There were <a href=\"https:\/\/www.washingtonpost.com\/nation\/2024\/04\/30\/university-campus-protests-maps\/\" target=\"_blank\" rel=\"noopener noreferrer\">more than 400 such demonstrations by the end of April 2024<\/a> just in the U.S., with <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/mcgill-asks-police-for-help-as-pro-palestinian-encampment-enters-fourth-day-1.7189054\" target=\"_blank\" rel=\"noopener noreferrer\">many more in Canada<\/a> and other countries.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.aljazeera.com\/news\/2024\/4\/30\/divest-from-israel-breaking-down-the-us-student-protesters-demands\" target=\"_blank\" rel=\"noopener noreferrer\">The specific demands<\/a> <a href=\"https:\/\/spectrumnews1.com\/wi\/milwaukee\/news\/2024\/04\/30\/uw-protests-day-2\" target=\"_blank\" rel=\"noopener noreferrer\">vary<\/a> from <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/apr\/29\/portland-state-university-protest-boeing-donation\" target=\"_blank\" rel=\"noopener noreferrer\">place<\/a> to <a href=\"https:\/\/www.wionews.com\/world\/northwestern-university-reaches-deal-with-pro-palestinian-protesters-to-end-encampment-on-campus-716798\" target=\"_blank\" rel=\"noopener noreferrer\">place<\/a>. What unites them is a call for schools to use their financial leverage and other kinds of influence to apply pressure on Israel.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.npr.org\/2024\/04\/30\/1248088063\/divest-divestment-university-college-protesters-campus-israel-gaza-invasion\" target=\"_blank\" rel=\"noopener noreferrer\">protesters are demanding divestment<\/a>, meaning the sale of financial assets either related to Israeli companies or shares in other corporations perceived to assist the Israeli military. In addition, many protests include calls for the <a href=\"https:\/\/www.wral.com\/story\/protests-at-unc-call-for-divestment-easier-said-than-done-but-message-is-being-heard\/21407344\/\" target=\"_blank\" rel=\"noopener noreferrer\">disclosure of those financial ties<\/a>. They also feature demands for colleges and universities to distance themselves from Israel by <a href=\"https:\/\/www.washingtonpost.com\/education\/2024\/04\/23\/protests-arrests-yale-columbia-nyu-california-university\/\" target=\"_blank\" rel=\"noopener noreferrer\">ending study-abroad programs<\/a> and academic exchanges.<\/p>\n\n\n\n<p>The demands are mostly a response to <a href=\"https:\/\/apnews.com\/article\/israel-iran-hamas-latest-04-29-2024-28196afeb6e34c3a287770f71187cc4e\" target=\"_blank\" rel=\"noopener noreferrer\">Israel&#8217;s bombings and other military operations in Gaza<\/a> that followed the Oct. 7, 2024, Hamas attack on Israel.<\/p>\n\n\n\n<p>They also stem from broader concerns around <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/gaza-strip-devastated-by-conflict-economic-blockade-2023-10-12\/\" target=\"_blank\" rel=\"noopener noreferrer\">Israel&#8217;s long-running blockade of Gaza<\/a> and <a href=\"https:\/\/globalaffairs.org\/bluemarble\/israel-has-occupied-palestinian-territories-1967-un-court-considers-whether-thats-legal\" target=\"_blank\" rel=\"noopener noreferrer\">half-century of military occupation of the West Bank and Gaza<\/a>. Both of those concerns have been behind the <a href=\"https:\/\/bdsmovement.net\/what-is-bds\" target=\"_blank\" rel=\"noopener noreferrer\">boycott, divestment and sanctions<\/a> movement for nearly 20 years.<\/p>\n\n\n\n<p>I have spent decades <a href=\"https:\/\/scholar.google.com\/citations?user=JINZytoAAAAJ&amp;hl=en&amp;oi=ao\" target=\"_blank\" rel=\"noopener noreferrer\">teaching and researching Israeli-Palestinian relations<\/a> and the global politics surrounding these issues. Along the way, I&#8217;ve learned that the discourse around the activism related to this Middle Eastern conflict is at least as relevant as the direct effects of the activism itself.