All photos provided by <a href=\"https:\/\/theconversation.com\" target=\"_blank\" rel=\"noopener noreferrer\">The Conversation<\/a> from various sources.<\/p>\n\n\n\n<p><a href=\"https:\/\/carleton.ca\/npsia\/people\/kevin-budning-fellow\/\" target=\"_blank\" rel=\"noopener noreferrer\">Kevin Budning<\/a> is a postdoctoral research fellow in national security at Carleton University.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><\/p>\n\n\n\n<p>United States President Donald Trump&#8217;s suggestion <a href=\"https:\/\/www.cbsnews.com\/news\/trump-take-over-gaza-plan-reaction-amid-israel-hamas-ceasefire\/\" target=\"_blank\" rel=\"noopener noreferrer\">that the U.S. will take over war-torn Gaza and create a &#8220;Riviera of the Middle East&#8221;<\/a> has been <a href=\"https:\/\/www.theguardian.com\/world\/live\/2025\/feb\/05\/trump-gaza-take-over-reaction-israel-netanyahu-middle-east-latest-live\" target=\"_blank\" rel=\"noopener noreferrer\">immediately condemned by the international community<\/a>, including American allies and adversaries alike.<\/p>\n\n\n\n<p>His threats come just two weeks into the ceasefire deal between Israel and Hamas, <a href=\"https:\/\/theconversation.com\/donald-trumps-suggestion-of-clearing-out-gaza-adds-another-risk-to-an-already-fragile-ceasefire-248334\" target=\"_blank\" rel=\"noopener noreferrer\">and risk undermining the regional diplomatic efforts<\/a> that made the <a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/doing-everything-they-can-trump-voices-appreciation-of-qatars-mediation-role\/\" target=\"_blank\" rel=\"noopener noreferrer\">ceasefire deal possible<\/a>.<\/p>\n\n\n\n<p>Structured in three phases, the ceasefire agreement involves the exchange of Israeli hostages for some Palestinian prisoners; the withdrawal of Israeli forces along the Philadelphi and Netzarim corridors; and the return of vital humanitarian assistance needed to rebuild a war-torn Gaza \u2014 not <a href=\"https:\/\/www.cnn.com\/2025\/01\/25\/politics\/trump-gaza-strip-jordan-egypt\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">to &#8220;clean it out<\/a>,&#8221; as Trump has proposed.<\/p>\n\n\n\n<p>In the post-war landscape \u2014 and amid Trump&#8217;s threats as he <a href=\"https:\/\/www.jpost.com\/israel-news\/article-840759\" target=\"_blank\" rel=\"noopener noreferrer\">stood next to Israeli Prime Minister Benjamin Netanyahu<\/a> at the White House \u2014 Israel now likely finds itself in a paradoxical situation: both better and worse off.<\/p>\n\n\n\n<p>On the one hand, Israel is more secure than ever before. It has leveraged the shock of the Oct. 7 attacks to reshape the regional balance of power, demonstrating military strength and restoring deterrence.<\/p>\n\n\n\n<p>On the other hand, Israel&#8217;s relentless bombardment of Gaza, its unwillingness to yield to public pressure and its perceived disregard for international law and the rules-based order <a href=\"https:\/\/www.theguardian.com\/world\/ng-interactive\/2024\/oct\/04\/israel-told-not-alone-but-year-war-isolated\" target=\"_blank\" rel=\"noopener noreferrer\">have isolated the country, arguably turning it into a pariah on the world stage<\/a>.<\/p>\n\n\n\n<h2 id=\"capitalizing-on-catastrophe\" class=\"wp-block-heading\">Capitalizing on catastrophe<\/h2>\n\n\n\n<p>Historically, Israel has implemented a counter-insurgency strategy known as <a href=\"https:\/\/doi.org\/10.1080\/11926422.2016.1229684\" target=\"_blank\" rel=\"noopener noreferrer\">&#8220;mowing the grass,&#8221;<\/a> designed to weaken its adversaries through limited targeted military campaigns that deliberately stop short of full destruction.<\/p>\n\n\n\n<p>The strategy never intended to address the root causes of the conflict. Rather, it focused on preventing Hamas from launching large-scale, credible attacks against Israel.<\/p>\n\n\n\n<p>Oct. 7 was precisely what &#8220;mowing the grass&#8221; sought to obviate. The security lapse, however, inadvertently created ripe conditions for Israel to justify \u2014 even for a limited time \u2014 a much larger and more destructive campaign against Palestinian militant groups. A window had emerged, and Israel seized it.