The letter argues that anti-Zionism \u201cencourage[s] and exacerbate[s] hostility toward Judaism and Jews.\u201d<\/p>\n\n\n\n<p>Why does the distinction matter?<\/p>\n\n\n\n<p>If anti-Zionism is understood to be antisemitism, then those protesting or otherwise articulating deep opposition to the governing ideology of the state of Israel could find themselves on the receiving end of public opprobrium \u2014 harsh criticism and disgrace.<\/p>\n\n\n\n<h2 id=\"a-global-debate-with-deep-roots\" class=\"wp-block-heading has-text-align-center\">A global debate with deep roots<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.cbc.ca\/news\/canada\/chilling-effect-pro-palestinian-1.7064510\" target=\"_blank\" rel=\"noreferrer noopener\">People in Canada<\/a> and <a href=\"https:\/\/www.bbc.com\/news\/world-us-canada-67152271\" target=\"_blank\" rel=\"noreferrer noopener\">the United States<\/a> have lost <a href=\"https:\/\/www.theguardian.com\/us-news\/2023\/oct\/29\/israel-palestine-backlash-david-velasco-artforum-nan-goldin\" target=\"_blank\" rel=\"noreferrer noopener\">employment offers and jobs<\/a> for seeming anti-Zionist.<\/p>\n\n\n\n<p>This debate is not new, however. In 2022, Jonathan Greenblatt, head of the Anti-Defamation League, <a href=\"https:\/\/www.adl.org\/remarks-jonathan-greenblatt-adl-virtual-national-leadership-summit\" target=\"_blank\" rel=\"noreferrer noopener\">stated that<\/a> \u201canti-Zionism is antisemitism\u201d and that anti-Zionism is \u201can ideology rooted in rage.\u201d A year later, the U.S. House of Representatives <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-resolution\/894\/text\" target=\"_blank\" rel=\"noreferrer noopener\">passed a resolution<\/a> stating that \u201canti-Zionism is antisemitism.\u201d<\/p>\n\n\n\n<p>In 2017, French President <a href=\"https:\/\/www.nytimes.com\/2017\/07\/17\/world\/europe\/macron-israel-holocaust-antisemitism.html\" target=\"_blank\" rel=\"noreferrer noopener\">Emmanuel Macron called<\/a> anti-Zionism a \u201creinvented form of antisemitism.\u201d And perhaps most importantly, against this backdrop is the definition of antisemitism adopted by many countries, including <a href=\"https:\/\/www.state.gov\/defining-antisemitism\/\" target=\"_blank\" rel=\"noreferrer noopener\">the U.S.<\/a> and <a href=\"https:\/\/www.canada.ca\/en\/canadian-heritage\/campaigns\/holocaust-antisemitism-canada.html\" target=\"_blank\" rel=\"noreferrer noopener\">Canada<\/a>, which brings the two concepts very close together, if not outright equating them.<\/p>\n\n\n\n<p>Specifically, the International Holocaust Remembrance Alliance <a href=\"https:\/\/www.canada.ca\/en\/canadian-heritage\/services\/canada-holocaust\/antisemitism\/handbook-definition-antisemitism.html#a3\" target=\"_blank\" rel=\"noreferrer noopener\">defines antisemitism<\/a>, among other things, as \u201cdenying the Jewish people their right to self-determination (e.g., by claiming that the existence of a State of Israel is a racist endeavour).\u201d<\/p>\n\n\n\n<h2 id=\"what-data-reveals-about-zionism\" class=\"wp-block-heading has-text-align-center\">What data reveals about Zionism<\/h2>\n\n\n\n<p>But is anti-Zionism really antisemitism?<\/p>\n\n\n\n<p>To determine whether anti-Zionism is antisemitic, we first need to think about how we define Zionism. As a Canadian Jewish political scientist, my own research has found that the term Zionism is understood in wildly different ways.<\/p>\n\n\n\n<p>In 2022, I <a href=\"https:\/\/www.haaretz.com\/us-news\/2022-10-26\/ty-article-opinion\/.highlight\/do-american-jews-really-know-what-zionist-means\/00000184-0f30-d1a0-a1ee-cf7e0e120000\" target=\"_blank\" rel=\"noreferrer noopener\">surveyed American Jews<\/a> with a weighted sample to account for various demographics. I found that while 58 per cent identified as Zionist, 70 per cent identified as such when I defined Zionism as \u201ca feeling of attachment to Israel.\u201d When I defined Zionism as a \u201cbelief in a Jewish and democratic state,\u201d the number rose slightly, to 72 per cent.<\/p>\n\n\n\n<p>But a very different picture emerged when I presented a vastly alternate definition of Zionism. If Zionism, I offered, \u201cmeans the belief in privileging Jewish rights over non-Jewish rights in Israel, are you a Zionist?\u201d Here, respondents\u2019 support for the kind of Zionism experienced by Palestinians plummeted: only 10 per cent of respondents said they were \u201cdefinitely\u201d (three per cent) or \u201cprobably\u201d (seven per cent) Zionist, according to this definition, with a full 69 per cent saying they were \u201cprobably not\u201d or \u201cdefinitely not.