Hornsby<\/a> is a professor of international affairs and the Vice-Provost and Associate Vice-President (Academic) at Carleton University.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><\/p>\n\n\n\n<p>Recent events have been nothing short of <a href=\"https:\/\/theconversation.com\/how-donald-trumps-attacks-on-canada-are-stoking-a-new-canadian-nationalism-247958\" target=\"_blank\" rel=\"noopener noreferrer\">shock therapy for many Canadians<\/a>. The threat of economically devastating tariffs by the United States at the behest of President Donald Trump have only reinforced that the time is ripe for Canada to diversify its foreign engagements and collaborations \u2014 like with the African region.<\/p>\n\n\n\n<p>Africa&#8217;s geopolitical and economic trajectory is reshaping the global order. With the <a href=\"https:\/\/www.undp.org\/africa\/afcfta#:%7E:text=About%20the%20AfCFTA,more%20than%20double%20by%202050.\" target=\"_blank\" rel=\"noopener noreferrer\">African Continental Free Trade Area<\/a> (AfCFTA) poised to become the world&#8217;s largest single market, a youthful population driving innovation and vast renewable energy potential, the continent is no longer a peripheral player \u2014 it&#8217;s a cornerstone of the 21st-century economy.<\/p>\n\n\n\n<p>Yet Canada, despite years of consultations and pledges, has delayed the release of a comprehensive Africa trade strategy. The time for hesitation is over.<\/p>\n\n\n\n<h2 id=\"afcfta-window-is-closing\" class=\"wp-block-heading\">AfCFTA window is closing<\/h2>\n\n\n\n<p>The AfCFTA, which spans 54 countries and 1.3 billion people, is projected to boost intra-African trade by <a href=\"https:\/\/www.cigionline.org\/articles\/engaging-africa-offers-immense-opportunities-for-canada\/\" target=\"_blank\" rel=\"noopener noreferrer\">52 per cent by 2035<\/a>. For Canada, this represents a significant opportunity to diversify exports beyond traditional partners like the U.S. and China.<\/p>\n\n\n\n<p>Canadian sectors from <a href=\"https:\/\/policyoptions.irpp.org\/magazines\/october-2024\/africa-strategy-canada\/\" target=\"_blank\" rel=\"noopener noreferrer\">agri-food to clean tech<\/a> are well-positioned to meet Africa&#8217;s demand for value-added goods and infrastructure.<\/p>\n\n\n\n<p>Global competitors are already moving: <a href=\"https:\/\/policyoptions.irpp.org\/magazines\/september-2024\/china-africa-canada-strategy\/\" target=\"_blank\" rel=\"noopener noreferrer\">China&#8217;s trade with Africa<\/a> surpassed $200 billion in 2023, while the European Union <a href=\"https:\/\/www.cii.in\/International_ResearchPDF\/Pathways%20for%20Shared%20Progress%20India_Africa%20Economic%20Cooperation.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">and India<\/a> have accelerated trade pact negotiations across the continent.<\/p>\n\n\n\n<p>Without a formal strategy, Canada risks losing access to a market that could define the next decade of economic growth.<\/p>\n\n\n\n<h2 id=\"geopolitical-stakes-have-never-been-higher\" class=\"wp-block-heading\">Geopolitical stakes have never been higher<\/h2>\n\n\n\n<p>Russia and China have deepened their influence across Africa, often at the expense of democratic governance and transparency. Canada&#8217;s absence isn&#8217;t just an economic miss \u2014 it&#8217;s a <a href=\"https:\/\/policyoptions.irpp.org\/magazines\/june-2024\/canada-africa-strategy\/\" target=\"_blank\" rel=\"noopener noreferrer\">strategic void<\/a>.<\/p>\n\n\n\n<p>By aligning with African priorities like <a href=\"https:\/\/au.int\/en\/agenda2063\/overview\" target=\"_blank\" rel=\"noopener noreferrer\">Agenda 2063<\/a>, which emphasizes self-reliance and sustainable development, Canada can counterbalance <a href=\"https:\/\/theconversation.com\/trumps-trade-war-is-forcing-canada-to-revive-a-decades-old-plan-to-reduce-u-s-dependence-248433\" target=\"_blank\" rel=\"noopener noreferrer\">exploitative partnerships<\/a> with ones rooted in mutual benefit.