<\/p>\n\n\n\n<h2 id=\"bds-tactics\" class=\"wp-block-heading\">BDS tactics<\/h2>\n\n\n\n<p>In 2005, <a href=\"https:\/\/bdsmovement.net\/what-is-bds\" target=\"_blank\" rel=\"noopener noreferrer\">170 Palestinian civil society groups<\/a> came together to initiate a call for boycott, divestment and sanctions. Many student organizations, academic associations and other kinds of groups later embraced the initiative.<\/p>\n\n\n\n<p>BDS activists call for <a href=\"https:\/\/bdsmovement.net\/economic-boycott\" target=\"_blank\" rel=\"noopener noreferrer\">consumers around the world to boycott Israeli-made goods<\/a> and refrain from spending money on <a href=\"https:\/\/bdsmovement.net\/pacbi\/cultural-boycott-guidelines\" target=\"_blank\" rel=\"noopener noreferrer\">Israeli movies, music and other cultural products<\/a>. They discourage non-Israeli bands from performing in Israel and urge scholars and students not to study at or engage with <a href=\"https:\/\/bdsmovement.net\/academic-boycott\" target=\"_blank\" rel=\"noopener noreferrer\">Israeli academic institutions<\/a>.<\/p>\n\n\n\n<p>The movement also promotes divestment from holdings that support Israel&#8217;s military operations. And it seeks to impose sanctions, which could hypothetically include arms embargoes, asset freezes or trade barriers.<\/p>\n\n\n\n<p>In other words, the U.S. government would have to participate for sanctions to work. Due to its close ties with the Israeli government, this is extremely unlikely. Nevertheless, the U.S. has <a href=\"https:\/\/www.reuters.com\/world\/us\/us-slaps-sanctions-entities-that-raised-funds-west-bank-settlers-2024-04-19\/\" target=\"_blank\" rel=\"noopener noreferrer\">recently sanctioned<\/a> certain far-right Israeli entities.<\/p>\n\n\n\n<p>U.S.-based BDS activists have, for this reason, focused on boycott and divestment rather than sanctions.<\/p>\n\n\n\n<h2 id=\"bds-goals\" class=\"wp-block-heading\">BDS goals<\/h2>\n\n\n\n<p>Along with those tactics, <a href=\"https:\/\/bdsmovement.net\/what-is-bds\" target=\"_blank\" rel=\"noopener noreferrer\">BDS has three goals<\/a>, or pillars. The first is ending Israel&#8217;s occupation of the West Bank and Gaza.<\/p>\n\n\n\n<p>The second is <a href=\"https:\/\/bdsmovement.net\/what-is-bds\" target=\"_blank\" rel=\"noopener noreferrer\">dismantling<\/a> the <a href=\"https:\/\/www.btselem.org\/separation_barrier\" target=\"_blank\" rel=\"noopener noreferrer\">separation wall<\/a> snaking through the West Bank.<\/p>\n\n\n\n<p>The third is attaining full equality for Palestinian citizens of Israel and the right of Palestinian refugees to return to their ancestral towns and villages in historic Palestine. About 750,000 Palestinians fled or were forced to move to surrounding areas prior to and during <a href=\"https:\/\/theconversation.com\/the-nakba-at-75-palestinians-struggle-to-get-recognition-for-their-catastrophe-204782\" target=\"_blank\" rel=\"noopener noreferrer\">the 1948 Arab-Israeli war<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.npr.org\/2023\/10\/19\/1206479861\/israel-gaza-hamas-children-population-war-palestinians\" target=\"_blank\" rel=\"noopener noreferrer\">Two-thirds<\/a> of Gaza&#8217;s current residents are refugees and their descendants who were uprooted from their homes in 1948. This <a href=\"https:\/\/www.hrw.org\/legacy\/campaigns\/israel\/return\/iccpr-rtr.htm\" target=\"_blank\" rel=\"noopener noreferrer\">right to return<\/a> is enshrined in international law.