<\/p>\n\n\n\n<p>Israel&#8217;s ground and aerial campaign over the past 15 months has <a href=\"https:\/\/acleddata.com\/2024\/10\/06\/after-a-year-of-war-hamas-is-militarily-weakened-but-far-from-eliminated\/\" target=\"_blank\" rel=\"noopener noreferrer\">significantly weakened<\/a> the group, although, as demonstrated by a recent <a href=\"https:\/\/www.nytimes.com\/2025\/01\/25\/world\/middleeast\/israel-gaza-hostage-prisoner-swap.html\" target=\"_blank\" rel=\"noopener noreferrer\">show of force,<\/a> it has not been eliminated.<\/p>\n\n\n\n<p>The Israeli military&#8217;s control over key border points, the destruction of tunnels used to carry out attacks and smuggle weapons and the targeted killings of political leaders may make it difficult for Hamas to inflict similar levels of carnage again any time soon.<\/p>\n\n\n\n<h2 id=\"hezbollah-in-the-north\" class=\"wp-block-heading\">Hezbollah in the north<\/h2>\n\n\n\n<p>Like in Gaza, the Israeli government used Hezbollah&#8217;s relentless rocket attacks to justify a separate military campaign deep into Lebanese territory.<\/p>\n\n\n\n<p>In the span of a few weeks, the offensive reportedly killed more than <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/hezbollah-faces-long-recovery-officials-fear-thousands-fighters-lost-israel-2024-11-27\/\" target=\"_blank\" rel=\"noopener noreferrer\">4,000 Hezbollah fighters,<\/a> destroyed key weapon caches and critical infrastructure and pushed the group <a href=\"https:\/\/www.jpost.com\/israel-news\/article-826921\" target=\"_blank\" rel=\"noopener noreferrer\">north of the Litani River<\/a>, approximately 30 kilometres from the Israeli border.<\/p>\n\n\n\n<p>Israel further shocked the world when it simultaneously <a href=\"https:\/\/www.bbc.com\/news\/articles\/cwy3l02wxqdo\" target=\"_blank\" rel=\"noopener noreferrer\">detonated pagers and walkie-talkies<\/a> used by Hezbollah militants. This was followed by a string of targeted killings that included Hezbollah&#8217;s long-time leader, Hassan Nasrallah, and his then-successor, Hashem Safieddine.<\/p>\n\n\n\n<p>The decapitation of the Hezbollah&#8217;s chain of command, combined with its failure to mount an effective counteroffensive, revealed that the group is far weaker than projected. This, in turn, forced Hezbollah to make significant concessions and capitulate to a <a href=\"https:\/\/www.bbc.com\/news\/articles\/cx2d3gj9ewxo\" target=\"_blank\" rel=\"noopener noreferrer\">ceasefire agreement<\/a> that worked against its interests.<\/p>\n\n\n\n<h2 id=\"the-wider-region\" class=\"wp-block-heading\">The wider region<\/h2>\n\n\n\n<p>The Iran-backed Houthi movement in Yemen also entered the conflict by <a href=\"https:\/\/www.washingtoninstitute.org\/policy-analysis\/houthi-shipping-attacks-patterns-and-expectations-2025\" target=\"_blank\" rel=\"noopener noreferrer\">seizing Israeli and western-owned ships<\/a> and launching a series of drone and missile attacks toward Israel.<\/p>\n\n\n\n<p>But Israel responded with greater force, showcasing its ability to conduct large-scale missile, drone and aerial strikes thousands of kilometres away in Yemen.<\/p>\n\n\n\n<p>And for the first time, Israel and Iran engaged in direct <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3948218\/israeli-strike-in-iran-should-mark-end-of-tit-for-tat-between-two-nations\/\" target=\"_blank\" rel=\"noopener noreferrer\">tit-for-tat escalatory exchanges<\/a>, sparking fears of an all-out regional war. Israel&#8217;s defence systems, backed by allies and neighbouring countries, successfully thwarted hundreds of Iranian missiles.<\/p>\n\n\n\n<p>Israel&#8217;s response successfully bypassed Iran&#8217;s anti-missile defence systems, sending a decisive message of military superiority. Israel also demonstrated its intelligence advantage by <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/7\/31\/hamass-political-chief-ismail-haniyeh-assassinated-in-iran-state-media\" target=\"_blank\" rel=\"noopener noreferrer\">assassinating Hamas leader Ismail Haniyeh<\/a> in Iran while he was residing at a compound secured by the Islamic Revolutionary Guard Corps.<\/p>\n\n\n\n<p>The collapse of Syria&#8217;s Assad regime also created a power vacuum, prompting Israel to conduct <a href=\"https:\/\/www.cnn.com\/2024\/12\/10\/middleeast\/israel-syria-assad-strikes-intl\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">hundreds of airstrikes<\/a> aimed at destroying weapons abandoned by the Syrian army, surface-to-air defence missile systems and <a href=\"https:\/\/www.bbc.com\/news\/articles\/c77jrrxxn07o\" target=\"_blank\" rel=\"noopener noreferrer\">to seize strategic territory close to its border<\/a>.