<\/p>\n\n\n\n<p>As <a href=\"https:\/\/www.nepad.org\/agenda2063-report\/agenda-2063-africa-we-want\" target=\"_blank\" rel=\"noopener noreferrer\">Agenda 2063<\/a> identifies, African leaders are refocusing their agendas from the struggle against apartheid and political independence to &#8220;inclusive social and economic development, continental and regional integration, democratic governance and peace and security.&#8221; Africa faces a collective US$100 billion annual infrastructure deficit following centuries of colonial incursion and extraction.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.canada.ca\/en\/global-affairs\/news\/2024\/11\/canada-reinforces-partnerships-with-african-countries-and-institutions-to-strengthen-diplomatic-relations-collaboration-economic-development-and-st.html\" target=\"_blank\" rel=\"noopener noreferrer\">Recent Canadian investments<\/a> in peace and security, good governance, people-to-people ties ($54 million) and economic empowerment ($176 million for women and youth empowerment) signal intent, but without a unified strategy, these<br>\nefforts are fragmented.<\/p>\n\n\n\n<h2 id=\"aligning-perfectly-with-africas-needs\" class=\"wp-block-heading\">Aligning perfectly with Africa&#8217;s needs<\/h2>\n\n\n\n<p>Canada&#8217;s world-class engineering firms and institutions like the <a href=\"https:\/\/cib-bic.ca\/\" target=\"_blank\" rel=\"noopener noreferrer\">Canada Infrastructure Bank<\/a> could partner with African states and institutions like the African Development Bank and replicate successes achieved in projects like <a href=\"https:\/\/gca.org\/projects\/srep\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ghana&#8217;s renewable energy grid<\/a>.<\/p>\n\n\n\n<p>Africa&#8217;s startup ecosystem thrives <a href=\"https:\/\/agfundernews.com\/ag-marketplaces-fintech-startups-are-the-most-popular-category-of-african-agrifoodtech-investment-in-2024\" target=\"_blank\" rel=\"noopener noreferrer\">in the financial technology and agritech sectors<\/a>, where Canadian expertise and venture capital could catalyze growth.<\/p>\n\n\n\n<p>Projects like the <a href=\"https:\/\/international-partnerships.ec.europa.eu\/policies\/global-gateway\/connecting-democratic-republic-congo-zambia-and-angola-global-markets-through-lobito-corridor_en\" target=\"_blank\" rel=\"noopener noreferrer\">Lobito Corridor<\/a>, offer a chance for Canadian firms to contribute to rail and transport development that could be transformative.<\/p>\n\n\n\n<p>With significant solar and other renewable energies potential, Africa is critical to the net-zero transition. Canadian mining firms and clean energy innovators are natural partners for lithium and cobalt projects, despite the dubious human and environmental rights track record of some <a href=\"https:\/\/miningwatch.ca\/news\/2022\/11\/23\/barrick-gold-faces-ontario-lawsuit-alleged-killings-and-abuses-tanzanian-mine\" target=\"_blank\" rel=\"noopener noreferrer\">Canadian mining companies<\/a> in the region.<\/p>\n\n\n\n<p>A Canada-Africa strategy needs to signal a support for mandatory adherence to environmental and human rights standards for mining firms, such as Canada&#8217;s <a href=\"https:\/\/www.international.gc.ca\/trade-agreements-accords-commerciaux\/topics-domaines\/other-autre\/csr-strat-rse.aspx?lang=eng\" target=\"_blank\" rel=\"noopener noreferrer\">Towards Sustainable Mining<\/a> framework, while strengthening accountability through mechanisms like independent oversight and legal consequences for violations that <a href=\"https:\/\/environment-review.yale.edu\/holding-canadian-mining-corporations-accountable-nevsun-resources-ltd-v-araya\" target=\"_blank\" rel=\"noopener noreferrer\">already exist<\/a>. By prioritizing partnerships with African governments and local communities, such a strategy could ensure ethical practices through transparent agreements, community consent protocols, and shared governance models foster a future of more ethical behaviour.<\/p>\n\n\n\n<h2 id=\"from-aid-to-equity\" class=\"wp-block-heading\">From aid to equity<\/h2>\n\n\n\n<p>Decades of humanitarian aid have fostered good will, but Africa&#8217;s leaders increasingly demand collaboration<\/p>\n\n\n\n<p>Canada&#8217;s <a href=\"https:\/\/www.international.gc.ca\/world-monde\/issues_development-enjeux_developpement\/priorities-priorites\/policy-politique.aspx?lang=eng\" target=\"_blank\" rel=\"noopener noreferrer\">Feminist International Assistance Policy<\/a> emphasizes gender equality and aligns with Africa&#8217;s push for women-led development.