<\/p>\n\n\n\n<p>While Israel has never let these Palestinian refugees return, it does maintain a \u201c<a href=\"https:\/\/archive.jewishagency.org\/first-steps\/program\/5131\/\" target=\"_blank\" rel=\"noopener noreferrer\">law of return<\/a>\u201d <a href=\"https:\/\/welcome-israel.com\/documents\/law-of-return\" target=\"_blank\" rel=\"noopener noreferrer\">for Jews<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter align-center zoomable\"><a href=\"https:\/\/images.theconversation.com\/files\/591528\/original\/file-20240501-16-f84k0w.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/591528\/original\/file-20240501-16-f84k0w.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"Protesters shown with a 'TMU disclose divest' sign and a Palestinian flag.\"\/><\/a><figcaption class=\"wp-element-caption\"><span class=\"caption\">Toronto Metropolitan University students in Canada attend a protest against the school&#8217;s ties with Israel on April 30, 2024.<\/span><br>\n<span class=\"attribution\"><a class=\"source\" href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/students-at-toronto-metropolitan-university-attend-a-sit-in-news-photo\/2150385943?adppopup=true\" target=\"_blank\" rel=\"noopener noreferrer\">Mert Alper Dervis\/Anadolu via Getty Images<\/a><\/span><\/figcaption><\/figure>\n\n\n\n<h2 id=\"response-to-bds\" class=\"wp-block-heading\">Response to BDS<\/h2>\n\n\n\n<p>BDS has caught on with many Palestinians and their supporters across the globe. But there&#8217;s been a concerted effort in Israel and the U.S. to legislate against it.<\/p>\n\n\n\n<p>Israel has <a href=\"https:\/\/www.aljazeera.com\/news\/2018\/1\/7\/israel-bans-entry-for-20-groups-over-bds-support\" target=\"_blank\" rel=\"noopener noreferrer\">barred some BDS supporters<\/a>, <a href=\"https:\/\/www.theguardian.com\/world\/2017\/jul\/25\/israel-boycott-bds-movement-law-leaders-barred\" target=\"_blank\" rel=\"noopener noreferrer\">with Jews among them<\/a>, from entering the country. And <a href=\"https:\/\/www.vox.com\/world-politics\/23935054\/boycott-movement-palestine-against-israel-bds\" target=\"_blank\" rel=\"noopener noreferrer\">38 U.S. states<\/a>, as of 2024, have enacted anti-BDS legislation. Such laws require state contractors to pledge that they will not engage in BDS, or they require states to not invest funds in companies that support the movement&#8217;s goals.<\/p>\n\n\n\n<p>To some Jews, boycotting Israeli products <a href=\"https:\/\/www.timesofisrael.com\/german-parliament-denounces-anti-israel-boycott-movement-as-anti-semitic\/\" target=\"_blank\" rel=\"noopener noreferrer\">evokes the Nazi boycott<\/a> of Jewish businesses in Germany in the 1930s. Other critics believe academic and cultural ties should <a href=\"https:\/\/www.insidehighered.com\/views\/2019\/03\/20\/scholars-who-support-bds-are-denying-academic-freedom-students-opinion\" target=\"_blank\" rel=\"noopener noreferrer\">never be restricted for any reason<\/a>.<\/p>\n\n\n\n<p>There are also BDS critics who find the tactics legitimate but object to one or more of the movement&#8217;s goals. The least controversial goal of the three pillars is full equality for Palestinian citizens of Israel. BDS critics almost never object to this goal. Instead, the debate occurs <a href=\"https:\/\/www.adalah.org\/en\/law\/index\" target=\"_blank\" rel=\"noopener noreferrer\">over the degree to which different<\/a> people <a href=\"https:\/\/blogs.timesofisrael.com\/does-israel-practice-apartheid-against-its-arab-and-other-non-jewish-citizens\/\" target=\"_blank\" rel=\"noopener noreferrer\">view Palestinian citizens of Israel<\/a> as already possessing equality.