It not only exposed the glaring security vulnerabilities on Parliament Hill but also marked a new reality for Canadians: political violence, long considered a distant threat, had arrived at home.<\/p>\n\n\n\n<p>Eleven years later, many of the lessons Canada should have learned have not yet been put into action. With a marked rise in political polarization and violent attacks, it\u2019s past due for Canada to strengthen its efforts to protect elected officials.<\/p>\n\n\n\n<h2 id=\"extremism-in-canada\" class=\"wp-block-heading has-text-align-center\">Extremism in Canada<\/h2>\n\n\n\n<p>The Canadian Security Intelligence Service (CSIS) classifies three <a href=\"https:\/\/www.canada.ca\/en\/security-intelligence-service\/corporate\/publications\/csis-public-report-2023\/mission-focused.html#toc26\" target=\"_blank\" rel=\"noreferrer noopener\">distinct types<\/a> of extremism: religious, ideological and political. While faith and grievance-based violence continue to make up the lion\u2019s share of incidents in Canada, the threat of politically motivated violent extremism has steadily increased in recent years.<\/p>\n\n\n\n<p>CSIS defines such extremism as \u201cthe use of violence to establish new political systems or new structures or norms within existing systems.\u201d This definition, however, is murky in practice, since many attacks target political institutions but are motivated by either an ideological or religious grievance rather than explicit political goals.<\/p>\n\n\n\n<p>In the case of the Parliament Hill shooting, the perpetrator committed the attack in part due to his discontent with Canada\u2019s foreign policy in the Middle East. Though religiously motivated, his actions had political intent.<\/p>\n\n\n\n<p>Likewise, the 2014 <a href=\"https:\/\/www.cbc.ca\/news\/canada\/new-brunswick\/moncton-shooting-officer-testimony-trial-1.4133430\" target=\"_blank\" rel=\"noreferrer noopener\">shooting in Moncton, N.B.<\/a> that left three officers killed and two others injured, along with the 2020 <a href=\"https:\/\/www.cbc.ca\/news\/politics\/corey-hurren-rideau-hall-plea-1.5902362\" target=\"_blank\" rel=\"noreferrer noopener\">vehicle ramming<\/a> at the gates of the prime minister\u2019s residence in Ottawa, were both committed by far-right extremists. While CSIS correctly classified the attacks as ideologically motivated, they too were, at their core, political.<\/p>\n\n\n\n<p>Regardless of an attacker\u2019s motive \u2014 ideological, religious or political \u2014 elected officials are increasingly in the line of fire.<\/p>\n\n\n\n<p>According to the <a href=\"https:\/\/globalnews.ca\/news\/11294529\/threats-of-political-violence-rose-trudeau-years-poll\/\" target=\"_blank\" rel=\"noreferrer noopener\">Privy Council Office<\/a>, former prime minister Justin Trudeau and his cabinet faced 337 threats in 2024 alone, up from just three five years earlier.<\/p>\n\n\n\n<p>The same report showed the number of death threats rose from zero in 2019 to 56 in 2022, and 26 in the first half of 2024. When including incidents directed at MPs across party lines, the true scale of the problem is likely much greater.<\/p>\n\n\n\n<h2 id=\"the-global-threat\" class=\"wp-block-heading has-text-align-center\">The global threat<\/h2>\n\n\n\n<p>Rising political violence is a global trend. In 2024, more than 2,600 acts of violence targeted local officials across 96 countries, according to the <a href=\"https:\/\/acleddata.com\/press\/press-release-new-acled-report-highlights-violence-targeting-local-officials-during-2024\" target=\"_blank\" rel=\"noreferrer noopener\">Armed Conflict Location &amp; Event Data Project<\/a>.<\/p>\n\n\n\n<p>Similarly, <a href=\"https:\/\/freedomhouse.org\/article\/new-report-amid-unprecedented-wave-elections-political-violence-and-armed-conflict-fueled\" target=\"_blank\" rel=\"noreferrer noopener\">Freedom House<\/a>, a non-profit organization aimed at strengthening democracy and protecting human rights, reported that nearly 40 per cent of countries experienced election-related violence in 2024. Politicians were attacked in at least 20 nations.<\/p>\n\n\n\n<p>The motives behind these attacks were not monolithic; they ranged from a long list of grievances rooted in xenophobia, gender-based hostility, conspiracy theories, anti-authoritarianism, religious extremism and other perceived social or political injustices.