\u201d<\/p>\n\n\n\n<p>A lifetime of analysis of Zionism, and adopting various labels at different phases of life for myself \u2014 I have at times identified as progressive Zionist, liberal Zionist, anti-Zionist, non-Zionist and none of the above \u2014 leads me to conclude that anti-Zionism and antisemitism should be considered distinct concepts.<\/p>\n\n\n\n<h2 id=\"identity-nationalism-and-belonging\" class=\"wp-block-heading has-text-align-center\">Identity, nationalism and belonging<\/h2>\n\n\n\n<p>Those who see anti-Zionism as antisemitic deploy various arguments.<\/p>\n\n\n\n<p>One is that self-determination is a right, and <a href=\"https:\/\/holocaustremembrance.com\/resources\/working-definition-antisemitism\" target=\"_blank\" rel=\"noreferrer noopener\">denying that right to Jews<\/a> \u2014 and sometimes seemingly only to Jews \u2014 is discriminatory and prejudicial. But while everyone has the right to self-determination, no one has the right to determine themselves by denying the rights of others to do the same.<\/p>\n\n\n\n<p>Another is that given that the majority of Jews <a href=\"https:\/\/www.pewresearch.org\/religion\/2021\/05\/11\/u-s-jews-connections-with-and-attitudes-toward-israel\/\" target=\"_blank\" rel=\"noreferrer noopener\">by most accounts<\/a> <a href=\"https:\/\/www.haaretz.com\/us-news\/2022-10-26\/ty-article-opinion\/.highlight\/do-american-jews-really-know-what-zionist-means\/00000184-0f30-d1a0-a1ee-cf7e0e120000\" target=\"_blank\" rel=\"noreferrer noopener\">embrace<\/a> <a href=\"https:\/\/cjs.journals.yorku.ca\/index.php\/cjs\/jewsandisrael2024\" target=\"_blank\" rel=\"noreferrer noopener\">some form of Zionism<\/a>, denying a part of their identity is hateful. But unlike most other markers and symbols of ethnic or religious identity, Zionism has historically, and continues to, directly affect another ethnic group: namely, Palestinians.<\/p>\n\n\n\n<p>Contrast this kind of identity with dietary laws, clothing restrictions, modes of prayer and one\u2019s relationship to sacred texts: none of these aspects of identity necessarily affect another group. By contrast, the <a href=\"https:\/\/www.jewishbookcouncil.org\/book\/the-birth-of-the-palestinian-refugee-problem-1947-1949\" target=\"_blank\" rel=\"noreferrer noopener\">historical<\/a> <a href=\"https:\/\/www.theguardian.com\/books\/2020\/may\/07\/the-hundred-years-war-on-palestine-by-rashid-khalidi-review-conquest-and-resistance\">record<\/a> of how Zionism <a href=\"https:\/\/www.palestine-studies.org\/en\/node\/1649445\" target=\"_blank\" rel=\"noreferrer noopener\">has affected Palestinians<\/a> is vast.<\/p>\n\n\n\n<p>A <a href=\"https:\/\/mikekatz.medium.com\/labour-must-listen-to-jews-and-adopt-ihra-properly-c4eb82dbc13c\" target=\"_blank\" rel=\"noreferrer noopener\">third argument<\/a> concerns antisemitism in general \u2014 that every other group gets to define the terminology around their own oppression, and therefore so should Jews. But again, when a state \u2014 which by definition interacts with others within and outside its borders \u2014 is brought into the equation, the debate about antisemitism ceases to be about only Jews.<\/p>\n\n\n\n<p>At its core, Zionism is a political ideology. A cornerstone of liberal society is political debate, including subjecting ideologies to the stress test of critique. These ideologies include capitalism, socialism, social democracy, communism, ethno-nationalism, settler colonialism, theocracy, Islamism, Hindu nationalism and so on.<\/p>\n\n\n\n<p>In the right of others to support, oppose, analyze or criticize it, Zionism is \u2014 or at least should be \u2014 be no different.<\/p>\n\n\n\n<h2 id=\"the-personal-and-the-political\" class=\"wp-block-heading has-text-align-center\">The personal and the political<\/h2>\n\n\n\n<p>I understand why many Jews feel that anti-Zionist actions or statements are hateful to their identity. Most Jews have grown up believing that to be Jewish is to feel a deep connection to the state of Israel.<\/p>\n\n\n\n<p>I grew up singing <em>Hatikvah<\/em>, Israel\u2019s national anthem, every evening at Hebrew summer camp in Manitoba as we lowered the two flags hanging from the flagpole: one the flag of Canada, the other, of course, of Israel.<\/p>\n\n\n\n<p>And in many synagogues across Canada, it is typical to hear the Prayer for Israel recited, and it is not uncommon for the Israeli flag to be displayed prominently. At one synagogue I attended last year for a family celebration, there were even depictions of Israel Defense Forces soldiers etched into the stained-glass windows above the sanctuary.<\/p>\n\n\n\n<p>But to feel connected to Israel \u2014 the land, the people, the safe refuge it has served for Jews in crisis, especially but not only after the Holocaust \u2014 one doesn\u2019t necessarily need to embrace its governing ideology.<\/p>\n\n\n\n<p>One can seek to understand the harm Zionism has caused to Palestinians.