<\/p>\n\n\n\n<p>But a true partnership requires reciprocity, like <a href=\"https:\/\/financialpost.com\/commodities\/mining\/south-africa-gold-fields-buys-osisko-mining#:%7E:text=Toronto%2Dbased%20Osisko%20Mining%20Inc,%242.16%20billion%20all%2Dcash%20acquisition.\" target=\"_blank\" rel=\"noopener noreferrer\">South Africa&#8217;s<\/a> significant investments in Canadian mining and climate research collaborations. The African diaspora community, numbering over 1.2 million in Canada, is a bridge to these opportunities.<\/p>\n\n\n\n<h2 id=\"the-g7-presidency-provides-opportunity\" class=\"wp-block-heading\">The G7 presidency provides opportunity<\/h2>\n\n\n\n<p>The alignment of <a href=\"https:\/\/www.international.gc.ca\/world-monde\/international_relations-relations_internationales\/g7\/index.aspx?lang=eng\" target=\"_blank\" rel=\"noopener noreferrer\">the Canadian 2025 G7 presidency<\/a> with <a href=\"https:\/\/g20.org\/g20-south-africa\/g20-presidency\/\" target=\"_blank\" rel=\"noopener noreferrer\">South Africa&#8217;s 2025 presidency of the G20<\/a> offers a pivotal moment to unveil Canada&#8217;s African strategy and to mainstream African priorities, from debt relief to digital inclusion.<\/p>\n\n\n\n<p>The forthcoming <a href=\"https:\/\/g20.org\/media\/media-release\/\" target=\"_blank\" rel=\"noopener noreferrer\">G20 gatherings of finance ministers and central bank governors in Cape Town<\/a> offers a perfect moment to demonstrate an actual plan to diversify Canadian foreign policy engagements and interests while positioning the country to rally allies behind a renewed set of initiatives that exist across the continent.<\/p>\n\n\n\n<p>To delay any further will not only frustrate business and diaspora groups alike, but will continue to relegate Canada to a marginal role in the continent&#8217;s economic and social development.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/international-partnerships.ec.europa.eu\/countries\/kenya_en\" target=\"_blank\" rel=\"noopener noreferrer\">EU&#8217;s<\/a> public and private investments in the green and digital transitions in Kenya and <a href=\"https:\/\/www.theafricareport.com\/331005\/ghanas-lithium-deal-separating-fact-from-fiction\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ghana&#8217;s lithium deal<\/a> with Australia underscore the urgency for a co-ordinated and concerted approach. Canada&#8217;s reputation as a reliable partner hangs in the balance.<\/p>\n\n\n\n<h2 id=\"a-call-for-cohesion\" class=\"wp-block-heading\">A call for cohesion<\/h2>\n\n\n\n<p>A Canadian Africa strategy is critical now more than ever. To fully engage, any plan will need to articulate pan-African trade and streamlined export opportunities. It should leverage soft power by expanding diplomatic missions across regional economic communities.<\/p>\n\n\n\n<p>Investing in mutual growth via joint ventures in mining, agri-processing, and digital infrastructure is also crucial. Embedding climate justice by linking critical mineral exports to African renewable energy projects will foster sustainable development \u2014 all the while maintaining key imperatives of gender equality, <a href=\"https:\/\/theconversation.com\/without-a-one-health-plan-canada-is-vulnerable-to-future-pandemics-242378\" target=\"_blank\" rel=\"noopener noreferrer\">one health<\/a> and the exchange of knowledge through things like the <a href=\"https:\/\/usaf.ac.za\/the-south-africa-canada-universities-network-sacun-formalises-a-long-standing-relationship\/\" target=\"_blank\" rel=\"noopener noreferrer\">South Africa-Canada Universities Network<\/a>.<\/p>\n\n\n\n<p>Africa&#8217;s rise isn&#8217;t a distant future \u2014 it&#8217;s unfolding now. Canada has the tools, the values and the economic imperative to act. Delaying further isn&#8217;t just a missed opportunity; it&#8217;s a generational misstep.<\/p>\n\n\n\n<p>The Africa strategy is drafted, the stakeholders are ready.