<\/p>\n\n\n\n<p>Israel&#8217;s increasing presence within Syria and dominance over the airspace now makes it considerably easier to intercept the supply chain between Iran and Hezbollah.<\/p>\n\n\n\n<h2 id=\"all-for-a-cost\" class=\"wp-block-heading\">All for a cost<\/h2>\n\n\n\n<p>Israel&#8217;s push to deter its adversaries and restore its standing as the regional powerhouse, however, has come at a high price: its reputation.<\/p>\n\n\n\n<p>Diplomatically, some of Israel&#8217;s closest allies, including Canada, France and the United Kingdom, have either <a href=\"https:\/\/www.theguardian.com\/world\/article\/2024\/sep\/03\/which-countries-banned-or-restricted-arms-sales-to-israel-gaza-war\" target=\"_blank\" rel=\"noopener noreferrer\">banned or restricted arms sales<\/a> to Israel.<\/p>\n\n\n\n<p>The once-universal support for Israel in the U.S. from both the Republican and Democratic parties became <a href=\"https:\/\/apnews.com\/article\/biden-israel-hamas-oct-7-44c4229d4c1270d9cfa484b664a22071\" target=\"_blank\" rel=\"noopener noreferrer\">considerably strained<\/a>. The United Nations General Assembly also <a href=\"https:\/\/www.cbc.ca\/news\/world\/un-palestinian-request-canada-vote-1.7200464\" target=\"_blank\" rel=\"noopener noreferrer\">voted overwhelmingly<\/a> for the Security Council to consider admitting Palestine as the 194th member \u2014 a move viewed by Israel as a reward for Oct. 7.<\/p>\n\n\n\n<p>Israel also faces a public relations crisis at the International Criminal Court, where it is currently on trial for allegedly <a href=\"https:\/\/www.icj-cij.org\/case\/192\" target=\"_blank\" rel=\"noopener noreferrer\">violating the Genocide Convention<\/a> in relation to Palestinians in the Gaza Strip. Likewise, the court <a href=\"https:\/\/www.pbs.org\/newshour\/show\/war-crimes-court-issues-warrants-for-netanyahu-and-former-israeli-defense-minister\" target=\"_blank\" rel=\"noopener noreferrer\">issued a warrant<\/a> for Netanyahu and former Defence Minister Yoav Gallant for &#8220;intentionally depriving Gazans of food and directing attacks against civilians.&#8221;<\/p>\n\n\n\n<p>The ripple effects of Israel&#8217;s actions have spilled overseas, affecting much of the world, and especially the younger generations&#8217; public opinion of the conflict.<\/p>\n\n\n\n<p>In the U.S., for example, a <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2024\/04\/02\/younger-americans-stand-out-in-their-views-of-the-israel-hamas-war\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pew Research report<\/a> found that Americans under 30 are considerably more likely to sympathize with Palestinians than Israelis. The results are similar in Canada, with youth between the ages of 18 and 24 reporting <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2024\/04\/02\/younger-americans-stand-out-in-their-views-of-the-israel-hamas-war\/\" target=\"_blank\" rel=\"noopener noreferrer\">support for Hamas over Israel<\/a> by a two-to-one margin.<\/p>\n\n\n\n<h2 id=\"is-israel-more-or-less-secure\" class=\"wp-block-heading\">Is Israel more or less secure?<\/h2>\n\n\n\n<p>While Israel&#8217;s response to Iran and the <a href=\"https:\/\/www.britannica.com\/topic\/Axis-of-Resistance\" target=\"_blank\" rel=\"noopener noreferrer\">&#8220;axis of resistance&#8221;<\/a> have positioned the country into a safer, more militarily dominant position than before the war, the consequences of this strategy may be short-lived.<\/p>\n\n\n\n<p>The images from Gaza \u2014 the loss of civilian life, displaced families, and starving children with no viable prospect of a future \u2014 have shifted public opinion against Israel. This has frayed diplomatic relations with once-dependable allies \u2014 although apparently not the U.S. under Trump \u2014 upended the wider Middle East peace process, and fuelled a resurgence of antisemitism, especially on <a href=\"https:\/\/www.jpost.com\/diaspora\/antisemitism\/article-816736\" target=\"_blank\" rel=\"noopener noreferrer\">college campuses,<\/a> not seen since before the Holocaust.<\/p>\n\n\n\n<p>But most of all, Israel&#8217;s response to Oct. 7 may unintentionally serve as the most powerful recruitment tool for future cycles of Palestinian violence.
