End \u201ctotalitarian\u201d measures that cause \u201ceconomical and mental damage.\u201d<br>\n3) Reopen businesses.<br>\n4) Free children from school closures.<br>\n5) Ensure freedom from the current administration.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.fc2022.ca\/\" target=\"_blank\" rel=\"noopener noreferrer\">The statement also argues<\/a> that continuing the mandates despite the ongoing spread of COVID-19 demonstrates that the Canadian government has been using mandates for their own purposes. They argue that along with <a href=\"https:\/\/www.fc2022.ca\/\" target=\"_blank\" rel=\"noopener noreferrer\">the media and scientific community<\/a>, the government is using the mandates to exercise control over the population and normalize overreach.<\/p>\n\n\n\n<h2 id=\"statephobia\" class=\"wp-block-heading\">Statephobia<\/h2>\n\n\n\n<p>This resistance to, and fear of, the government is not unique to COVID-19. French philosopher Michel Foucault argued in the 1970s that \u201c<a href=\"https:\/\/us.macmillan.com\/books\/9780312203412\" target=\"_blank\" rel=\"noopener noreferrer\">statephobia<\/a>,\u201d or fear of the state, became prominent through the 20th century due to the rise and fall of communism, Nazism and post-war planning, leading to economic recession. <\/p>\n\n\n\n<p>These crises led to a strong shift towards limiting the role of government, out of concern that too much government intervention into the economy and civil society would lead to social and economic problems.<\/p>\n\n\n\n<p>Statephobia has the tendency to lump multiple and distinct forms of government together into a single, monstrous state with significant power. This belief is on display at the \u201cfreedom convoy,\u201d where they see government mandates, closures and lock downs <a href=\"https:\/\/www.cbc.ca\/news\/politics\/truck-convoy-protest-some-key-players-1.6332312\" target=\"_blank\" rel=\"noopener noreferrer\">as proof<\/a> of the spread of communism, Nazism and an infringement on the rights of the individual. <\/p>\n\n\n\n<p>The convoy\u2019s comparison of Canada\u2019s current government to <a href=\"https:\/\/www.vancouverisawesome.com\/local-news\/this-is-why-we-shouldnt-ban-books-trevor-noah-weighs-in-on-canadas-freedom-convoy-5056297\" target=\"_blank\" rel=\"noopener noreferrer\">Nazi Germany<\/a> draws on previously existing statephobia from these historical events, and falsely conflates today\u2019s Canadian state with prior state forms.<\/p>\n\n\n\n<h2 id=\"crises-of-government\" class=\"wp-block-heading\">Crises of government<\/h2>\n\n\n\n<p>Foucault argued that the rise of statephobia led to a \u201ccrisis of government\u201d in which citizens lost faith in their heads of state. <a href=\"https:\/\/us.macmillan.com\/books\/9780312203412\" target=\"_blank\" rel=\"noopener noreferrer\">To maintain their legitimacy<\/a>, governments needed to balance their desire to manage individuals so that they become more efficient, healthier, and hardworking, without noticeably infringing on individual human rights.<\/p>\n\n\n\n<p>To address this crisis, the management of the population shifted away from the realm of government towards nonpolitical entities like healthcare, therapy, religion, education and social services. Subtle methods of regulation have been <a href=\"https:\/\/antipodeonline.org\/2020\/05\/05\/thinking-through-covid-19-responses-with-foucault\/\" target=\"_blank\" rel=\"noopener noreferrer\">overtaken by overt methods<\/a>, like restrictions on public space. <\/p>\n\n\n\n<p>The government now faces a crisis of legitimacy, as there are measures in place that act against the autonomy of the individual. <\/p>\n\n\n\n<h2 id=\"other-forms-of-power\" class=\"wp-block-heading\">Other forms of power<\/h2>\n\n\n\n<p>Convoy participants are questioning the legitimacy of the government. Recent attempts to <a href=\"https:\/\/globalnews.ca\/news\/8617879\/ontario-covid-restrictions-masks-vaccine-passports-announcement-ford\/\" target=\"_blank\" rel=\"noopener noreferrer\">remove mandates<\/a> might be evidence of public officials scrambling to regain lost legitimacy. <\/p>\n\n\n\n<p>The idea that resisting and removing these mandates will lead to a freer state obscures the fact that people were governed before COVID-19 mandates, and will continue to be governed after they are gone. <\/p>\n\n\n\n<p>Resisting the state out of fear of previous \u2014 often unrelated \u2014 crises can cause people to reject measures that help them, and ignore other non-governmental forms of power that harm us. <\/p>\n\n\n\n<p>Rather than resisting orders simply because they come from the government, Canadians should reflect on the multiple forms of power that influence them and to what extent.