<\/p>\n\n\n\n<p>In the past several years, two British MPs, <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/oct\/13\/families-david-amess-jo-cox-voice-concern-rise-violent-political-rhetoric\" target=\"_blank\" rel=\"noreferrer noopener\">Jo Cox and David Amess<\/a>, were killed; former Japanese Prime Minister <a href=\"https:\/\/doi.org\/10.1177\/17506352251344125\" target=\"_blank\" rel=\"noreferrer noopener\">Shinzo Abe was assassinated<\/a>; South Korean opposition leader <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/7\/5\/man-who-stabbed-south-korea-opposition-leader-gets-15-years-in-jail\" target=\"_blank\" rel=\"noreferrer noopener\">Lee Jae-Myung was stabbed<\/a>; <a href=\"https:\/\/www.cbc.ca\/news\/world\/slovakia-pm-fico-shooting-1.7204751\" target=\"_blank\" rel=\"noreferrer noopener\">Slovakian President Robert Fico was seriously wounded<\/a> in a shooting; and former Ukrainian parliament speaker <a href=\"https:\/\/www.bbc.com\/news\/articles\/cjw6ep37469o\" target=\"_blank\" rel=\"noreferrer noopener\">Andriy Parubiy<\/a> was shot dead.<\/p>\n\n\n\n<p>The United States has been particularly affected by political violence, with at least <a href=\"https:\/\/www.reuters.com\/world\/us\/new-cases-political-violence-roil-us-ahead-contentious-election-2024-10-21\/\" target=\"_blank\" rel=\"noreferrer noopener\">300 cases recorded<\/a> since the Jan. 6, 2021, storming of the U.S. Capitol. According to the <a href=\"https:\/\/www.csis.org\/analysis\/rising-threat-anti-government-domestic-terrorism-what-data-tells-us\" target=\"_blank\" rel=\"noreferrer noopener\">Centre for Strategic and International Studies<\/a>, plots against government targets in the past five years are nearly triple what they\u2019ve been in the past 25 years combined.<\/p>\n\n\n\n<p>The most notable include <a href=\"https:\/\/theconversation.com\/trumps-second-assassination-attempt-is-shocking-but-attempts-on-presidents-lives-are-not-rare-in-us-history-239263\" target=\"_blank\" rel=\"noreferrer noopener\">two failed assassination attempts on U.S. President Donald Trump<\/a> in 2024, and the killing of Minnesota state representative <a href=\"https:\/\/www.cbsnews.com\/minnesota\/news\/melissa-hortman-killed-john-hoffman-political-shootings\/\" target=\"_blank\" rel=\"noreferrer noopener\">Melissa Hortman<\/a> and fatal shooting of right-wing commentator and political activist Charlie Kirk this year.<\/p>\n\n\n\n<h2 id=\"a-call-to-action\" class=\"wp-block-heading has-text-align-center\">A call to action<\/h2>\n\n\n\n<p>The Parliament Hill shooting anniversary reminds us that the threat of political violence has not diminished over the past decade \u2014 it\u2019s grown.<\/p>\n\n\n\n<p>Despite the implementation of some security measures \u2014 such as <a href=\"https:\/\/www.ourcommons.ca\/Content\/Newsroom\/Articles\/2015-06-23-Statement-e.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">combining three disparate security services<\/a> into the Parliamentary Protective Service, expanding the armed security presence on Parliament Hill and offering the installation of <a href=\"https:\/\/www.hilltimes.com\/story\/2022\/11\/07\/despite-boosted-security-measures-in-recent-years-mps-say-weaknesses-in-systems-of-support-remain\/354316\/\" target=\"_blank\" rel=\"noreferrer noopener\">security systems and mobile panic buttons<\/a> for elected officials \u2014 MPs still lack sufficient protection.<\/p>\n\n\n\n<p>Instead of being reactive in the aftermath of any future tragedies, Canada must make proactive investments to safeguard people and institutions likely to be targeted.<\/p>\n\n\n\n<p>That means enhancing screenings before meetings, increasing access to safe rooms, bolstering security at public events, improving emergency response planning and using protective details and physical security judiciously \u2014 that is, erring on the side of caution rather than waiting for threats to escalate.<\/p>\n\n\n\n<p>Canada should also strengthen its intelligence and law enforcement communities to counter the evolving threat. This includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Expanding open-source intelligence capabilities to better execute the goals laid out in Canada\u2019s <a href=\"https:\/\/www.publicsafety.gc.ca\/cnt\/rsrcs\/pblctns\/ntnl-strtg-cntrng-rdclztn-vlnc\/ntnl-strtg-cntrng-rdclztn-vlnc-en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">national strategy on countering radicalization to violence<\/a>;<\/li>\n\n\n\n<li>Enhancing co-ordination with municipal police forces and hate-crime units;<\/li>\n\n\n\n<li>Ensuring the legal consequences for political violence and intimidation serve as genuine deterrents;<\/li>\n\n\n\n<li>And learning best practices from countries like Iceland, Ireland, New Zealand and Australia, which ranked highest on the <a href=\"https:\/\/www.economicsandpeace.org\/wp-content\/uploads\/2024\/06\/GPI-2024-web.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2024 Peace Index<\/a>.<\/li>\n<\/ul>\n\n\n\n<p>Protecting Canada\u2019s elected officials from political violence is essential, but it must never compromise a fundamental tenet of democracy: the public\u2019s access to their leaders.