<\/p>\n\n\n\n<p>The second goal \u2013 ending Israel&#8217;s occupation \u2013 tends to be opposed primarily by right-wing supporters of Israel. These more conservative Israel supporters either believe that the occupation, including the security barrier that separates Palestinian residents of the West Bank from Israeli settlers and from Israeli residents in noncontested areas, is <a href=\"https:\/\/www.israelnationalnews.com\/news\/245808\" target=\"_blank\" rel=\"noopener noreferrer\">necessary for maintaining Israeli security<\/a> \u2013 or that <a href=\"https:\/\/www.haaretz.com\/opinion\/2017-05-10\/ty-article\/.premium\/in-diaspora-jewish-communities-just-dont-call-it-the-occupation\/0000017f-f421-d5bd-a17f-f63bcfd10000\" target=\"_blank\" rel=\"noopener noreferrer\">there is no occupation<\/a> at all.<\/p>\n\n\n\n<p>Other Israelis say that <a href=\"https:\/\/www.nytimes.com\/2012\/07\/26\/opinion\/israels-settlers-are-here-to-stay.html\" target=\"_blank\" rel=\"noopener noreferrer\">Israeli settlers deserve<\/a> to live in all the lands of ancient Israel, including the West Bank.<\/p>\n\n\n\n<p>Granting all Palestinian refugees the right to return is the most controversial BDS goal because of fears that Jews would perhaps become a minority of Israel&#8217;s citizens, causing the country to <a href=\"https:\/\/www.theglobeandmail.com\/opinion\/no-right-of-return-but-israel-must-offer-a-solution\/article723089\/\" target=\"_blank\" rel=\"noopener noreferrer\">cease to be a Jewish state<\/a>.<\/p>\n\n\n\n<p>People with those concerns say making Jews a minority in Israel would be unjust and perhaps even an <a href=\"https:\/\/youtu.be\/K_pQfsi437A\" target=\"_blank\" rel=\"noopener noreferrer\">expression of antisemitism<\/a>.<\/p>\n\n\n\n<p>Another common concern regarding the BDS movement and the slightly different demands heard on campuses today has to do with the impression that <a href=\"https:\/\/hls.harvard.edu\/bibliography\/the-case-against-bds-why-singling-out-israel-for-boycott-is-anti-semitic-and-anti-peace\/\" target=\"_blank\" rel=\"noopener noreferrer\">Israel is being singled out<\/a> for criticism when there are <a href=\"https:\/\/press.un.org\/en\/2023\/gashc4391.doc.htm\" target=\"_blank\" rel=\"noopener noreferrer\">many other countries<\/a> that commit human rights violations.<\/p>\n\n\n\n<h2 id=\"modest-success-stories\" class=\"wp-block-heading\">Modest success stories<\/h2>\n\n\n\n<p>The protests on college campuses in the spring of 2024, including those with prolonged encampments, have had, at best, modest success.<\/p>\n\n\n\n<p>For example, Brown University protesters managed to persuade the administration to <a href=\"https:\/\/www.nytimes.com\/2024\/04\/30\/us\/brown-divestment-deal.html\" target=\"_blank\" rel=\"noopener noreferrer\">hold a vote<\/a> on divesting from companies connected to the Israeli military. In return, the protesters agreed to dismantle their encampment.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.ntd.com\/portland-state-capitulates-to-pro-palestine-protesters-pauses-relationship-with-boeing-2_990023.html\" target=\"_blank\" rel=\"noopener noreferrer\">Portland State University administrators agreed to pause<\/a> its relationship with Boeing, which is a military contractor as well as a civilian aircraft manufacturer.<\/p>\n\n\n\n<p>Perhaps most importantly, though, the protests have helped place Palestinian human rights demands squarely in the public eye.<\/p>\n\n\n\n<p>_<br>\n<a href=\"https:\/\/newsroom.carleton.ca\">Carleton Newsroom<\/a><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/counter.theconversation.com\/content\/228772\/count.gif?distributor=republish-lightbox-basic\" alt=\"The Conversation\"\/><\/figure>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A wave of protests expressing solidarity with the Palestinian people is spreading across college and university campuses.
