Carleton University has announced that Richard Sinclair will take on the role of General Counsel, effective Jan. 6, 2025.<\/p>\n\n\n\n

Richard joins Carleton from the Ottawa-Carleton District School Board, where he served as General Counsel, offering legal services and strategic guidance to senior management, elected Trustees and system leaders. Throughout his career, he has demonstrated a commitment to equity and inclusion, advocating for a human rights-based approach to decision-making processes.<\/p>\n\n\n\n

“We are delighted to have a leader with such a wealth of experience join Carleton,\u201d said Jerry Tomberlin, Interim President and Vice-Chancellor. \u201cRichard brings a deep knowledge of the education sector along with a fresh perspective that will contribute greatly to the university\u2019s success.\u201d<\/p>\n\n\n\n

During his time at the school board Richard led the Legal Services, Labour Relations, Risk Management, and Privacy and Freedom of Information teams. He is a seasoned legal and labour relations advisor, having served as the Chief Negotiator for the school board in collective bargaining processes. Richard is well respected for his ability to build and maintain positive, collaborative relationships with union partners and other stakeholders, ensuring constructive dialogue and fostering mutual respect even in challenging circumstances.<\/p>\n\n\n\n

Richard\u2019s leadership was especially crucial during the COVID-19 pandemic, when he guided the Legal Services and Labour Relations teams through a period of unprecedented challenges. His ability to navigate complex legal and labour issues, while ensuring the health and safety of staff and students, was instrumental in maintaining the school board\u2019s operational continuity.<\/p>\n\n\n

The hiring committee was highly impressed by Richard’s extensive understanding of the legal system, particularly through his educational sector background, and look forward to him applying those skills to further the advancement of Carleton University.<\/p>\n\n\n\n

Richard will succeed Steve Levitt, who provided excellent counsel to Carleton University for almost a decade.<\/p>\n\n\n\n
